These regulations may be cited as the Marine Conservation (Marine Parks) Regulations (2007 Revision). 2. Definitions 2. In these Regulations \u2014 \u201cboat\u201d means a marine vessel of any size or design; \u201ccast net\u201d means any net cast by hand by one individual; \u201cdrop-off\u201d means the first part of the sea floor to attain not less than eighty feet in depth on a line proceeding from and at right angles to the shore; \u201cfry\u201d means any small silver fish under three inches in length of the herring (clupeidae) or anchovy (engraulidae) families; \u201cfry net\u201d means any net or device designed for catching fry; \u201clicence\u201d means a licence under Part III; Regulation 3 \u201cprohibited scuba diving zone\u201d means the areas described in the Fifth Schedule and designated as prohibited scuba diving zones under regulation 10(5); \u201cspear gun\u201d means any device whereby a harpoon, rod, spear or other projectile may be impelled through water; \u201csprat\u201d means any small silver fish under six inches in length of the herring (clupeidae) or anchovy (engraulidae) families; \u201ctourist boat\u201d means a boat used to carry paying passengers for sightseeing, wildlife interaction or other tourist activities; and \u201cwildlife interaction\u201d means \u2014 (a) touching or feeding of marine life; or (b) attempting to touch or feed marine life. Part II - Marine Parks\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_3\", \"num\": \"3.\", \"text\": \"Categories of marine parks 3. For the purposes of determining restrictions of user, a marine park may be designated as \u2014 (a) a replenishment zone; (b) a marine park zone; (c) an environmental zone; or (d) a wildlife interaction zone.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_4\", \"num\": \"4.\", \"text\": \"Replenishment zones 4. The following are prohibited in replenishment zones \u2014 (a) the taking of conch and lobster; (b) the use of spear guns, pole spears, fish traps and fish nets of all kinds, except that fry and sprat may be taken with fry or cast nets.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_5\", \"num\": \"5.\", \"text\": \"Marine park zones 5. (1) Subject to subregulations (2) and (3), the following are prohibited in marine park zones \u2014 (a) the taking of any form of marine life by any means; and (b) the anchoring of boats. (2) Notwithstanding subregulation (1), the taking of fish is permitted in the following circumstances \u2014 Regulation 6 (a) by line, at or beyond the drop-off; (b) by line from the shore, without the use of a boat; and (c) by use of fry or cast nets, where the fish taken are fry or sprat. (3) Notwithstanding subregulation (1), anchoring is permitted in the following circumstances \u2014 (a) by boats not exceeding sixty feet in length provided that they do not use grappling hooks, anchor only in sand and their anchor chain or rope does not lie upon coral; or (b) by all boats in port anchorage areas designated as such by the Port Regulations (2007 Revision). (4) The entry, mooring, anchoring, and the discharge of passengers, without the approval of the Board, into or in the area at Bloody Bay-Jackson Point at Little Cayman designated as a marine park zone (being numbered 2H in the Second Schedule) by a commercial vessel, as defined in regulation 2 of the Marine Conservation Regulations (2004 Revision), is prohibited. Such approval may be granted subject to whatever conditions the Board considers appropriate.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_6\", \"num\": \"6.\", \"text\": \"Environmental zones 6. The following are prohibited in environmental zones \u2014 (a) the taking of any form of marine life by any means; (b) the use of any anchor; (c) entry by any person into the water; and (d) exceeding a speed of five knots.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_7\", \"num\": \"7.\", \"text\": \"Sandbar Wildlife Interaction Zone and Stingray City Wildlife Interaction Zone 7. (1) This regulation applies in respect of both the Sandbar Wildlife Interaction Zone and the Stingray City Wildlife Interaction Zone described in the Fourth Schedule. (2) No person shall, within the zone \u2014 (a) wear footwear (except while aboard a boat); (b) remove any stingray or other marine life from the water; (c) sell fish food from a boat; (d) fish or take any form of marine life by any means; or (e) feed any stingray or other marine life with food of a kind other than a kind approved by the Board. (3) Subregulation (2)(a) does not prohibit wearing of flippers while snorkelling in water deeper than four feet. Regulation 8 (4) No person shall anchor a boat within the zone \u2014 (a) in water shallower than three feet deep; or (b) so that any part of the anchor is within twenty feet of any reef structure. (5) No person shall cause a tourist boat to enter the zone \u2014 (a) if no licence is in force under Part III in respect of the boat; or (b) at a time, or in circumstances, where such entry is prohibited by the conditions of such a licence.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_8\", \"num\": \"8.\", \"text\": \"Prohibited scuba diving zones 8. (1) Any area within a wildlife interaction zone may be designated as a prohibited scuba diving zone. (2) No person shall scuba dive within a prohibited scuba diving zone unless the scuba diving is carried out in accordance with permission granted by the Board under subregulation (3). (3) The Board may, upon receipt of an application made under subregulation (2), grant the relevant permission for scuba diving; and the permission may be granted subject to such conditions (if any) as the Board considers fit.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_9\", \"num\": \"9.\", \"text\": \"Emergency anchoring 9. No prohibition on anchoring imposed by these regulations shall apply during a declared state of emergency, during the currency of a hurricane warning or when permission is given by the Port Director to a specific vessel in circumstances which, in the opinion of the Port Director, constitute an emergency. 10. Designation of zones 10. (1) The areas described in the First Schedule are designated as replenishment zones. (2) The areas described in the Second Schedule are designated as marine park zones. (3) The areas described in the Third Schedule are designated as environmental zones. (4) The areas described in the Fourth Schedule are designated as wildlife interaction zones. (5) The areas described in the Fifth Schedule are designated as prohibited scuba diving zones. Regulation 11 (6) The above areas are shown on the plans in the Sixth Schedule for illustrative purposes only, and in the event of any discrepancy between the plans and the written descriptions contained in the First, Second, Third, Fourth or Fifth Schedule, as the case may be, the description in the relevant Schedule shall prevail. Part III - Tourist Boat Licences\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_11\", \"num\": \"11.\", \"text\": \"Tourist boats to be licensed 11. The owner of a boat shall not permit the boat to be used as a tourist boat for the carriage of passengers to or from a wildlife interaction zone unless a licence is in force under this Part in respect of the boat.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_12\", \"num\": \"12.\", \"text\": \"Application for, and grant of, licence 12. (1) A person who has attained the age of eighteen years, or a company or other body corporate, may apply to the Board for a licence under this Part in respect of a boat owned by the person or body, as the case may be. (2) Application shall be made by completing a form made available by the Board and shall be accompanied \u2014 (a) in the case of a vessel under fifty feet in length, by a non- refundable application processing fee of one hundred dollars; and (b) in the case of a vessel fifty feet or more in length, by a non- refundable application processing fee of two hundred dollars. (3) The application form for a company or other body corporate shall be completed by the managing director or the secretary or another officer of the body concerned. (4) On being satisfied that an application under this regulation has been properly made and that the application processing fee has been tendered, the Board may, within thirty days of receipt of the application, grant or decline to grant the licence. (5) The following fee is payable in respect of the grant of a licence \u2014 (a) in the case of a vessel under fifty feet in length, a fee of three hundred dollars; and (b) in the case of a vessel fifty feet or more in length, a fee of six hundred dollars.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_13\", \"num\": \"13.\", \"text\": \"Minimum specifications for licensed boat 13. (1) The Board may decline to grant a licence in respect of a boat that does not meet its minimum requirements as to design features. Regulation 14 (2) Requirements for the purposes of this regulation shall be published by the Board and made available on request to any prospective applicant for a licence.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_14\", \"num\": \"14.\", \"text\": \"Term of licence 14. (1) A licence under this Part shall, subject to these regulations, remain in force for a period of three years from the date of its grant. (2) The licence may be renewed on application made within a period of thirty days prior to its expiry, and the application shall be accompanied \u2014 (a) in the case of a vessel under fifty feet in length, by a non- refundable application processing fee of fifty dollars; and (b) in the case of a vessel fifty feet or more in length, by a non- refundable application processing fee of one hundred dollars. (3) Regulations 10 and 11 shall apply, with the necessary changes being made, to an application for renewal of a licence. (4) The following fee is payable in respect of the renewal of a licence \u2014 (a) in the case of a vessel under fifty feet in length, a fee of three hundred dollars; and (b) in the case of a vessel fifty feet or more in length, a fee of six hundred dollars.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_15\", \"num\": \"15.\", \"text\": \"Conditions of licence 15. (1) A licence under this Part shall be subject to such conditions as may be specified in the licence on grant or renewal or as may be notified to the licensee in writing by the Board at any time during its term. (2) A notification given under subregulation (1) during the term of the licence may impose new conditions or may revoke or vary existing conditions, or both, but no such notification shall require any modifications to be made to the boat. (3) Without limiting the generality of subregulation (1), conditions imposed under that subregulation may include conditions \u2014 (a) prohibiting or restricting the use of the boat for tourist activities in specified wildlife interaction zones or parts thereof at specified times (or at times other than specified times) or in specified circumstances; (b) regulating the number of passengers that may be carried generally, or that may be carried to any specified area or place; (c) regulating the mooring, anchoring or deployment of the boat, and the operation of any of its features, in marine parks or other places; or Regulation 16 (d) requiring the boat to be marked upon the hull or otherwise to display readily visible evidence of the fact that it is licensed under this Part. 16. Licence to be carried and produced 16. Unless it is fixed in a durable manner to and prominently displayed on the boat, a licence under this Part shall be carried by the operator of the boat at all times while it is being used for purposes authorised by the licence and shall be produced for inspection by a fisheries officer upon demand.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_17\", \"num\": \"17.\", \"text\": \"Inspection by officers 17. (1) A fisheries officer may, at any time, board a boat that he reasonably suspects is being used for purposes that require a licence under this Part and may thereupon \u2014 (a) demand production of the licence; and (b) carry out such inspection as seems necessary to him in order to ascertain whether the Law, these regulations and the conditions of the licence are being complied with. (2) The operator of the boat shall comply with any reasonable request for the facilitation of the exercise by a fisheries officer of his powers under this regulation.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_18\", \"num\": \"18.\", \"text\": \"Cancellation or suspension of licence 18. The Board may decline to renew a licence under this Part, or may, by notice in writing served on a licensee, cancel or suspend such a licence at any time during its term, if \u2014 (a) the conditions of the licence have not been complied with; or (b) the licensee has contravened the Law or these regulations. 19. Appeals 19. Any person aggrieved by a decision of the Board \u2014 (a) not to grant, or not to renew, a licence under this Part; (b) to cancel or suspend such a licence; or (c) to impose a condition on such a licence, or to revoke or vary the conditions of such a licence, may, within thirty days after being informed of the Board\u2019s decision, appeal to the Governor, who may affirm, quash or vary the decision of the Board. Regulation 20 Part IV - Miscellaneous\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_20\", \"num\": \"20.\", \"text\": \"Wildlife interaction 20. (1) No person shall carry passengers to any area of territorial waters in order to invite, encourage or facilitate wildlife interaction between those passengers and any marine life unless the area is designated under these regulations as a wildlife interaction zone. (2) No person swimming, diving, scuba diving, snorkelling or carrying on any similar water activity within an area of Cayman waters, other than a wildlife interaction zone, shall invite, encourage or facilitate wildlife interaction with any marine life unless the interaction is carried out in accordance with permission granted by the Board under subregulation (3). (3) The Board may, upon receipt of an application made under subregulation (2), grant the relevant permission for wildlife interaction; and the permission may be granted subject to such conditions (if any) as the Board considers fit. 21. Liability for offences 21. (1) The operator of a tourist boat shall take all reasonable steps to ensure compliance with \u2014 (a) the conditions of any licence in force under Part III in respect of the boat, while it is being used for purposes authorised by the licence; and (b) the Law and these regulations, insofar as they pertain to the boat or the conduct of passengers aboard or boarding or debarking therefrom. (2) Nothing in this regulation limits or affects the liability of any other person in respect of a contravention of these regulations. Introductory\n1.\nCitation\n1.\nThese regulations may be cited as the Marine Conservation (Marine Parks)\nRegulations (2007 Revision).\n2.\nDefinitions\n2.\nIn these Regulations \u2014\n\u201cboat\u201d means a marine vessel of any size or design;\n\u201ccast net\u201d means any net cast by hand by one individual;\n\u201cdrop-off\u201d means the first part of the sea floor to attain not less than eighty\nfeet in depth on a line proceeding from and at right angles to the shore;\n\u201cfry\u201d means any small silver fish under three inches in length of the herring\n(clupeidae) or anchovy (engraulidae) families;\n\u201cfry net\u201d means any net or device designed for catching fry;\n\u201clicence\u201d means a licence under Part III;\n\nRegulation 3\nMarine Conservation (Marine Parks) Regulations\n\nPage 6\nRevised as at 19th day of June, 2007\nc\n\n\u201cprohibited scuba diving zone\u201d means the areas described in the Fifth\nSchedule and designated as prohibited scuba diving zones under\nregulation 10(5);\n\u201cspear gun\u201d means any device whereby a harpoon, rod, spear or other\nprojectile may be impelled through water;\n\u201csprat\u201d means any small silver fish under six inches in length of the herring\n(clupeidae) or anchovy (engraulidae) families;\n\u201ctourist boat\u201d means a boat used to carry paying passengers for sightseeing,\nwildlife interaction or other tourist activities; and\n\u201cwildlife interaction\u201d means \u2014\n(a)\ntouching or feeding of marine life; or\n(b) attempting to touch or feed marine life.\nPart II - Marine Parks\n3.\nCategories of marine parks\n3.\nFor the purposes of determining restrictions of user, a marine park may be\ndesignated as \u2014\n(a)\na replenishment zone;\n(b) a marine park zone;\n(c)\nan environmental zone; or\n(d) a wildlife interaction zone.\n4.\nReplenishment zones\n4.\nThe following are prohibited in replenishment zones \u2014\n(a)\nthe taking of conch and lobster;\n(b) the use of spear guns, pole spears, fish traps and fish nets of all kinds,\nexcept that fry and sprat may be taken with fry or cast nets.\n5.\nMarine park zones\n5.\n(1) Subject to subregulations (2) and (3), the following are prohibited in marine\npark zones \u2014\n(a)\nthe taking of any form of marine life by any means; and\n(b) the anchoring of boats.\n(2) Notwithstanding subregulation (1), the taking of fish is permitted in the\nfollowing circumstances \u2014\n\nMarine Conservation (Marine Parks) Regulations\nRegulation 6\n\nc\nRevised as at 19th day of June, 2007\nPage 7\n\n(a)\nby line, at or beyond the drop-off;\n(b) by line from the shore, without the use of a boat; and\n(c)\nby use of fry or cast nets, where the fish taken are fry or sprat.\n(3) Notwithstanding subregulation (1), anchoring is permitted in the following\ncircumstances \u2014\n(a)\nby boats not exceeding sixty feet in length provided that they do not use\ngrappling hooks, anchor only in sand and their anchor chain or rope does\nnot lie upon coral; or\n(b) by all boats in port anchorage areas designated as such by the Port\nRegulations (2007 Revision).\n(4) The entry, mooring, anchoring, and the discharge of passengers, without the\napproval of the Board, into or in the area at Bloody Bay-Jackson Point at Little\nCayman designated as a marine park zone (being numbered 2H in the Second\nSchedule) by a commercial vessel, as defined in regulation 2 of the Marine\nConservation Regulations (2004 Revision), is prohibited. Such approval may\nbe granted subject to whatever conditions the Board considers appropriate.\n6.\nEnvironmental zones\n6.\nThe following are prohibited in environmental zones \u2014\n(a)\nthe taking of any form of marine life by any means;\n(b) the use of any anchor;\n(c)\nentry by any person into the water; and\n(d) exceeding a speed of five knots.\n7.\nSandbar\nWildlife\nInteraction\nZone\nand\nStingray\nCity\nWildlife\nInteraction Zone\n7.\n(1) This regulation applies in respect of both the Sandbar Wildlife Interaction\nZone and the Stingray City Wildlife Interaction Zone described in the Fourth\nSchedule.\n(2) No person shall, within the zone \u2014\n(a)\nwear footwear (except while aboard a boat);\n(b) remove any stingray or other marine life from the water;\n(c)\nsell fish food from a boat;\n(d) fish or take any form of marine life by any means; or\n(e)\nfeed any stingray or other marine life with food of a kind other than a\nkind approved by the Board.\n(3) Subregulation (2)(a) does not prohibit wearing of flippers while snorkelling in\nwater deeper than four feet.\n\nRegulation 8\nMarine Conservation (Marine Parks) Regulations\n\nPage 8\nRevised as at 19th day of June, 2007\nc\n\n(4) No person shall anchor a boat within the zone \u2014\n(a)\nin water shallower than three feet deep; or\n(b) so that any part of the anchor is within twenty feet of any reef structure.\n(5) No person shall cause a tourist boat to enter the zone \u2014\n(a)\nif no licence is in force under Part III in respect of the boat; or\n(b) at a time, or in circumstances, where such entry is prohibited by the\nconditions of such a licence.\n8.\nProhibited scuba diving zones\n8.\n(1) Any area within a wildlife interaction zone may be designated as a prohibited\nscuba diving zone.\n(2) No person shall scuba dive within a prohibited scuba diving zone unless the\nscuba diving is carried out in accordance with permission granted by the Board\nunder subregulation (3).\n(3) The Board may, upon receipt of an application made under subregulation (2),\ngrant the relevant permission for scuba diving; and the permission may be\ngranted subject to such conditions (if any) as the Board considers fit.\n9.\nEmergency anchoring\n9.\nNo prohibition on anchoring imposed by these regulations shall apply during a\ndeclared state of emergency, during the currency of a hurricane warning or when\npermission is given by the Port Director to a specific vessel in circumstances which,\nin the opinion of the Port Director, constitute an emergency.\n10.\nDesignation of zones\n10. (1) The areas described in the First Schedule are designated as replenishment\nzones.\n(2) The areas described in the Second Schedule are designated as marine park\nzones.\n(3) The areas described in the Third Schedule are designated as environmental\nzones.\n(4) The areas described in the Fourth Schedule are designated as wildlife\ninteraction zones.\n(5) The areas described in the Fifth Schedule are designated as prohibited scuba\ndiving zones.\n\nMarine Conservation (Marine Parks) Regulations\nRegulation 11\n\nc\nRevised as at 19th day of June, 2007\nPage 9\n\n(6) The above areas are shown on the plans in the Sixth Schedule for illustrative\npurposes only, and in the event of any discrepancy between the plans and the\nwritten descriptions contained in the First, Second, Third, Fourth or Fifth\nSchedule, as the case may be, the description in the relevant Schedule shall\nprevail.\nPart III - Tourist Boat Licences\n11.\nTourist boats to be licensed\n11. The owner of a boat shall not permit the boat to be used as a tourist boat for the\ncarriage of passengers to or from a wildlife interaction zone unless a licence is in\nforce under this Part in respect of the boat.\n12.\nApplication for, and grant of, licence\n12. (1) A person who has attained the age of eighteen years, or a company or other\nbody corporate, may apply to the Board for a licence under this Part in respect\nof a boat owned by the person or body, as the case may be.\n(2) Application shall be made by completing a form made available by the Board\nand shall be accompanied \u2014\n(a)\nin the case of a vessel under fifty feet in length, by a non- refundable\napplication processing fee of one hundred dollars; and\n(b) in the case of a vessel fifty feet or more in length, by a non- refundable\napplication processing fee of two hundred dollars.\n(3) The application form for a company or other body corporate shall be\ncompleted by the managing director or the secretary or another officer of the\nbody concerned.\n(4) On being satisfied that an application under this regulation has been properly\nmade and that the application processing fee has been tendered, the Board\nmay, within thirty days of receipt of the application, grant or decline to grant\nthe licence.\n(5) The following fee is payable in respect of the grant of a licence \u2014\n(a)\nin the case of a vessel under fifty feet in length, a fee of three hundred\ndollars; and\n(b) in the case of a vessel fifty feet or more in length, a fee of six hundred\ndollars.\n13.\nMinimum specifications for licensed boat\n13. (1) The Board may decline to grant a licence in respect of a boat that does not\nmeet its minimum requirements as to design features.\n\nRegulation 14\nMarine Conservation (Marine Parks) Regulations\n\nPage 10\nRevised as at 19th day of June, 2007\nc\n\n(2) Requirements for the purposes of this regulation shall be published by the\nBoard and made available on request to any prospective applicant for a\nlicence.\n14.\nTerm of licence\n14. (1) A licence under this Part shall, subject to these regulations, remain in force for\na period of three years from the date of its grant.\n(2) The licence may be renewed on application made within a period of thirty\ndays prior to its expiry, and the application shall be accompanied \u2014\n(a)\nin the case of a vessel under fifty feet in length, by a non- refundable\napplication processing fee of fifty dollars; and\n(b) in the case of a vessel fifty feet or more in length, by a non- refundable\napplication processing fee of one hundred dollars.\n(3) Regulations 10 and 11 shall apply, with the necessary changes being made, to\nan application for renewal of a licence.\n(4) The following fee is payable in respect of the renewal of a licence \u2014\n(a)\nin the case of a vessel under fifty feet in length, a fee of three hundred\ndollars; and\n(b) in the case of a vessel fifty feet or more in length, a fee of six hundred\ndollars.\n15.\nConditions of licence\n15. (1) A licence under this Part shall be subject to such conditions as may be\nspecified in the licence on grant or renewal or as may be notified to the\nlicensee in writing by the Board at any time during its term.\n(2) A notification given under subregulation (1) during the term of the licence\nmay impose new conditions or may revoke or vary existing conditions, or\nboth, but no such notification shall require any modifications to be made to\nthe boat.\n(3) Without limiting the generality of subregulation (1), conditions imposed under\nthat subregulation may include conditions \u2014\n(a)\nprohibiting or restricting the use of the boat for tourist activities in\nspecified wildlife interaction zones or parts thereof at specified times (or\nat times other than specified times) or in specified circumstances;\n(b) regulating the number of passengers that may be carried generally, or that\nmay be carried to any specified area or place;\n(c)\nregulating the mooring, anchoring or deployment of the boat, and the\noperation of any of its features, in marine parks or other places; or\n\nMarine Conservation (Marine Parks) Regulations\nRegulation 16\n\nc\nRevised as at 19th day of June, 2007\nPage 11\n\n(d) requiring the boat to be marked upon the hull or otherwise to display\nreadily visible evidence of the fact that it is licensed under this Part.\n16.\nLicence to be carried and produced\n16. Unless it is fixed in a durable manner to and prominently displayed on the boat, a\nlicence under this Part shall be carried by the operator of the boat at all times while\nit is being used for purposes authorised by the licence and shall be produced for\ninspection by a fisheries officer upon demand.\n17.\nInspection by officers\n17. (1) A fisheries officer may, at any time, board a boat that he reasonably suspects is\nbeing used for purposes that require a licence under this Part and may\nthereupon \u2014\n(a)\ndemand production of the licence; and\n(b) carry out such inspection as seems necessary to him in order to ascertain\nwhether the Law, these regulations and the conditions of the licence are\nbeing complied with.\n(2) The operator of the boat shall comply with any reasonable request for the\nfacilitation of the exercise by a fisheries officer of his powers under this\nregulation.\n18.\nCancellation or suspension of licence\n18. The Board may decline to renew a licence under this Part, or may, by notice in\nwriting served on a licensee, cancel or suspend such a licence at any time during its\nterm, if \u2014\n(a)\nthe conditions of the licence have not been complied with; or\n(b) the licensee has contravened the Law or these regulations.\n19.\nAppeals\n19. Any person aggrieved by a decision of the Board \u2014\n(a)\nnot to grant, or not to renew, a licence under this Part;\n(b) to cancel or suspend such a licence; or\n(c)\nto impose a condition on such a licence, or to revoke or vary the\nconditions of such a licence,\nmay, within thirty days after being informed of the Board\u2019s decision, appeal to\nthe Governor, who may affirm, quash or vary the decision of the Board.\n\nRegulation 20\nMarine Conservation (Marine Parks) Regulations\n\nPage 12\nRevised as at 19th day of June, 2007\nc\n\nPart IV - Miscellaneous\n20.\nWildlife interaction\n20. (1) No person shall carry passengers to any area of territorial waters in order to\ninvite, encourage or facilitate wildlife interaction between those passengers\nand any marine life unless the area is designated under these regulations as a\nwildlife interaction zone.\n(2) No person swimming, diving, scuba diving, snorkelling or carrying on any\nsimilar water activity within an area of Cayman waters, other than a wildlife\ninteraction zone, shall invite, encourage or facilitate wildlife interaction with\nany marine life unless the interaction is carried out in accordance with\npermission granted by the Board under subregulation (3).\n(3) The Board may, upon receipt of an application made under subregulation (2),\ngrant the relevant permission for wildlife interaction; and the permission may\nbe granted subject to such conditions (if any) as the Board considers fit.\n21.\nLiability for offences\n21. (1) The operator of a tourist boat shall take all reasonable steps to ensure\ncompliance with \u2014\n(a)\nthe conditions of any licence in force under Part III in respect of the boat,\nwhile it is being used for purposes authorised by the licence; and\n(b) the Law and these regulations, insofar as they pertain to the boat or the\nconduct of passengers aboard or boarding or debarking therefrom.\n(2) Nothing in this regulation limits or affects the liability of any other person in\nrespect of a contravention of these regulations.\n\nMarine Conservation (Marine Parks) Regulations\nFIRST SCHEDULE\n\nc\nRevised as at 19th day of June, 2007\nPage 13\n\n FIRST SCHEDULE\nReplenishment Zones\nGrand Cayman\n1A Head of Barkers-Flats\nStarting on the coast the north east corner of Block No. 16A Parcel No. 21, approximate\nlongitude 81\u00b021\u201941\u201d west, approximate latitude 19\u00b022\u201951\u201d north, thence in a north\neasterly direction for a distance of approximately 3,200 feet to reach the western\nboundary of Vidal Cay Block No.16A Parcel No. 26 approximate longitude 81\u00b021\u201914\u201d\nwest, approximate latitude 19\u00b023\u201906\u201d north.\nThence in a northerly direction for a distance of approximately 3,600 feet to reach the\nouter edge of the reef at approximate longitude 81\u00b021\u201943\u201d west, approximate latitude\n19\u00b023\u201943\u201d north, thence in a north westerly direction along the outer edge of the reef for\na distance of approximately 14,000 feet to reach approximate longitude 81\u00b023\u201919\u201d west,\napproximate latitude 19\u00b024\u201900\u201d north, thence southerly for a distance of approximately\n1,200 feet to reach the coast at Conch Point Block No. 8A Parcel No. 7 approximate\nlongitude 81\u00b023\u201919\u201d west, approximate latitude 19\u00b023\u201948\u201d north.\nThence in a south easterly direction along the coast to reach the starting point.\n1B West Bay Cemetery -
