In these Regulations \u2014 \u201cfestive ceremony\u201d means a ceremony to celebrate a locally recognised religious event or a public general holiday and includes an agricultural show; \u201cpublic place\u201d means any highway, street, public park or garden, any sea beach and any public bridge, road, lane, footway, square, court, alley or passage, whether a thoroughfare or not; and includes any open space and any premises to which, for the time being, the public have or are permitted to have access, whether on payment or otherwise; Regulation 3 Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 SL 82 of 2020 \u201cvirus\u201d means the virus known as Covid-19; and \u201cwaters\u201d means the waters of the territorial seas of the Islands.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_3\", \"num\": \"3.\", \"text\": \"Definition of public meetings in Grand Cayman and Cayman Brac 3. (1) In these Regulations \u201cpublic meeting\u201d in Grand Cayman and Cayman Brac means a gathering of more than twenty-five persons in any public place for the purposes of engaging in the activities specified in paragraph (2). (2) The activities to which paragraph (1) relates are as follows \u2014 (a) leisure, recreational or spiritual activities including those organised by service clubs, faith-based organisations, community organisations, civic organisations and business organisations. (b) parades and social activities related to such parades, including stage shows and parties; (c) concerts; (d) conventions; (e) conferences; (f) graduations; and (g) fundraisers. (3) For the purposes of the definition of \u201cpublic meeting\u201d, \u201cperson\u201d does not include a person employed to provide the activities specified in the definition of \u201cpublic meeting\u201d.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_4\", \"num\": \"4.\", \"text\": \"Public meetings - exemptions in Grand Cayman and Cayman Brac 4. (1) Subject to this regulation, the definition of \u201cpublic meeting\u201d in regulation 3 does not extend to any activity in the following public places in Grand Cayman and Cayman Brac \u2014 (a) establishments, institutions, businesses, organisations and offices, including cinemas and theatres; and (b) any church which can accommodate more than twenty-five persons. (2) The owner or operator of a public place specified in paragraph (1) shall restrict the number of customers inside the place of business at any one time so that each customer is able to distance himself or herself at least six feet from any other person. (3) Every person who is indoors a public place specified in paragraph (1) shall wear a mask or cloth face covering in accordance with regulation 9. (4) Subject to regulations 7 and 13(2)(b), each person in a public place shall maintain a distance of at least six feet from another person. Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 Regulation 5 SL 82 of 2020 (5) A person who contravenes paragraph (2) or (4) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_5\", \"num\": \"5.\", \"text\": \"Educational institutions and facilities in Grand Cayman and Cayman Brac 5. (1) Educational institutions and facilities, including summer camps and vacation bible schools, may commence full operations on or after 5th July, 2020, including social and sporting activities. (2) Sporting activities at an educational institution or facility are subject to regulation 13(2)(b).\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_6\", \"num\": \"6.\", \"text\": \"Public places and social distance in Little Cayman 6. (1) The owner or operator of a public place in Little Cayman shall restrict the number of customers inside the place of business at any one time so that each customer is able to distance himself or herself at least six feet from any other person. (2) Each person who is indoors a public place shall maintain a distance of at least six feet from another person. (3) Paragraph (2) does not apply to persons who reside at the same household. (4) A person who contravenes paragraph (1) or (2) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_7\", \"num\": \"7.\", \"text\": \"Restaurants and bars in Grand Cayman and Cayman Brac 7. (1) The following applies to restaurants and bars in Grand Cayman \u2014 (a) from the date of commencement of these Regulations up to 11.59 p.m. on 4th July, 2020, restaurants and bars may offer services on any outside areas which form a part of the premises of the restaurant or bar, subject to the following conditions \u2014 (i) each table shall be at least eight feet apart; (ii) persons at a table shall be seated at least six feet apart; (iii) no person shall be permitted to be seated or served at an indoor counter in a restaurant or bar; (iv) servers and front of house staff shall wear masks or cloth face coverings while serving customers; and (v) a restaurant or bar is permitted to operate within the hours of operation permitted by the Liquor Licensing Law (2019 Revision), the Sunday Trading Law (2014 Revision) and the Trade and Business Licensing Law (2019 Revision); and Regulation 8 Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 SL 82 of 2020 (b) on and after 5th July, 2020, restaurants and bars may offer indoor and outdoor services, subject to the following conditions \u2014 (i) each table shall be at least six feet apart; (ii) persons at a table shall be seated at least three feet apart; (iii) servers and front of house staff shall wear masks or cloth face coverings while serving customers; and (iv) a restaurant or bar is permitted to operate within the hours of operation permitted by the Liquor Licensing Law (2019 Revision), the Sunday Trading Law (2014 Revision) and the Trade and Business Licensing Law (2019 Revision). (2) The following applies to restaurants and bars in Cayman Brac from the date of commencement of these Regulations \u2014 (a) servers and front of house staff shall wear masks or cloth face coverings while serving customers; and (b) a restaurant or bar is permitted to operate within the hours of operation permitted by the Liquor Licensing Law (2019 Revision), the Sunday Trading Law (2014 Revision) and the Trade and Business Licensing Law (2019 Revision). (3) Up to 11:59 p.m. on 18th July, 2020, an owner or operator of a restaurant or bar in Grand Cayman or Cayman Brac shall not permit customers to engage in dancing or karaoke at the restaurant or bar. (4) An owner or operator of a restaurant or bar who contravenes or causes a contravention of paragraph (1), (2) or (3) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_8\", \"num\": \"8.\", \"text\": \"Nightclubs 8. (1) No person shall operate a nightclub in the Islands before 19th July, 2020. (2) An owner or operator of a nightclub who contravenes paragraph (1) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_9\", \"num\": \"9.\", \"text\": \"Wearing of masks in the Islands 9. (1) Any person over the age of two years old who is indoors a public place and is unable to, or does not maintain a distance of six feet from every other person, shall cover his or her mouth and nose with a mask or cloth face covering, except \u2014 (a) where the person is unable to wear a mask or cloth face covering due to a medical condition or the person is otherwise exempted by guidance provided by the Medical Officer of Health; Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 Regulation 10 SL 82 of 2020 (b) where the person is sitting or eating, without talking, at his or her desk at the person\u2019s place of employment; or (c) where the person is a customer who is indoors a bar or restaurant and is sitting at a table inside of the bar or restaurant. (2) A person who refuses to wear a mask or cloth face covering because of a medical condition shall not be required to produce documentation verifying the condition. (3) Paragraph (1) applies to all employees and customers of businesses and other organisations open to the public. (4) All persons are also required to wear masks or cloth face coverings when providing or using the services of any taxi or ride-sharing, or similar public transport service or while within an enclosed or semi-enclosed waiting area for the transport service. (5) The Medical Officer of Health shall issue written guidance to implement the provisions of this regulation, which shall include guidance for the use of masks or cloth face coverings by children between the ages of two and ten years old. (6) The guidance under paragraph (5) shall be published in the Gazette, in any other official Government website or official means of communication. (7) Where a customer refuses to wear a mask or cloth face covering for non-medical reasons, the owner or operator of a public place may refuse entry to the person. (8) This regulation applies to all of the Islands. 10. Prohibition on holding of public meeting, procession or festive ceremony in Grand Cayman and Cayman Brac 10. (1) Subject to regulation 3(1), for the purposes of preventing, controlling and suppressing the spread of the virus, no person shall hold any public meeting, procession or festive ceremony in Grand Cayman or Cayman Brac until further notice or until such date as the Cabinet may by notice specify. (2) A notice under paragraph (1) shall be published in the Gazette, in any other official Government website or official means of communication. (3) A person who contravenes paragraph (1) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_11\", \"num\": \"11.\", \"text\": \"Restriction on certain activities and operations in Grand Cayman and Cayman Brac 11. (1) For the purposes of preventing, controlling and suppressing the spread of the virus in Grand Cayman, no person shall \u2014 (a) up to 11.59 p.m. on 4th July, 2020, visit or permit entry to any person to \u2014 (i) a strata gym; or Regulation 12 Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 SL 82 of 2020 (ii) a public gym; or (b) up to 11.59 p.m. on 4th July, 2020, visit or permit entry to an educational institution, unless the person is involved in the distribution or collection of school supplies. (2) For the purposes of preventing, controlling and suppressing the spread of the virus in Grand Cayman and Cayman Brac, no person shall \u2014 (a) host or attend a wedding which hosts more than twenty-five persons other than the bride, bridegroom, official witnesses and the marriage officer; or (b) host or attend a funeral where there are more than twenty-five persons other than the six pallbearers, at least one officiant and essential mortuary staff. (3) A person who contravenes paragraph (1) or (2) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_12\", \"num\": \"12.\", \"text\": \"Restriction on visitation in Grand Cayman and Cayman Brac 12. (1) With the exception of \u2014 (a) the Medical Officer of Health or a person authorised by the Medical Officer of Health in the case of Grand Cayman; and (b) the Director of the Sister Islands Health Services or a person authorised by the Director of the Sister Islands Health Services in the case of Cayman Brac, for the purposes of surveillance or management of a person in quarantine or isolation, no person shall visit or be permitted to visit a place or a person referred to in paragraph (2). (2) The following are the places and persons referred to in paragraph (1) \u2014 (a) a place or facility of quarantine or isolation; (b) a detainee in a prison or place of detention; or (c) a patient in a health care facility. (3) No person shall, except with the written permission of \u2014 (a) the Medical Officer of Health in the case of Grand Cayman; and (b) the Director of the Sister Islands Health Services in the case of Cayman Brac, visit or be permitted to visit a residential home care facility. (4) A person who contravenes paragraph (1) or (3) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months. Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 Regulation 13 SL 82 of 2020\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_13\", \"num\": \"13.\", \"text\": \"Exercise in Grand Cayman 13. (1) On and after 21st June, 2020, a person may exercise at any time but shall be subject to the public meeting and distance requirements of these Regulations. (2) Notwithstanding paragraph (1) \u2014 (a) a person shall not exercise in a strata gym or public gym before 5th July, 2020; and (b) a person shall not engage in contact sports before 19th July, 2020. (3) A person who contravenes paragraph (1) or (2) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_14\", \"num\": \"14.\", \"text\": \"Public Transport in Grand Cayman and Cayman Brac 14. (1) An operator of a taxi or an omnibus in Grand Cayman or Cayman Brac shall only drive such taxi or omnibus on the following conditions \u2014 (a) only half of the total seating capacity of the taxi or omnibus is used at any time; (b) seating in the taxi or omnibus is staggered in such a way that each passenger is able to distance himself or herself as far as possible from the other passenger and the driver; and (c) all persons, including the driver of the taxi or omnibus, shall wear masks or cloth face coverings when in the taxi or omnibus. (2) A person who contravenes paragraph (1)(a) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_15\", \"num\": \"15.\", \"text\": \"Scuba diving and snorkelling in Grand Cayman 15. (1) Subject to paragraph (2), no person shall rent any scuba or snorkelling equipment to any customer for any scuba diving or snorkelling activity, including for any training in scuba diving or snorkelling. (2) Paragraph (1) does not apply to dive tanks. (3) A person who contravenes paragraph (1) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_16\", \"num\": \"16.\", \"text\": \"Travelling by boat for pleasure - Grand Cayman 16. (1) Subject to this regulation in Grand Cayman, on and after 21st June, 2020 a person may use a boat on any day subject to the following conditions \u2014 (a) no more than ten persons shall be on any boat; and (b) no person shall travel by boat for pleasure to visit Cayman Brac or Little Cayman. Regulation 17 Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 SL 82 of 2020 (2) Notwithstanding paragraph (1), no person shall, before 19th July, 2020, operate or manoeuvre a boat so as to congregate or gather with any other person on any other boat or vessel where the number of persons gathering exceeds ten persons. (3) Notwithstanding paragraphs (1) and (2), no person shall, before 19th July, 2020, congregate or conduct any boating activity in the waters in the areas specified in the Schedule. (4) A person who contravenes paragraph (1), (2) or (3) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months. 17. Travelling by boat for pleasure - Cayman Brac 17. (1) In Cayman Brac, a person may use a boat on any day subject to the following conditions \u2014 (a) no more than ten persons shall be on a boat; and (b) no person shall travel by boat for pleasure to visit Grand Cayman. (2) A person who contravenes paragraph (1) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months. Travel between the Islands\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_18\", \"num\": \"18.\", \"text\": \"(1) Subject to this regulation, any person may travel between the Islands by air transport. (2) Persons who carry out essential services in the Islands may travel between the Islands by air transport or by boat. (3) Subject to paragraph (2) and this regulation, no person in Grand Cayman is permitted to travel by boat to Cayman Brac or Little Cayman except for the transport of freight to Cayman Brac or Little Cayman. (4) Persons travelling to Cayman Brac or Little Cayman from Grand Cayman by air transport or by boat to carry out essential services as provided in paragraph (2) are not required to be quarantined or isolated in accordance with the Law and the regulations made thereunder. (5) Up to 11.59 p.m. on 4th July, 2020, a person who wishes to travel from Grand Cayman to Cayman Brac or Little Cayman shall \u2014 (a) prior to travelling \u2014 (i) notify the Medical Officer of Health of the proposed travel; (ii) remain at a place of isolation as specified by the Medical Officer of Health for a period of not less than fourteen days; and (iii) be tested for the virus; and (b) only be permitted to travel after such test has been declared to be negative by the Medical Officer of Health. Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 Regulation 17 SL 82 of 2020 (6) Where a person referred to in paragraph (5) has tested negative for the virus, the person shall be transported immediately after the person has received the results to the airport for boarding, by a person assigned by the Medical Officer of Health. (7) On and after 5th July, 2020, a person who wishes to travel from Grand Cayman to Cayman Brac or Little Cayman shall \u2014 (a) within forty-eight hours prior to travelling \u2014 (i) notify the Medical Officer of Health of the proposed travel; and (ii) be tested for the virus; and (b) only be permitted to travel after such test has been declared to be negative by the Medical Officer of Health. (8) Where a person referred to in paragraph (7) has tested negative for the virus, the person shall be transported immediately after the person has received the results to the airport for boarding, by a person assigned by the Medical Officer of Health. (9) For the purposes of this regulation, \u201cessential services\u201d includes services provided by the following persons \u2014 (a) medical personnel; (b) engineers; (c) crane operators; (d) truck operators; (e) utility workers; (f) persons employed to physically deliver propane gas to premises or to otherwise deal with propane gas; (g) persons engaged in the exercise of Cabinet, parliamentary or judicial duties; (h) civil servants designated as essential workers by the Chief Officer of the Portfolio of the Civil Service; (i) officers of the Royal Cayman Islands Police Service referred to in section 3 of the Police Law (2017 Revision); (j) customs and border control officers of the Customs and Border Control Service established under section 3 of the Customs and Border Control Law, 2018; (k) officers of the Fire Brigade established under section 3 of the Fire Brigade Law (2006 Revision); (l) prison officers; (m) persons providing security services; and (n) such other persons as approved by \u2014 Regulation 19. Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020 SL 82 of 2020 (i) the Medical Officer of Health, in the case of Grand Cayman; and (ii) the Director of the Sister Islands Health Services, the District Commissioner for Cayman Brac and Little Cayman or the Deputy of the District Commissioner in the case of Cayman Brac or Little Cayman. (10) A person who contravenes paragraph (3), (5) or (7) commits an offence and is liable on conviction to a fine of one thousand dollars and to imprisonment for six months.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_19\", \"num\": \"19.\", \"text\": \"Repeal of the Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) Regulations, 2020 19. The Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions) Regulations, 2020 are repealed. Expiry\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_20\", \"num\": \"20.\", \"text\": \"These Regulations shall continue in force until 2nd August, 2020 or until such later date as the Cabinet may specify by notice in the Gazette, in any other official Government website or official means of communication. SUPPRESSION\nOF COVID-19 (PARTIAL LIFTING OF\nRESTRICTIONS) (NO.2) REGULATIONS, 2020\n(SL 82 of 2020)\nIn exercise of the powers conferred by section 34 of the Public Health Law (2002 Revision)\nthe Cabinet makes the following Regulations \u2014\n1.\nCitation and commencement\n1.\n(1) These Regulations may be cited as the Prevention, Control and Suppression of\nCovid-19 (Partial Lifting of Restrictions) (No.2) Regulations, 2020.\n(2) These Regulations come into force on 21st June, 2020.\n2.\nDefinitions\n2.\nIn these Regulations \u2014\n\u201cfestive ceremony\u201d means a ceremony to celebrate a locally recognised\nreligious event or a public general holiday and includes an agricultural show;\n\u201cpublic place\u201d means any highway, street, public park or garden, any sea beach\nand any public bridge, road, lane, footway, square, court, alley or passage,\nwhether a thoroughfare or not; and includes any open space and any premises\nto which, for the time being, the public have or are permitted to have access,\nwhether on payment or otherwise;\n\nRegulation 3\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\n\nPage 6\nSL 82 of 2020\nc\n\n\u201cvirus\u201d means the virus known as Covid-19; and\n\u201cwaters\u201d means the waters of the territorial seas of the Islands.\n3.\nDefinition of public meetings in Grand Cayman and Cayman Brac\n3.\n(1) In these Regulations \u201cpublic meeting\u201d in Grand Cayman and Cayman Brac\nmeans a gathering of more than twenty-five persons in any public place for the\npurposes of engaging in the activities specified in paragraph (2).\n(2) The activities to which paragraph (1) relates are as follows \u2014\n(a)\nleisure, recreational or spiritual activities including those organised by\nservice clubs, faith-based organisations, community organisations, civic\norganisations and business organisations.\n(b) parades and social activities related to such parades, including stage shows\nand parties;\n(c)\nconcerts;\n(d) conventions;\n(e)\nconferences;\n(f)\ngraduations; and\n(g) fundraisers.\n(3) For the purposes of the definition of \u201cpublic meeting\u201d, \u201cperson\u201d does not\ninclude a person employed to provide the activities specified in the definition of\n\u201cpublic meeting\u201d.\n4.\nPublic meetings - exemptions in Grand Cayman and Cayman Brac\n4.\n(1) Subject to this regulation, the definition of \u201cpublic meeting\u201d in regulation 3 does\nnot extend to any activity in the following public places in Grand Cayman and\nCayman Brac \u2014\n(a)\nestablishments, institutions, businesses, organisations and offices,\nincluding cinemas and theatres; and\n(b) any church which can accommodate more than twenty-five persons.\n(2) The owner or operator of a public place specified in paragraph (1) shall restrict\nthe number of customers inside the place of business at any one time so that\neach customer is able to distance himself or herself at least six feet from any\nother person.\n(3) Every person who is indoors a public place specified in paragraph (1) shall wear\na mask or cloth face covering in accordance with regulation 9.\n(4) Subject to regulations 7 and 13(2)(b), each person in a public place shall\nmaintain a distance of at least six feet from another person.\n\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\nRegulation 5\n\nc\nSL 82 of 2020\nPage 7\n\n(5) A person who contravenes paragraph (2) or (4) commits an offence and is liable\non conviction to a fine of one thousand dollars and to imprisonment for six\nmonths.\n5.\nEducational institutions and facilities in Grand Cayman and Cayman Brac\n5.\n(1) Educational institutions and facilities, including summer camps and vacation\nbible schools, may commence full operations on or after 5th July, 2020,\nincluding social and sporting activities.\n(2) Sporting activities at an educational institution or facility are subject to\nregulation 13(2)(b).\n6.\nPublic places and social distance in Little Cayman\n6.\n(1) The owner or operator of a public place in Little Cayman shall restrict the\nnumber of customers inside the place of business at any one time so that each\ncustomer is able to distance himself or herself at least six feet from any other\nperson.\n(2) Each person who is indoors a public place shall maintain a distance of at least\nsix feet from another person.\n(3) Paragraph (2) does not apply to persons who reside at the same household.\n(4) A person who contravenes paragraph (1) or (2) commits an offence and is liable\non conviction to a fine of one thousand dollars and to imprisonment for six\nmonths.\n7.\nRestaurants and bars in Grand Cayman and Cayman Brac\n7.\n(1) The following applies to restaurants and bars in Grand Cayman \u2014\n(a)\nfrom the date of commencement of these Regulations up to 11.59 p.m. on\n4th July, 2020, restaurants and bars may offer services on any outside areas\nwhich form a part of the premises of the restaurant or bar, subject to the\nfollowing conditions \u2014\n(i)\neach table shall be at least eight feet apart;\n(ii) persons at a table shall be seated at least six feet apart;\n(iii) no person shall be permitted to be seated or served at an indoor\ncounter in a restaurant or bar;\n(iv) servers and front of house staff shall wear masks or cloth face\ncoverings while serving customers; and\n(v) a restaurant or bar is permitted to operate within the hours of\noperation permitted by the Liquor Licensing Law (2019 Revision),\nthe Sunday Trading Law (2014 Revision) and the Trade and Business\nLicensing Law (2019 Revision); and\n\nRegulation 8\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\n\nPage 8\nSL 82 of 2020\nc\n\n(b) on and after 5th July, 2020, restaurants and bars may offer indoor and\noutdoor services, subject to the following conditions \u2014\n(i)\neach table shall be at least six feet apart;\n(ii) persons at a table shall be seated at least three feet apart;\n(iii) servers and front of house staff shall wear masks or cloth face\ncoverings while serving customers; and\n(iv) a restaurant or bar is permitted to operate within the hours of\noperation permitted by the Liquor Licensing Law (2019 Revision),\nthe Sunday Trading Law (2014 Revision) and the Trade and Business\nLicensing Law (2019 Revision).\n(2) The following applies to restaurants and bars in Cayman Brac from the date of\ncommencement of these Regulations \u2014\n(a)\nservers and front of house staff shall wear masks or cloth face coverings\nwhile serving customers; and\n(b) a restaurant or bar is permitted to operate within the hours of operation\npermitted by the Liquor Licensing Law (2019 Revision), the Sunday\nTrading Law (2014 Revision) and the Trade and Business Licensing Law\n(2019 Revision).\n(3) Up to 11:59 p.m. on 18th July, 2020, an owner or operator of a restaurant or bar\nin Grand Cayman or Cayman Brac shall not permit customers to engage in\ndancing or karaoke at the restaurant or bar.\n(4) An owner or operator of a restaurant or bar who contravenes or causes a\ncontravention of paragraph (1), (2) or (3) commits an offence and is liable on\nconviction to a fine of one thousand dollars and to imprisonment for six months.\n8.\nNightclubs\n8.\n(1) No person shall operate a nightclub in the Islands before 19th July, 2020.\n(2) An owner or operator of a nightclub who contravenes paragraph (1) commits an\noffence and is liable on conviction to a fine of one thousand dollars and to\nimprisonment for six months.\n9.\nWearing of masks in the Islands\n9.\n(1) Any person over the age of two years old who is indoors a public place and is\nunable to, or does not maintain a distance of six feet from every other person,\nshall cover his or her mouth and nose with a mask or cloth face covering,\nexcept \u2014\n(a)\nwhere the person is unable to wear a mask or cloth face covering due to a\nmedical condition or the person is otherwise exempted by guidance\nprovided by the Medical Officer of Health;\n\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\nRegulation 10\n\nc\nSL 82 of 2020\nPage 9\n\n(b) where the person is sitting or eating, without talking, at his or her desk at\nthe person\u2019s place of employment; or\n(c)\nwhere the person is a customer who is indoors a bar or restaurant and is\nsitting at a table inside of the bar or restaurant.\n(2) A person who refuses to wear a mask or cloth face covering because of a medical\ncondition shall not be required to produce documentation verifying the\ncondition.\n(3) Paragraph (1) applies to all employees and customers of businesses and other\norganisations open to the public.\n(4) All persons are also required to wear masks or cloth face coverings when\nproviding or using the services of any taxi or ride-sharing, or similar public\ntransport service or while within an enclosed or semi-enclosed waiting area for\nthe transport service.\n(5) The Medical Officer of Health shall issue written guidance to implement the\nprovisions of this regulation, which shall include guidance for the use of masks\nor cloth face coverings by children between the ages of two and ten years old.\n(6) The guidance under paragraph (5) shall be published in the Gazette, in any other\nofficial Government website or official means of communication.\n(7) Where a customer refuses to wear a mask or cloth face covering for non-medical\nreasons, the owner or operator of a public place may refuse entry to the person.\n(8) This regulation applies to all of the Islands.\n10.\nProhibition on holding of public meeting, procession or festive ceremony in\nGrand Cayman and Cayman Brac\n10. (1) Subject to regulation 3(1), for the purposes of preventing, controlling and\nsuppressing the spread of the virus, no person shall hold any public meeting,\nprocession or festive ceremony in Grand Cayman or Cayman Brac until further\nnotice or until such date as the Cabinet may by notice specify.\n(2) A notice under paragraph (1) shall be published in the Gazette, in any other\nofficial Government website or official means of communication.\n(3) A person who contravenes paragraph (1) commits an offence and is liable on\nconviction to a fine of one thousand dollars and to imprisonment for six months.\n11.\nRestriction on certain activities and operations in Grand Cayman and\nCayman Brac\n11. (1) For the purposes of preventing, controlling and suppressing the spread of the\nvirus in Grand Cayman, no person shall \u2014\n(a)\nup to 11.59 p.m. on 4th July, 2020, visit or permit entry to any person to \u2014\n(i)\na strata gym; or\n\nRegulation 12\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\n\nPage 10\nSL 82 of 2020\nc\n\n(ii) a public gym; or\n(b) up to 11.59 p.m. on 4th July, 2020, visit or permit entry to an educational\ninstitution, unless the person is involved in the distribution or collection of\nschool supplies.\n(2) For the purposes of preventing, controlling and suppressing the spread of the\nvirus in Grand Cayman and Cayman Brac, no person shall \u2014\n(a)\nhost or attend a wedding which hosts more than twenty-five persons other\nthan the bride, bridegroom, official witnesses and the marriage officer; or\n(b) host or attend a funeral where there are more than twenty-five persons\nother than the six pallbearers, at least one officiant and essential mortuary\nstaff.\n(3) A person who contravenes paragraph (1) or (2) commits an offence and is liable\non conviction to a fine of one thousand dollars and to imprisonment for six\nmonths.\n12.\nRestriction on visitation in Grand Cayman and Cayman Brac\n12. (1) With the exception of \u2014\n(a)\nthe Medical Officer of Health or a person authorised by the Medical\nOfficer of Health in the case of Grand Cayman; and\n(b) the Director of the Sister Islands Health Services or a person authorised by\nthe Director of the Sister Islands Health Services in the case of Cayman\nBrac,\nfor the purposes of surveillance or management of a person in quarantine or\nisolation, no person shall visit or be permitted to visit a place or a person referred\nto in paragraph (2).\n(2) The following are the places and persons referred to in paragraph (1) \u2014\n(a)\na place or facility of quarantine or isolation;\n(b) a detainee in a prison or place of detention; or\n(c)\na patient in a health care facility.\n(3) No person shall, except with the written permission of \u2014\n(a)\nthe Medical Officer of Health in the case of Grand Cayman; and\n(b) the Director of the Sister Islands Health Services in the case of Cayman\nBrac,\nvisit or be permitted to visit a residential home care facility.\n(4) A person who contravenes paragraph (1) or (3) commits an offence and is liable\non conviction to a fine of one thousand dollars and to imprisonment for six\nmonths.\n\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\nRegulation 13\n\nc\nSL 82 of 2020\nPage 11\n\n13.\nExercise in Grand Cayman\n13. (1) On and after 21st June, 2020, a person may exercise at any time but shall be\nsubject to the public meeting and distance requirements of these Regulations.\n(2) Notwithstanding paragraph (1) \u2014\n(a)\na person shall not exercise in a strata gym or public gym before 5th July,\n2020; and\n(b) a person shall not engage in contact sports before 19th July, 2020.\n(3) A person who contravenes paragraph (1) or (2) commits an offence and is liable\non conviction to a fine of one thousand dollars and to imprisonment for six\nmonths.\n14.\nPublic Transport in Grand Cayman and Cayman Brac\n14. (1) An operator of a taxi or an omnibus in Grand Cayman or Cayman Brac shall\nonly drive such taxi or omnibus on the following conditions \u2014\n(a)\nonly half of the total seating capacity of the taxi or omnibus is used at any\ntime;\n(b) seating in the taxi or omnibus is staggered in such a way that each\npassenger is able to distance himself or herself as far as possible from the\nother passenger and the driver; and\n(c)\nall persons, including the driver of the taxi or omnibus, shall wear masks\nor cloth face coverings when in the taxi or omnibus.\n(2) A person who contravenes paragraph (1)(a) commits an offence and is liable on\nconviction to a fine of one thousand dollars and to imprisonment for six months.\n15.\nScuba diving and snorkelling in Grand Cayman\n15. (1) Subject to paragraph (2), no person shall rent any scuba or snorkelling\nequipment to any customer for any scuba diving or snorkelling activity,\nincluding for any training in scuba diving or snorkelling.\n(2) Paragraph (1) does not apply to dive tanks.\n(3) A person who contravenes paragraph (1) commits an offence and is liable on\nconviction to a fine of one thousand dollars and to imprisonment for six months.\n16.\nTravelling by boat for pleasure - Grand Cayman\n16. (1) Subject to this regulation in Grand Cayman, on and after 21st June, 2020 a\nperson may use a boat on any day subject to the following conditions \u2014\n(a)\nno more than ten persons shall be on any boat; and\n(b) no person shall travel by boat for pleasure to visit Cayman Brac or Little\nCayman.\n\nRegulation 17\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\n\nPage 12\nSL 82 of 2020\nc\n\n(2) Notwithstanding paragraph (1), no person shall, before 19th July, 2020, operate\nor manoeuvre a boat so as to congregate or gather with any other person on any\nother boat or vessel where the number of persons gathering exceeds ten persons.\n(3) Notwithstanding paragraphs (1) and (2), no person shall, before 19th July, 2020,\ncongregate or conduct any boating activity in the waters in the areas specified\nin the Schedule.\n(4) A person who contravenes paragraph (1), (2) or (3) commits an offence and is\nliable on conviction to a fine of one thousand dollars and to imprisonment for\nsix months.\n17.\nTravelling by boat for pleasure - Cayman Brac\n17. (1) In Cayman Brac, a person may use a boat on any day subject to the following\nconditions \u2014\n(a)\nno more than ten persons shall be on a boat; and\n(b) no person shall travel by boat for pleasure to visit Grand Cayman.\n(2) A person who contravenes paragraph (1) commits an offence and is liable on\nconviction to a fine of one thousand dollars and to imprisonment for six months.\n18\nTravel between the Islands\n18. (1) Subject to this regulation, any person may travel between the Islands by air\ntransport.\n(2) Persons who carry out essential services in the Islands may travel between the\nIslands by air transport or by boat.\n(3) Subject to paragraph (2) and this regulation, no person in Grand Cayman is\npermitted to travel by boat to Cayman Brac or Little Cayman except for the\ntransport of freight to Cayman Brac or Little Cayman.\n(4) Persons travelling to Cayman Brac or Little Cayman from Grand Cayman by air\ntransport or by boat to carry out essential services as provided in paragraph (2)\nare not required to be quarantined or isolated in accordance with the Law and\nthe regulations made thereunder.\n(5) Up to 11.59 p.m. on 4th July, 2020, a person who wishes to travel from Grand\nCayman to Cayman Brac or Little Cayman shall \u2014\n(a)\nprior to travelling \u2014\n(i)\nnotify the Medical Officer of Health of the proposed travel;\n(ii) remain at a place of isolation as specified by the Medical Officer of\nHealth for a period of not less than fourteen days; and\n(iii) be tested for the virus; and\n(b) only be permitted to travel after such test has been declared to be negative\nby the Medical Officer of Health.\n\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\nRegulation 17\n\nc\nSL 82 of 2020\nPage 13\n\n(6) Where a person referred to in paragraph (5) has tested negative for the virus, the\nperson shall be transported immediately after the person has received the results\nto the airport for boarding, by a person assigned by the Medical Officer of\nHealth.\n(7) On and after 5th July, 2020, a person who wishes to travel from Grand Cayman\nto Cayman Brac or Little Cayman shall \u2014\n(a)\nwithin forty-eight hours prior to travelling \u2014\n(i)\nnotify the Medical Officer of Health of the proposed travel; and\n(ii) be tested for the virus; and\n(b) only be permitted to travel after such test has been declared to be negative\nby the Medical Officer of Health.\n(8) Where a person referred to in paragraph (7) has tested negative for the virus, the\nperson shall be transported immediately after the person has received the results\nto the airport for boarding, by a person assigned by the Medical Officer of\nHealth.\n(9) For the purposes of this regulation, \u201cessential services\u201d includes services\nprovided by the following persons \u2014\n(a)\nmedical personnel;\n(b) engineers;\n(c)\ncrane operators;\n(d) truck operators;\n(e)\nutility workers;\n(f)\npersons employed to physically deliver propane gas to premises or to\notherwise deal with propane gas;\n(g) persons engaged in the exercise of Cabinet, parliamentary or judicial\nduties;\n(h) civil servants designated as essential workers by the Chief Officer of the\nPortfolio of the Civil Service;\n(i)\nofficers of the Royal Cayman Islands Police Service referred to in section\n3 of the Police Law (2017 Revision);\n(j)\ncustoms and border control officers of the Customs and Border Control\nService established under section 3 of the Customs and Border Control\nLaw, 2018;\n(k) officers of the Fire Brigade established under section 3 of the Fire Brigade\nLaw (2006 Revision);\n(l)\nprison officers;\n(m) persons providing security services; and\n(n) such other persons as approved by \u2014\n\nRegulation 19.\nPrevention, Control and Suppression of Covid-19 (Partial Lifting of\nRestrictions) (No.2) Regulations, 2020\n\nPage 14\nSL 82 of 2020\nc\n\n(i)\nthe Medical Officer of Health, in the case of Grand Cayman; and\n(ii) the Director of the Sister Islands Health Services, the District\nCommissioner for Cayman Brac and Little Cayman or the Deputy of\nthe District Commissioner in the case of Cayman Brac or Little\nCayman.\n(10) A person who contravenes paragraph (3), (5) or (7) commits an offence and is\nliable on conviction to a fine of one thousand dollars and to imprisonment for\nsix months.\n19.\nRepeal of the Prevention, Control and Suppression of Covid-19 (Partial\nLifting of Restrictions) Regulations, 2020\n19. The Prevention, Control and Suppression of Covid-19 (Partial Lifting of Restrictions)\nRegulations, 2020 are repealed.\n21\nExpiry\n20.
