The principal Act is amended by repealing Schedule 2 and substituting the following Schedule \u2014 Parliament (Management) (Amendment) Act, 2026 \u201cSCHEDULE 2 (Sections 12A and 13(1)(c)) CONSTITUENCY OFFICE MANAGERS AND CONSTITUENCY ASSISTANTS; CONSTITUENCY ALLOWANCES FOR MEMBERS OF PARLIAMENT; ALLOWANCES FOR THE PREMIER AND THE LEADER OF THE OPPOSITION AND FOR MEMBERS OF PARLIAMENT FOR CAYMAN BRAC AND LITTLE CAYMAN; AND STAFF TO SUPPORT THE OFFICE OF THE LEADER OF THE OPPOSITION PART 1 CONSTITUENCY OFFICE MANAGERS AND CONSTITUENCY ASSISTANTS 1. (1) Each elected Member of Parliament is entitled to the services of the following staff \u2014 (a) in the case of an elected Member of Parliament who is a Minister, either \u2014 (i) two full time constituency assistants and one part time constituency assistant; or (ii) one full time constituency office manager, one full time constituency assistant and one part time constituency assistant; (b) in the case of an elected Member of Parliament who is not a Minister, either \u2014 (i) one full time constituency assistant and one part time constituency assistant; or (ii) one full time constituency office manager and one part time constituency assistant; and (c) in the case of an elected Member of Parliament who is not a Minister and who has a constituency with more than 1,700 registered voters, one full time constituency assistant in addition to any other staff already provided under paragraph 1(1)(b). (2) For the purposes of this Schedule \u2014 (a) a full time constituency office manager or a full time constituency assistant is a person who is contracted to work for the normal hours between 37 \u00bd and 40 hours per week as may be agreed and consistent with the Personnel Regulations (2025 Revision); and Parliament (Management) (Amendment) Act, 2026 (b) a part time constituency assistant is a person who is contracted to work for the proportion of the normal hours for a full time constituency assistant as may be agreed and consistent with the Personnel Regulations (2025 Revision). 2. Constituency office managers and constituency assistants shall be contractors of the Commission and shall hold office pursuant to the terms of their relevant contracts for services with the Commission. 3. Remuneration under a contract of a constituency office manager or a constituency assistant shall include \u2014 (a) salary and pension at the rates as may be prescribed by regulations; and (b) health benefits, that shall be similar to those provided to public officers under the Public Service Management Act (2018 Revision). 4. Subject to paragraph 5, the Chief Officer, acting on the advice of the Member of Parliament for an electoral district, shall appoint constituency office managers or constituency assistants, as applicable, for that electoral district. 5. The duties and responsibilities of a constituency office manager or a constituency assistant shall be specified in the contract for services by the Chief Officer, acting on the advice of the Member of Parliament on whose advice the constituency office manager or the constituency assistant was appointed. 6. The appointment of a constituency office manager or a constituency assistant shall cease \u2014 (a) on one month\u2019s notice by the constituency office manager or the constituency assistant, or by the Chief Officer acting on the advice of the Member of Parliament on whose advice the appointment was made, or for just cause without notice; (b) on the date on which the resignation of the constituency office manager or the constituency assistant takes effect; (c) if the Member of Parliament who advised the appointment of the constituency office manager or the constituency assistant ceases to be a Member of Parliament, other than by a dissolution of the Parliament, on the day of the cessation of that membership of Parliament; (d) after a dissolution of the Parliament, on nomination day, if the Member of Parliament who advised the appointment of the constituency office manager or the constituency assistant is not nominated for election to the Parliament for the same electoral district; or (e) after a dissolution of the Parliament, on polling day, if the Member of Parliament who advised the appointment of the constituency office Parliament (Management) (Amendment) Act, 2026 manager or the constituency assistant is nominated but is not elected to the Parliament. 7. A constituency office manager or a constituency assistant whose employment is terminated by the Chief Officer under paragraph 6(a) shall receive a termination allowance as may be prescribed by regulations. PART 2 CONSTITUENCY ALLOWANCES FOR MEMBERS OF PARLIAMENT; ALLOWANCES FOR THE PREMIER, THE LEADER OF THE OPPOSITION AND MEMBERS OF PARLIAMENT FOR CAYMAN BRAC AND LITTLE CAYMAN Constituency Allowance 1. (1) A constituency allowance covers payment for the costs of maintaining a constituency office in order to facilitate access to constituents and such costs include \u2014 (a) utilities of a constituency office; (b) supplies for a constituency office; and (c) the general maintenance of a constituency office. (2) The constituency allowance is $6,500 per month for each elected Member of Parliament. Parliament (Management) (Amendment) Act, 2026 Executive Allowance for the Premier 2. The Premier shall receive an executive allowance of $5,000 per month. Executive Allowance for the Leader of the Opposition 3. The Leader of the Opposition shall receive an executive allowance of $3,500 per month. Allowance for elected Members of Parliament for Cayman Brac and Little Cayman Representatives 4. (1) The monthly allowance for the Cayman Brac and Little Cayman Representatives is $5000 and the allowance shall consist of two components. (2) The two components and their corresponding maximum amounts per month are as follows \u2014 (a) accommodation - $2,500; and (b) transportation - $2,500. Severance 5. Each Member of Parliament who does not stand for re-election or, having stood for re-election, is not elected at the next election, shall be entitled to a severance payment equal to three months of the salary paid to that Member of Parliament under Schedule 1 as at the date of that election and the payment does not include any duty allowances under Schedule 1 or any allowances permitted under this Schedule. PART 3 STAFF TO SUPPORT THE OFFICE OF THE LEADER OF THE OPPOSITION 1. (1) The Leader of the Opposition is entitled to the services of the following staff as follows \u2014 (a) one Operations and Communications Manager; and (b) one Senior Policy Adviser. (2) The staff of the office of the Leader of the Opposition shall work on a full time basis for such normal hours between 37 \u00bd and 40 hours per week as may be agreed and are consistent with the Personnel Regulations (2025 Revision). 2. Remuneration under the contract of the Operations and Communications Manager or the Senior Policy Adviser shall include \u2014 (a) salary and pension at the rates as may be prescribed by regulations; and Parliament (Management) (Amendment) Act, 2026 (b) health benefits, that shall be similar to those provided to public officers under the Public Service Management Act (2018 Revision). 3. The Operations and Communications Manager and the Senior Policy Adviser shall be contractors of the Commission and shall hold office pursuant to the terms of relevant contracts for services with the Commission. 4. Subject to paragraph 5, the Chief Officer, acting on the advice of the Leader of the Opposition, shall appoint the Operations and Communications Manager and the Senior Policy Adviser to support the office of the Leader of the Opposition. 5. The duties and responsibilities of the Operations and Communications Manager and the Senior Policy Adviser shall be specified in relevant contracts for services by the Chief Officer, acting on the advice of the Leader of the Opposition. 6. The appointment of the Operations and Communications Manager or the Senior Policy Adviser shall cease \u2014 (a) on one month\u2019s notice by the Operations and Communications Manager or the Senior Policy Adviser, or by the Chief Officer acting on the advice of the Leader of the Opposition, or for just cause without notice; (b) on the date on which the resignation of the Operations and Communications Manager or the Senior Policy Adviser takes effect; or (c) on the date of the dissolution of the Parliament. 7. The Operations and Communications Manager or the Senior Policy Adviser whose employment is terminated by the Chief Officer under paragraph 6(a) shall receive a termination allowance as may be prescribed by regulations.\u201d. and\n(b) by inserting after paragraph (da) the following paragraph \u2014\n\u201c(db) providing an office and staff to support the office of the Leader\nof the Opposition;\u201d.\n5.\nRepeal and substitution of section 12A - constituency assistants\n5.\nThe principal Act is amended by repealing section 12A and substituting the following\nsection \u2014\n\nParliament (Management) (Amendment) Act, 2026\nSection 6\n\nc\nAct 15 of 2026\nPage 7\n\n\u201cConstituency office managers, constituency assistants and staff\nto support the office of the Leader of the Opposition\n12A. (1) Part 1 of Schedule 2 shall apply to the constituency office managers\nand constituency assistants who are appointed by the Chief Officer\nto provide services to elected Members of Parliament.\n(2) Part 3 of Schedule 2 shall apply to staff who are appointed by the\nChief Officer to provide services to support the office of the Leader\nof the Opposition.\u201d.\n6.\nAmendment of section 13 - structure of the Commission\n6.\nThe principal Act is amended in section 13(1) by repealing paragraph (c) and\nsubstituting the following paragraph \u2014\n\u201c(c) amend Schedule 2 that \u2014\n(i)\nprovides for the appointment of constituency office\nmanagers, constituency assistants and staff of the Leader\nof the Opposition; and\n(ii) sets out allowances for \u2014\n(A) elected Members of Parliament for Cayman Brac and\nLittle Cayman;\n(B) constituency offices;\n(C) the Premier; and\n(D)  the Leader of the Opposition.\u201d.\n7.\nAmendment of Schedule 1 - Salaries, Allowances and other benefits of\nMembers of the Cabinet and Elected Members of the Parliament\n7.\nThe principal Act is amended in Schedule 1, in the table, as follows \u2014\n(a)\nin relation to the position of Deputy Speaker, under the column with the\nheading \u201cRules\u201d, by deleting the words \u201cEarns an allowance of 2.5%\u201d and\nsubstituting the words \u201cEarns an allowance of 10%\u201d; and\n(b) in relation to the position of Deputy Leader of the Opposition, under the\ncolumn with the heading \u201cRules\u201d, by deleting the words \u201cEarns an\nallowance of 2.5%\u201d and substituting the words \u201cEarns an allowance of\n10%\u201d.\n8.\nRepeal and substitution of Schedule 2 - Constituency Assistants;\nConstituency Allowance for Members of the Parliament; Allowances for the\nOffices of the Premier and the Leader of the Opposition and for Members of\nthe Parliament for Cayman Brac and Little Cayman\n8.\nThe principal Act is amended by repealing Schedule 2 and substituting the following\nSchedule \u2014\n\nSection 8\nParliament (Management) (Amendment) Act, 2026\n\nPage 8\nAct 15 of 2026\nc\n\n\u201cSCHEDULE 2\n(Sections 12A and 13(1)(c))\nCONSTITUENCY OFFICE MANAGERS AND CONSTITUENCY\nASSISTANTS; CONSTITUENCY ALLOWANCES FOR\nMEMBERS OF PARLIAMENT; ALLOWANCES FOR THE\nPREMIER AND THE LEADER OF THE OPPOSITION AND\nFOR MEMBERS OF PARLIAMENT FOR CAYMAN BRAC AND\nLITTLE CAYMAN; AND STAFF TO SUPPORT THE OFFICE\nOF THE LEADER OF THE OPPOSITION\nPART 1\nCONSTITUENCY OFFICE MANAGERS AND CONSTITUENCY\nASSISTANTS\n1.\n(1) Each elected Member of Parliament is entitled to the services of the following\nstaff \u2014\n(a)\nin the case of an elected Member of Parliament who is a Minister, either \u2014\n(i)\ntwo full time constituency assistants and one part time constituency\nassistant; or\n(ii) one full time constituency office manager, one full time constituency\nassistant and one part time constituency assistant;\n(b) in the case of an elected Member of Parliament who is not a Minister,\neither \u2014\n(i)\none full time constituency assistant and one part time constituency\nassistant; or\n(ii) one full time constituency office manager and one part time\nconstituency assistant; and\n(c)\nin the case of an elected Member of Parliament who is not a Minister and\nwho has a constituency with more than 1,700 registered voters, one full\ntime constituency assistant in addition to any other staff already provided\nunder paragraph 1(1)(b).\n(2) For the purposes of this Schedule \u2014\n(a)\na full time constituency office manager or a full time constituency assistant\nis a person who is contracted to work for the normal hours between 37 \u00bd\nand 40 hours per week as may be agreed and consistent with the Personnel\nRegulations (2025 Revision); and\n\nParliament (Management) (Amendment) Act, 2026\nSection 8\n\nc\nAct 15 of 2026\nPage 9\n\n(b) a part time constituency assistant is a person who is contracted to work for\nthe proportion of the normal hours for a full time constituency assistant as\nmay be agreed and consistent with the Personnel Regulations (2025\nRevision).\n2.\nConstituency office managers and constituency assistants shall be contractors of the\nCommission and shall hold office pursuant to the terms of their relevant contracts for\nservices with the Commission.\n3.\nRemuneration under a contract of a constituency office manager or a constituency\nassistant shall include \u2014\n(a)\nsalary and pension at the rates as may be prescribed by regulations; and\n(b) health benefits,\nthat shall be similar to those provided to public officers under the Public Service\nManagement Act (2018 Revision).\n4.\nSubject to paragraph 5, the Chief Officer, acting on the advice of the Member of\nParliament for an electoral district, shall appoint constituency office managers or\nconstituency assistants, as applicable, for that electoral district.\n5.\nThe duties and responsibilities of a constituency office manager or a constituency\nassistant shall be specified in the contract for services by the Chief Officer, acting on\nthe advice of the Member of Parliament on whose advice the constituency office\nmanager or the constituency assistant was appointed.\n6.\nThe appointment of a constituency office manager or a constituency assistant shall\ncease \u2014\n(a)\non one month\u2019s notice by the constituency office manager or the\nconstituency assistant, or by the Chief Officer acting on the advice of the\nMember of Parliament on whose advice the appointment was made, or for\njust cause without notice;\n(b) on the date on which the resignation of the constituency office manager or\nthe constituency assistant takes effect;\n(c)\nif the Member of Parliament who advised the appointment of the\nconstituency office manager or the constituency assistant ceases to be a\nMember of Parliament, other than by a dissolution of the Parliament, on\nthe day of the cessation of that membership of Parliament;\n(d) after a dissolution of the Parliament, on nomination day, if the Member of\nParliament who advised the appointment of the constituency office\nmanager or the constituency assistant is not nominated for election to the\nParliament for the same electoral district; or\n(e)\nafter a dissolution of the Parliament, on polling day, if the Member of\nParliament who advised the appointment of the constituency office\n\nSection 8\nParliament (Management) (Amendment) Act, 2026\n\nPage 10\nAct 15 of 2026\nc\n\nmanager or the constituency assistant is nominated but is not elected to the\nParliament.\n7.\nA constituency office manager or a constituency assistant whose employment is\nterminated by the Chief Officer under paragraph 6(a) shall receive a termination\nallowance as may be prescribed by regulations.\nPART 2\nCONSTITUENCY ALLOWANCES FOR MEMBERS OF\nPARLIAMENT; ALLOWANCES FOR THE PREMIER, THE\nLEADER OF THE OPPOSITION AND MEMBERS OF\nPARLIAMENT FOR CAYMAN BRAC AND LITTLE CAYMAN\nConstituency Allowance\n1.\n(1) A constituency allowance covers payment for the costs of maintaining a\nconstituency office in order to facilitate access to constituents and such costs\ninclude \u2014\n(a)\nutilities of a constituency office;\n(b) supplies for a constituency office; and\n(c)\nthe general maintenance of a constituency office.\n(2) The constituency allowance is $6,500 per month for each elected Member of\nParliament.\n\nParliament (Management) (Amendment) Act, 2026\nSection 8\n\nc\nAct 15 of 2026\nPage 11\n\nExecutive Allowance for the Premier\n2.\nThe Premier shall receive an executive allowance of $5,000 per month.\nExecutive Allowance for the Leader of the Opposition\n3.\nThe Leader of the Opposition shall receive an executive allowance of $3,500 per\nmonth.\nAllowance for elected Members of Parliament for Cayman Brac and\nLittle Cayman Representatives\n4.\n(1) The monthly allowance for the Cayman Brac and Little Cayman\nRepresentatives is $5000 and the allowance shall consist of two components.\n(2) The two components and their corresponding maximum amounts per month are\nas follows \u2014\n(a)\naccommodation - $2,500; and\n(b) transportation - $2,500.\nSeverance\n5.\nEach Member of Parliament who does not stand for re-election or, having stood for\nre-election, is not elected at the next election, shall be entitled to a severance payment\nequal to three months of the salary paid to that Member of Parliament under Schedule\n1 as at the date of that election and the payment does not include any duty allowances\nunder Schedule 1 or any allowances permitted under this Schedule.\nPART 3\nSTAFF TO SUPPORT THE OFFICE OF THE LEADER OF THE\nOPPOSITION\n1.\n(1) The Leader of the Opposition is entitled to the services of the following staff as\nfollows \u2014\n(a)\none Operations and Communications Manager; and\n(b) one Senior Policy Adviser.\n(2) The staff of the office of the Leader of the Opposition shall work on a full time\nbasis for such normal hours between 37 \u00bd and 40 hours per week as may be\nagreed and are consistent with the Personnel Regulations (2025 Revision).\n2.\nRemuneration under the contract of the Operations and Communications Manager or\nthe Senior Policy Adviser shall include \u2014\n(a)\nsalary and pension at the rates as may be prescribed by regulations;
