These Regulations may be cited as the Traffic Regulations, 2012 and come into force immediately after the Traffic Law, 2011 comes into force. 2. (1) The forms set out in Schedule 1 are hereby prescribed. (2) Except as may otherwise be specifically provided in these Regulations, the configuration of forms prescribed by these Regulations shall be determined by the Director. (3) The form of a driver\u2019s licence shall contain the following - (a) the name and address of the holder; (b) the date of birth of the holder; (c) the number of the licence; (d) the dates of issue and expiry; (e) the group codes; (f) the signature of the holder; (g) a photograph of the holder; (h) the issuing officer\u2019s signature; and (i) the stamp of the issuing office. (4)  A driver\u2019s licence shall be in the form of a laminated plastic card measuring not more than 3.25 inches by 2.5 inches. 3. (1) The official vehicles used by - (a) the Governor in person shall carry, instead of a registration plate, a plate depicting the Crown; and (b) the Premier in person shall carry, instead of a registration plate, a plate depicting the Coat of Arms of the Islands. Citation and commencement (Law 26 of 2011) Forms Schedule 1 Registration plates and coupons The Traffic Regulations, 2012 (2) The registration plates, trade plates and coupons required by the Law, other than those prescribed in paragraph (1), shall be as contained in Schedule 2 and Schedule 3. 4. Driving and vehicle tests shall be carried out at times and places appointed by the Director by notification in the Gazette. 5. (1) A person who - (a) fails to display a coupon on the front windscreen on the left side of the vehicle so that it is visible at all times or, where no such windscreen is fitted to the vehicle, keep the coupon within the vehicle; or (b) fails, in the case of a trailer, to keep the coupon in the vehicle that is towing the trailer, commits an offence and is liable on summary conviction to the penalty set out in section 138 of the Law. (2) A person who - (a) fails to display registration plates or trade plates at the front and rear of the vehicle; or (b) fails, in the case of a trailer or motor cycle, to display registration plates or trade plates at the rear of the trailer or motor cycle, so that the plates are mounted horizontally and the characters are perpendicular to the road, commits an offence and is liable on summary conviction to a fine of three hundred dollars or to imprisonment for a term of six months, or to both. (3) A person who - (a) uses reflex-reflecting material, retro-reflecting characters or any other treatment of the registration plate which renders the characters less easily distinguishable to the eye or which would impair the making of a true photographic image of the plate; or (b) uses screws, bolts or other fixing devices which have the effect of changing the appearance or legibility of any of the characters of the registration plate, commits an offence and is liable on summary conviction to a fine of three hundred dollars or to imprisonment for a term of six months, or to both. (4) Coupons, registration plates and trade plates shall remain the property of the Government. Schedule 2 Schedule 3 Places and times for driver and vehicle tests Display of plates The Traffic Regulations, 2012 6. (1) Except as provided in paragraph (2), a person of the age of - (a) at least seventeen but less than eighteen years may - (i) drive a motor cycle of an engine capacity not exceeding 125 cubic centimetres, a motor car, a vehicle not exceeding 8,500 pounds gross vehicle weight (that is, driver\u2019s licence groups 1 and 2), and an omnibus that can carry passengers not exceeding 15; and (ii) tow with a motor car, vehicle or omnibus referred to in subparagraph (1) a trailer not exceeding 2,000 pounds gross weight; (b) at least eighteen but less than nineteen years may - (i) drive a vehicle not exceeding 33,000 pounds gross vehicle weight or an omnibus that can carry passengers not exceeding 40 (that is, driver\u2019s licence group 3); or (ii) tow (with such vehicle or omnibus) a trailer not exceeding 10,000 pounds gross weight; and (c) at least nineteen years may - (i) drive a motorcycle of an engine capacity exceeding 125 cubic centimetres, a vehicle exceeding 33, 000 pounds gross vehicle weight, or an omnibus that can carry in excess of 40 passengers (that is, driver\u2019s licence groups 1A and 4); or (ii) tow with a motorcycle, vehicle or omnibus referred to in sub-paragraph (1) a trailer exceeding 10, 000 pounds gross weight (that is, driver\u2019s licence group 4). (2) A person of any age may, if permitted by the Commissioner, drive an invalid carriage or a special vehicle. 7. (1) The \u201cL\u201d plates shall be in the form set out in Schedule 4. (2) \u201cL\u201d plates shall be prominently displayed on the front and rear of a vehicle only when such vehicle is being driven by the holder of a learner\u2019s licence. 8. (1) In addition to the requirements of paragraph (2), an applicant for a driving test shall satisfy the examiner that he is capable of driving the class of vehicle in respect of which he is seeking a licence and in particular, but without limiting the generality of this requirement, that he - (a) can read in good daylight (with the aid of glasses or contact lenses, if worn) a registration plate fixed to a vehicle at a distance of 60 feet; Age qualifications \u201cL\u201d plates Schedule 4 Driving test The Traffic Regulations, 2012 (b) can start the vehicle from rest smoothly and efficiently and maintain it on an accurate course as directed by the examiner; (c) can make turns to the right and left with accuracy and without endangering other road users; (d) can stop the vehicle smoothly and efficiently at various speeds and make emergency stops; (e) can operate all the controls of the vehicle efficiently and with safety; (f) can drive and turn the vehicle in reverse accurately and smoothly, if the vehicle is capable of being reversed; (g) can stop and start the vehicle on gradients; (h) can turn the vehicle completely about by the use of forward and reverse gears within a reasonable compass; (i) can make such other normal manoeuvres as the examiner shall direct; and (j) is familiar with the road code and generally with the provisions of the Law, particularly sections 67 to 73. (2) An applicant shall be required to pass a test of driving theory to ascertain whether he has the knowledge required of him by paragraph (j) and to answer at least eighty per cent of the questions correctly. (3) The test of driving theory shall - (a) consist of 40 questions, the questions being in either a multiple choice or multiple response form or such other form as the Director may determine; and (b) last for 40 minutes or for such period as may be approved by the Director. (4) In the case of an application to ride a motor cycle of an engine capacity exceeding 125 cubic centimetres, in addition to the requirements of paragraph (1), the applicant shall be required to - (a) produce to the examiner proof that he holds a full Group 1 licence for a motor cycle of an engine capacity not exceeding 125 cubic centimetres and has successfully completed a basic rider-safety course approved by the Director; or (b) produce to the examiner proof that he has held a full Group 1 licence for a motor cycle of an engine capacity not exceeding 125 cubic centimetres for a period not exceeding one year prior to his application and successfully complete a basic rider-safety course approved by the Director. The Traffic Regulations, 2012 (5) In the case of an application for a driver\u2019s licence Groups 1 and 1A, in addition to the requirements of paragraph (1), the Director may require proof that the applicant has successfully completed a basic rider-safety course approved by the Director for that group of driver\u2019s licence. (6) In the case of an application for a driver\u2019s licence in Groups 3 and 4, in addition to the requirements of paragraph (1), the Director may require proof that the applicant has completed a course approved by the Director for that group of driver\u2019s licence. (7)  In the case of an application under sections 28 and 29 of the Law to drive, the applicant shall be required to pass a written examination to ascertain whether he has the knowledge required of him by paragraph (1)(j) and to answer at least eighty per cent of the questions correctly. 9. The photograph to appear on a licence shall be unmounted and taken full face without headwear and measure not more than 1 inch by 1 and \u00bd inches. 10. (1) School crossing wardens shall wear a high-visibility rectro-reflective outer garment, vest, shirt or rainwear. (2) The traffic signs, signals, road markings, lights or other means of demarcating the school zone at each of its entrances and exits shall be contained in the Road Code prescribed by the Traffic Control Regulations, 2012. (3) The speed limit for school zones is 15 miles per hour when - (a) amber lights are flashing; or (b) road markings or signs are posted. 11. (1) A vehicle used on the road, other than a special vehicle specifically exempted by the Commissioner under paragraph (5), or a vehicle to which paragraph (6) applies, shall be fitted with tyres that comply with this regulation and for this purpose a spare tyre shall be considered as fitted. (2) A tyre shall not be fitted to a vehicle if - (a) the tyre has a cut in excess of 25mm (one inch) or 10% of the section width of the tyre, whichever is smaller, measured in any direction on the outside of the tyre and deep enough to reach the ply or cord; (b) the tyre has a lump, bulge or tear caused by separation or partial failure of its structure; (c) the tyre has any of the ply or cord exposed; Photographs School crossings: wardens and speed Tyres The Traffic Regulations, 2012 (d) the base of a groove which showed in the original tread of the tyre is not clearly visible and either - (i) the groove of the tread pattern has a depth of at least one millimetre around the circumference of the tyre and across 75 percent of its breadth of the tyre; or (ii) the groove of the original tread pattern of the tyre does not extend beyond 75 percent of the breadth of the tread; or (e) the tyre is not in a condition that makes it fit for the use to which the vehicle or trailer is being put or has a defect which might cause - (i) damage to the surface of the road; (ii) injury to persons on or in the vehicle; or (iii) injury to other persons using the road. (3) Tyres on the same axle shall be of similar tread design. (4) Tyres of different sizes shall not be fitted on a vehicle unless the vehicle is designed or manufactured to use those different sizes. (5) The Commissioner may exempt a specific special vehicle or class of special vehicle from the provisions of this regulation. (6) The requirements of this regulation do not apply - (a) in the case of an emergency; or (b) where a spare tyre is being used in accordance with the manufacturer\u2019s recommendation. 12. A vehicle other than a special vehicle specifically exempted by the Director or a trailer of a capacity not exceeding 4,000 pounds shall have two independent braking systems in good working order, one of which is capable of being operated while the vehicle is stationary, and the other capable of bringing the vehicle to a halt within 50 feet when travelling at 25 miles per hour. 13. (1) No vehicle other than an emergency vehicle shall be equipped with - (a) an external light of any colour other than white, red or amber unless approved in writing by the Director after consultation with the Commissioner; (b) a light other than a headlight which is capable of having its beam moved while the vehicle is in motion unless approved in writing by the Director after consultation with the Commissioner; or (c) a light other than a headlight, stop light, hazard warning light or turn signal having an output in excess of 7 watts. Brakes Lights The Traffic Regulations, 2012 (2) For the purpose of this regulation - (a) a headlight is a light (carried at the front of a vehicle) capable of being dipped to the left when the vehicle is in motion; (b) a front position light is one of a pair of white or amber lights placed on each side of the front of a vehicle; (c) a rear light is a red light placed at the rear of a vehicle; (d) a brake light is a red light placed at the rear of a vehicle which becomes illuminated or the illumination of which becomes intensified when a brake of the vehicle is activated, so as to be clearly visible by day and by night; (e) a reverse light is a white light placed at the rear of a vehicle which becomes illuminated only when the vehicle is engaged in reverse gear; (f) a hazard warning light is a pulsating red or amber light designed to be used only for the purpose of giving warning of a road hazard in connection with the vehicle to which it is fitted; (g) a reflector is a device for reflecting in red or amber the beam of a light turned in its direction; (h) a registration plate light is a light illuminating the rear registration plate of a vehicle at night time so as to render it readable at a distance of 30 feet; and (i) a turn signal is a pulsating or flashing amber or red light placed at each side of a vehicle for the purpose of indicating that such vehicle is about to turn in the direction of the side where such light is made to flash and designed so as to be clearly visible by day as well as by night. (3) No red light of any kind shall be displayed at the front of a vehicle. (4) No white light of any kind other than a reverse light or a registration plate light shall be located at the rear of a vehicle. (5) Subject to regulation 23, no amber light of any kind other than a turn signal or hazard warning light shall be located or displayed so as to be visible from the rear of a vehicle. (6) The following are the minimal lighting requirements for the following vehicles - (a) a pedal cycle shall have a forward facing light capable of displaying a white light to the front of the pedal cycle, a rearward facing light capable of displaying a red light to the rear of the pedal cycle and a rearwards facing reflector, and the lights shall The Traffic Regulations, 2012 make the pedal cycle clearly visible in the night from a distance of 50 yards; (b) a motorcycle shall have at least one head light in front and a rear light, reflector, brake light and registration plate light at the rear, and shall have turn signals so placed as to be clearly visible from the front and rear of the motor cycle when in operation by night and by day, and each pair of lights shall be of equal candle power; (c) a vehicle other than a motorcycle, an invalid carriage or special vehicle shall have one pair of sidelights and not less than one or more than two pairs of headlights at the front, two rear lights, two reflectors, two brake lights placed on each side of the vehicle and a registration plate light at the rear and shall have turn signals so placed as to be clearly visible from the front and rear of the vehicle when in operation by night and by day, and each pair of lights shall be of equal candle power; (d) a special vehicle or an invalid carriage shall be equipped with such lights as, notwithstanding these regulations, the Commissioner, after consultation with the Director, may specifically require; (e) an emergency vehicle shall be equipped with such additional lights as the Commissioner, after consultation with the Director, may specifically require and, in addition, may carry a blue rotating, flashing or pulsating light to give warning in every direction of its presence and its movements; (f) a trailer shall display a sidelight on each side which is visible, a rear light, a reflector, a brake light placed on each side of the trailer at the rear and a registration plate light at the rear and shall have turn signals at the rear of the trailer and all lights shall be clearly visible when operated by day or night; and (g) the official vehicle driven or used by the Premier or Deputy Premier, Judges, Magistrates, the Speaker of the Legislative Assembly, visiting Official Dignitaries, Members of Cabinet and the Hazard Management Department shall be equipped with such lights as the Director may authorise and in addition may carry a blue or amber rotating, flashing or pulsating light. (7) A person who contravenes this regulation commits an offence and is liable to the general penalty specified in section 138 of the Law. 14. (1) A vehicle shall be equipped with means of giving audible warning of its presence. Horns and other audible warning devices The Traffic Regulations, 2012 (2) Only an emergency vehicle may be equipped with a gong, bell, siren or any device capable of giving two or more different sounds in succession. (3) A vehicle in excess of eight thousand five hundred pounds maximum gross weight shall be equipped with an audible warning device to warn of its presence while reversing. 15. A vehicle shall have at least two driving mirrors so placed that the person driving it has a clear view of traffic approaching from the rear. 16. (1) A vehicle propelled by an internal combustion engine shall be fitted with a silencer complying with the manufacturer\u2019s specifications and no person may modify a silencer so as to increase the noise of escaping exhaust gas. (2) Silencers shall be maintained in a leak-proof condition and in sound mechanical order. 17. (1) A vehicle or a trailer drawn by a vehicle and all parts and accessories of the vehicle and trailer, including the weight, distribution, packing and adjustment of the load, shall be in such condition that no danger or nuisance is caused or is likely to be caused to any person or property. (2) In complying with paragraph (1), where the load of a vehicle or trailer includes passengers, account shall be taken of the number of passengers carried by the vehicle or trailer and the manner in which they are carried in or on such vehicle or trailer. (3) No vehicle may carry passengers in excess of the number - (a) specified by the manufacturer; (b) stated in the registration document; or (c) authorised  by the Director. (4) The load carried by any vehicle or trailer shall at all times be so secured and restrained to prevent movement of the load in transit and be in such a position, that neither danger nor nuisance is caused or likely to be caused to any person or property by reason of the load or any part of it falling or being blown from the vehicle or by reason of any movement of the load or any part of it in relation to the vehicle. (5) A person who uses, causes or permits to be used on a road a vehicle or trailer in contravention of this regulation commits an offence and is liable on summary conviction to a fine of four hundred dollars or to imprisonment for a term of six months, or to both. Driving mirrors Silencers Unsafe loading The Traffic Regulations, 2012 18. (1) A vehicle carrying an overhanging load shall mark such load - (a) by day, with a red flag at least one foot by one foot in size at each point where such load projects outside the profile of the vehicle; and (b) by night, with a white light to the front, a red light to the rear and an amber light to the sides at each point where such load projects beyond the profile of the vehicle. (2) Where the overhanging load projects beyond three feet over any side of the vehicle, the vehicle shall be accompanied by a police escort at a time and date approved in advance by the Commissioner. (3) A person who wishes to obtain the Commissioner\u2019s approval shall make a written request not less than forty-eight hours in advance and pay the prescribed fee. 19. A vehicle or pedal cycle capable of travelling under its own power at a speed in excess of fifteen miles per hour shall be fitted with a speedometer clearly visible to the driver and indicating to him the rate of travel of the vehicle in miles or kilometres per hour, up to its maximum designed speed, with an accuracy of not less than ninety per cent. 20. (1) Subject to paragraph (3), a person shall not use or drive a vehicle on a road specified by the Traffic Management Panel by notification in the Gazette otherwise than in the direction so notified. (2) A person who contravenes this regulation commits an offence and is liable on summary conviction to a fine of five hundred dollars or to imprisonment for a term of twelve months, or to both. (3) Nothing in paragraph (1) applies to anything done with the permission of a constable in uniform or any other authorized person who may be engaged in the regulation of traffic or so as to prevent a vehicle complying with any direction of such a constable or person. 21. (1) The Traffic Management Panel may, by notification in the Gazette, establish speed limits for any area but may establish lower limits and impose other conditions upon a class of vehicle. (2)  A person who contravenes a speed limit or other condition determined under paragraph (1) commits an offence and is liable to the penalty set out in section 138 of the Law. Overhanging loads Speedometers One way roads Speed limits and other conditions The Traffic Regulations, 2012 22. The Commissioner shall, by notification in the Gazette, approve a speed measuring device. 23. (1) The Commissioner, after consultation with the Director, may, by notification in the Gazette, disapprove of any crash helmet, driving mirror, windscreen wiper, horn, light, speedometer or other piece of equipment for use on a vehicle if it appears that such piece of equipment is - (a) unsafe; (b) likely to be a nuisance to the public; or (c) inadequate for the purpose for which it appears to be intended, and such disapproved piece of equipment shall not be used or carried in, or annexed to, any vehicle, neither shall it be installed, imported into or sold in the Islands for use with a vehicle. (2) A vehicle imported into or used in the Islands which would otherwise be likely to cause interference with radio reception by the public shall be equipped with effective radio interference suppressors. (3) Anything affixed to, or built into, the windscreen or any window of a vehicle whereby the degree of light transmission in either direction is diminished below that which is specified in sub-paragraphs (b) and (c) is declared to be unsafe and for the purpose of paragraph (1)(a), is expressly disapproved but - (a) the front windscreen of a vehicle, which shall be of glass, whereby the degree of light transmission in either direction is not less than 70 per cent, may have, at the top, a strip of tinted glass of any degree of light transmission, not exceeding 6 inches in width, measured from the top of the windscreen; (b) front side windows (that is, windows forward of the vertical plane immediately behind the driver\u2019s seat) shall, if tinted, allow a minimum of 35 per cent of light transmission whether the glass is tinted by the manufacturer or by any other person; and (c) rear windscreen and rear side windows (that is, windows rear of the vertical plane immediately behind the driver\u2019s seat) may allow less than the 35 per cent of light transmission only if fitted by the manufacturer, as standard equipment, and all other tint applied to the rear windscreen and rear side windows shall allow a minimum of 15 per cent light transmission; (d) the Director, after consultation with the Commissioner, may, in the public interest or for other operational or medical reasons, exempt vehicles from sub-paragraphs (b) and (c). Radar speed meters Disapproval of accessories The Traffic Regulations, 2012 (4) The degree of light transmission through the glass windows of vehicles shall be determined by means of a device approved by the Director and every such approval shall not enter into force until it has been notified in the Gazette. (5) A person shall not carry in a vehicle a device or thing, not being part of the normal equipment of that vehicle, which is capable of impeding, balking or frustrating the purpose of any radar speed meter as defined in section 92(3) and (4) of the Law or the mechanical or running, efficiency of any police equipment or vehicle. (6) A person who contravenes this section or anything prohibited pursuant to the exercise of a power under this section commits an offence and is liable to the general penalty specified in section 138 of the Law. (1) A person who is driving or riding a motorcycle, scooter or moped on a road or carriageway shall wear a crash helmet of a type approved by the Director and whose specifications are published in the Gazette. (2) A person who contravenes paragraph (1) commits an offence and is liable to the penalty set out in section 138 of the Law commits an offence. (1) The Director may enter into the register a lien that has been put on any vehicle and where a lien is entered, the registered owner shall not be changed without the prior written consent of the person who holds the lien. (2) Where a change in the registered owner is made despite a lien being registered, the new purported registration shall not be capable of effecting the transfer to any party including a third party purchaser without actual notice. (3) A person who, without the prior written consent of the owner, sells or attempts to sell a vehicle licensed under this Law knowing or having reason to believe that the vehicle is subject to a lien in favour of a third party commits an offence and is liable on summary conviction to a fine of one thousand dollars or to imprisonment for a term of twelve months, or to both. 26. (1) Where a driver of a vehicle uses a towing device for the purpose of towing another vehicle, such device - (a) shall not exceed 15 feet in length; and (b) shall be marked with pieces of red cloth or by some other means so as to render it clearly visible to other road users. Fees for storage, towing, driving\nSCHEDULE 1 - PRESCRIBED FORMS\nSCHEDULE 2 - REGISTRATION PLATES\nSCHEDULE 3 - LICENCE COUPON\nSCHEDULE 4 - LEARNER PLATE\n\nThe Traffic Regulations, 2012\n\n3\nCAYMAN ISLANDS\n\nTHE TRAFFIC LAW, 2011\n(LAW 26 OF 2011)\n\nTHE TRAFFIC REGULATIONS, 2012\nIn exercise of the powers conferred by sections 56 and 142 of the Traffic Law,\n2011 the Governor in Cabinet makes the following Regulations -\n1.\nThese Regulations may be cited as the Traffic Regulations, 2012 and come\ninto force immediately after the Traffic Law, 2011 comes into force.\n2.\n(1) The forms set out in Schedule 1 are hereby prescribed.\n(2) Except as may otherwise be specifically provided in these Regulations,\nthe configuration of forms prescribed by these Regulations shall be determined\nby the Director.\n(3) The form of a driver\u2019s licence shall contain the following -\n(a) the name and address of the holder;\n(b) the date of birth of the holder;\n(c) the number of the licence;\n(d) the dates of issue and expiry;\n(e) the group codes;\n(f)\nthe signature of the holder;\n(g) a photograph of the holder;\n(h) the issuing officer\u2019s signature; and\n(i)\nthe stamp of the issuing office.\n(4)  A driver\u2019s licence shall be in the form of a laminated plastic card\nmeasuring not more than 3.25 inches by 2.5 inches.\n3.\n(1) The official vehicles used by -\n(a) the Governor in person shall carry, instead of a registration plate,\na plate depicting the Crown; and\n(b) the Premier in person shall carry, instead of a registration plate, a\nplate depicting the Coat of Arms of the Islands.\nCitation and\ncommencement\n(Law 26 of 2011)\nForms\nSchedule 1\nRegistration plates and\ncoupons\n\nThe Traffic Regulations, 2012\n\n4\n(2) The registration plates, trade plates and coupons required by the Law,\nother than those prescribed in paragraph (1), shall be as contained in Schedule 2\nand Schedule 3.\n4.\nDriving and vehicle tests shall be carried out at times and places appointed\nby the Director by notification in the Gazette.\n5.\n(1) A person who -\n(a) fails to display a coupon on the front windscreen on the left side\nof the vehicle so that it is visible at all times or, where no such\nwindscreen is fitted to the vehicle, keep the coupon within the\nvehicle; or\n(b) fails, in the case of a trailer, to keep the coupon in the vehicle\nthat is towing the trailer,\ncommits an offence and is liable on summary conviction to the penalty set out in\nsection 138 of the Law.\n(2) A person who -\n(a) fails to display registration plates or trade plates at the front and\nrear of the vehicle; or\n(b) fails, in the case of a trailer or motor cycle, to display registration\nplates or trade plates at the rear of the trailer or motor cycle,\nso that the plates are mounted horizontally and the characters are perpendicular to\nthe road, commits an offence and is liable on summary conviction to a fine of\nthree hundred dollars or to imprisonment for a term of six months, or to both.\n(3) A person who -\n(a) uses reflex-reflecting material, retro-reflecting characters or any\nother treatment of the registration plate which renders the\ncharacters less easily distinguishable to the eye or which would\nimpair the making of a true photographic image of the plate; or\n(b) uses screws, bolts or other fixing devices which have the effect\nof changing the appearance or legibility of any of the characters\nof the registration plate,\ncommits an offence and is liable on summary conviction to a fine of three\nhundred dollars or to imprisonment for a term of six months, or to both.\n(4) Coupons, registration plates and trade plates shall remain the property\nof the Government.\nSchedule 2\nSchedule 3\nPlaces and times for\ndriver and vehicle tests\nDisplay of plates\n\nThe Traffic Regulations, 2012\n\n5\n6.\n(1) Except as provided in paragraph (2), a person of the age of -\n(a) at least seventeen but less than eighteen years may -\n(i)\ndrive a motor cycle of an engine capacity not exceeding 125\ncubic centimetres, a motor car, a vehicle not exceeding\n8,500 pounds gross vehicle weight (that is, driver\u2019s licence\ngroups 1 and 2), and an omnibus that can carry passengers\nnot exceeding 15; and\n(ii) tow with a motor car, vehicle or omnibus referred to in subparagraph (1) a trailer not exceeding 2,000 pounds gross\nweight;\n(b) at least eighteen but less than nineteen years may -\n(i)\ndrive a vehicle not exceeding 33,000 pounds gross vehicle\nweight or an omnibus that can carry passengers not\nexceeding 40 (that is, driver\u2019s licence group 3); or\n(ii) tow (with such vehicle or omnibus) a trailer not exceeding\n10,000 pounds gross weight; and\n(c) at least nineteen years may -\n(i)\ndrive a motorcycle of an engine capacity exceeding 125\ncubic centimetres, a vehicle exceeding 33, 000 pounds\ngross vehicle weight, or an omnibus that can carry in excess\nof 40 passengers (that is, driver\u2019s licence groups 1A and 4);\nor\n(ii) tow with a motorcycle, vehicle or omnibus referred to in\nsub-paragraph (1) a trailer exceeding 10, 000 pounds gross\nweight (that is, driver\u2019s licence group 4).\n(2) A person of any age may, if permitted by the Commissioner, drive an\ninvalid carriage or a special vehicle.\n7.\n(1) The \u201cL\u201d plates shall be in the form set out in Schedule 4.\n(2) \u201cL\u201d plates shall be prominently displayed on the front and rear of a\nvehicle only when such vehicle is being driven by the holder of a learner\u2019s\nlicence.\n8.\n(1) In addition to the requirements of paragraph (2), an applicant for a\ndriving test shall satisfy the examiner that he is capable of driving the class of\nvehicle in respect of which he is seeking a licence and in particular, but without\nlimiting the generality of this requirement, that he -\n(a) can read in good daylight (with the aid of glasses or contact\nlenses, if worn) a registration plate fixed to a vehicle at a distance\nof 60 feet;\nAge qualifications\n\u201cL\u201d plates\nSchedule 4\nDriving test\n\nThe Traffic Regulations, 2012\n\n6\n(b) can start the vehicle from rest smoothly and efficiently and\nmaintain it on an accurate course as directed by the examiner;\n(c) can make turns to the right and left with accuracy and without\nendangering other road users;\n(d) can stop the vehicle smoothly and efficiently at various speeds\nand make emergency stops;\n(e) can operate all the controls of the vehicle efficiently and with\nsafety;\n(f)\ncan drive and turn the vehicle in reverse accurately and\nsmoothly, if the vehicle is capable of being reversed;\n(g) can stop and start the vehicle on gradients;\n(h) can turn the vehicle completely about by the use of forward and\nreverse gears within a reasonable compass;\n(i)\ncan make such other normal manoeuvres as the examiner shall\ndirect; and\n(j)\nis familiar with the road code and generally with the provisions\nof the Law, particularly sections 67 to 73.\n(2) An applicant shall be required to pass a test of driving theory to\nascertain whether he has the knowledge required of him by paragraph (j) and to\nanswer at least eighty per cent of the questions correctly.\n(3) The test of driving theory shall -\n(a) consist of 40 questions, the questions being in either a multiple\nchoice or multiple response form or such other form as the\nDirector may determine; and\n(b) last for 40 minutes or for such period as may be approved by the\nDirector.\n(4) In the case of an application to ride a motor cycle of an engine\ncapacity exceeding 125 cubic centimetres, in addition to the requirements of\nparagraph (1), the applicant shall be required to -\n(a) produce to the examiner proof that he holds a full Group 1\nlicence for a motor cycle of an engine capacity not exceeding\n125 cubic centimetres and has successfully completed a basic\nrider-safety course approved by the Director; or\n(b) produce to the examiner proof that he has held a full Group 1\nlicence for a motor cycle of an engine capacity not exceeding\n125 cubic centimetres for a period not exceeding one year prior\nto his application and successfully complete a basic rider-safety\ncourse approved by the Director.\n\nThe Traffic Regulations, 2012\n\n7\n(5) In the case of an application for a driver\u2019s licence Groups 1 and 1A, in\naddition to the requirements of paragraph (1), the Director may require proof that\nthe applicant has successfully completed a basic rider-safety course approved by\nthe Director for that group of driver\u2019s licence.\n(6) In the case of an application for a driver\u2019s licence in Groups 3 and 4,\nin addition to the requirements of paragraph (1), the Director may require proof\nthat the applicant has completed a course approved by the Director for that group\nof driver\u2019s licence.\n(7)  In the case of an application under sections 28 and 29 of the Law to\ndrive, the applicant shall be required to pass a written examination to ascertain\nwhether he has the knowledge required of him by paragraph (1)(j) and to answer\nat least eighty per cent of the questions correctly.\n9.\nThe photograph to appear on a licence shall be unmounted and taken full\nface without headwear and measure not more than 1 inch by 1 and \u00bd inches.\n10. (1) School crossing wardens shall wear a high-visibility rectro-reflective\nouter garment, vest, shirt or rainwear.\n(2) The traffic signs, signals, road markings, lights or other means of\ndemarcating the school zone at each of its entrances and exits shall be contained\nin the Road Code prescribed by the Traffic Control Regulations, 2012.\n(3) The speed limit for school zones is 15 miles per hour when -\n(a) amber lights are flashing; or\n(b) road markings or signs are posted.\n11. (1) A vehicle used on the road, other than a special vehicle specifically\nexempted by the Commissioner under paragraph (5), or a vehicle to which\nparagraph (6) applies, shall be fitted with tyres that comply with this regulation\nand for this purpose a spare tyre shall be considered as fitted.\n(2) A tyre shall not be fitted to a vehicle if -\n(a) the tyre has a cut in excess of 25mm (one inch) or 10% of the\nsection width of the tyre, whichever is smaller, measured in any\ndirection on the outside of the tyre and deep enough to reach the\nply or cord;\n(b) the tyre has a lump, bulge or tear caused by separation or partial\nfailure of its structure;\n(c) the tyre has any of the ply or cord exposed;\nPhotographs\nSchool crossings:\nwardens and speed\nTyres\n\nThe Traffic Regulations, 2012\n\n8\n(d) the base of a groove which showed in the original tread of the\ntyre is not clearly visible and either -\n(i)\nthe groove of the tread pattern has a depth of at least one\nmillimetre around the circumference of the tyre and across\n75 percent of its breadth of the tyre; or\n(ii) the groove of the original tread pattern of the tyre does not\nextend beyond 75 percent of the breadth of the tread; or\n(e) the tyre is not in a condition that makes it fit for the use to which\nthe vehicle or trailer is being put or has a defect which might\ncause -\n(i)\ndamage to the surface of the road;\n(ii) injury to persons on or in the vehicle; or\n(iii) injury to other persons using the road.\n(3) Tyres on the same axle shall be of similar tread design.\n(4) Tyres of different sizes shall not be fitted on a vehicle unless the\nvehicle is designed or manufactured to use those different sizes.\n(5) The Commissioner may exempt a specific special vehicle or class of\nspecial vehicle from the provisions of this regulation.\n(6) The requirements of this regulation do not apply -\n(a) in the case of an emergency; or\n(b) where a spare tyre is being used in accordance with the\nmanufacturer\u2019s recommendation.\n12. A vehicle other than a special vehicle specifically exempted by the Director\nor a trailer of a capacity not exceeding 4,000 pounds shall have two independent\nbraking systems in good working order, one of which is capable of being\noperated while the vehicle is stationary, and the other capable of bringing the\nvehicle to a halt within 50 feet when travelling at 25 miles per hour.\n13. (1) No vehicle other than an emergency vehicle shall be equipped with -\n(a) an external light of any colour other than white, red or amber\nunless approved in writing by the Director after consultation with\nthe Commissioner;\n(b) a light other than a headlight which is capable of having its beam\nmoved while the vehicle is in motion unless approved in writing\nby the Director after consultation with the Commissioner; or\n(c) a light other than a headlight, stop light, hazard warning light or\nturn signal having an output in excess of 7 watts.\nBrakes\nLights\n\nThe Traffic Regulations, 2012\n\n9\n(2) For the purpose of this regulation -\n(a) a headlight is a light (carried at the front of a vehicle) capable of\nbeing dipped to the left when the vehicle is in motion;\n(b) a front position light is one of a pair of white or amber lights\nplaced on each side of the front of a vehicle;\n(c) a rear light is a red light placed at the rear of a vehicle;\n(d) a brake light is a red light placed at the rear of a vehicle which\nbecomes illuminated or the illumination of which becomes\nintensified when a brake of the vehicle is activated, so as to be\nclearly visible by day and by night;\n(e) a reverse light is a white light placed at the rear of a vehicle\nwhich becomes illuminated only when the vehicle is engaged in\nreverse gear;\n(f)\na hazard warning light is a pulsating red or amber light designed\nto be used only for the purpose of giving warning of a road\nhazard in connection with the vehicle to which it is fitted;\n(g) a reflector is a device for reflecting in red or amber the beam of a\nlight turned in its direction;\n(h) a registration plate light is a light illuminating the rear\nregistration plate of a vehicle at night time so as to render it\nreadable at a distance of 30 feet; and\n(i)\na turn signal is a pulsating or flashing amber or red light placed\nat each side of a vehicle for the purpose of indicating that such\nvehicle is about to turn in the direction of the side where such\nlight is made to flash and designed so as to be clearly visible by\nday as well as by night.\n(3) No red light of any kind shall be displayed at the front of a vehicle.\n(4) No white light of any kind other than a reverse light or a registration\nplate light shall be located at the rear of a vehicle.\n(5) Subject to regulation 23, no amber light of any kind other than a turn\nsignal or hazard warning light shall be located or displayed so as to be visible\nfrom the rear of a vehicle.\n(6) The following are the minimal lighting requirements for the following\nvehicles -\n(a) a pedal cycle shall have a forward facing light capable of\ndisplaying a white light to the front of the pedal cycle, a rearward\nfacing light capable of displaying a red light to the rear of the\npedal cycle and a rearwards facing reflector, and the lights shall\n\nThe Traffic Regulations, 2012\n\n10\nmake the pedal cycle clearly visible in the night from a distance\nof 50 yards;\n(b) a motorcycle shall have at least one head light in front and a rear\nlight, reflector, brake light and registration plate light at the rear,\nand shall have turn signals so placed as to be clearly visible from\nthe front and rear of the motor cycle when in operation by night\nand by day, and each pair of lights shall be of equal candle\npower;\n(c) a vehicle other than a motorcycle, an invalid carriage or special\nvehicle shall have one pair of sidelights and not less than one or\nmore than two pairs of headlights at the front, two rear lights,\ntwo reflectors, two brake lights placed on each side of the vehicle\nand a registration plate light at the rear and shall have turn\nsignals so placed as to be clearly visible from the front and rear\nof the vehicle when in operation by night and by day, and each\npair of lights shall be of equal candle power;\n(d) a special vehicle or an invalid carriage shall be equipped with\nsuch\nlights\nas,\nnotwithstanding\nthese\nregulations,\nthe\nCommissioner, after consultation with the Director, may\nspecifically require;\n(e) an emergency vehicle shall be equipped with such additional\nlights as the Commissioner, after consultation with the Director,\nmay specifically require and, in addition, may carry a blue\nrotating, flashing or pulsating light to give warning in every\ndirection of its presence and its movements;\n(f)\na trailer shall display a sidelight on each side which is visible, a\nrear light, a reflector, a brake light placed on each side of the\ntrailer at the rear and a registration plate light at the rear and shall\nhave turn signals at the rear of the trailer and all lights shall be\nclearly visible when operated by day or night; and\n(g) the official vehicle driven or used by the Premier or Deputy\nPremier, Judges, Magistrates, the Speaker of the Legislative\nAssembly, visiting Official Dignitaries, Members of Cabinet and\nthe Hazard Management Department shall be equipped with such\nlights as the Director may authorise and in addition may carry a\nblue or amber rotating, flashing or pulsating light.\n(7) A person who contravenes this regulation commits an offence and is\nliable to the general penalty specified in section 138 of the Law.\n14. (1) A vehicle shall be equipped with means of giving audible warning of\nits presence.\nHorns and other audible\nwarning devices\n\nThe Traffic Regulations, 2012\n\n11\n(2) Only an emergency vehicle may be equipped with a gong, bell, siren\nor any device capable of giving two or more different sounds in succession.\n(3) A vehicle in excess of eight thousand five hundred pounds maximum\ngross weight shall be equipped with an audible warning device to warn of its\npresence while reversing.\n15. A vehicle shall have at least two driving mirrors so placed that the person\ndriving it has a clear view of traffic approaching from the rear.\n16. (1) A vehicle propelled by an internal combustion engine shall be fitted\nwith a silencer complying with the manufacturer\u2019s specifications and no person\nmay modify a silencer so as to increase the noise of escaping exhaust gas.\n(2) Silencers shall be maintained in a leak-proof condition and in sound\nmechanical order.\n17. (1) A vehicle or a trailer drawn by a vehicle and all parts and accessories\nof the vehicle and trailer, including the weight, distribution, packing and\nadjustment of the load, shall be in such condition that no danger or nuisance is\ncaused or is likely to be caused to any person or property.\n(2) In complying with paragraph (1), where the load of a vehicle or trailer\nincludes passengers, account shall be taken of the number of passengers carried\nby the vehicle or trailer and the manner in which they are carried in or on such\nvehicle or trailer.\n(3) No vehicle may carry passengers in excess of the number -\n(a) specified by the manufacturer;\n(b) stated in the registration document; or\n(c) authorised  by the Director.\n(4) The load carried by any vehicle or trailer shall at all times be so\nsecured and restrained to prevent movement of the load in transit and be in such a\nposition, that neither danger nor nuisance is caused or likely to be caused to any\nperson or property by reason of the load or any part of it falling or being blown\nfrom the vehicle or by reason of any movement of the load or any part of it in\nrelation to the vehicle.\n(5) A person who uses, causes or permits to be used on a road a vehicle or\ntrailer in contravention of this regulation commits an offence and is liable on\nsummary conviction to a fine of four hundred dollars or to imprisonment for a\nterm of six months, or to both.\nDriving mirrors\nSilencers\nUnsafe loading\n\nThe Traffic Regulations, 2012\n\n12\n18. (1) A vehicle carrying an overhanging load shall mark such load -\n(a) by day, with a red flag at least one foot by one foot in size at\neach point where such load projects outside the profile of the\nvehicle; and\n(b) by night, with a white light to the front, a red light to the rear and\nan amber light to the sides at each point where such load projects\nbeyond the profile of the vehicle.\n(2) Where the overhanging load projects beyond three feet over any side\nof the vehicle, the vehicle shall be accompanied by a police escort at a time and\ndate approved in advance by the Commissioner.\n(3) A person who wishes to obtain the Commissioner\u2019s approval shall\nmake a written request not less than forty-eight hours in advance and pay the\nprescribed fee.\n19. A vehicle or pedal cycle capable of travelling under its own power at a\nspeed in excess of fifteen miles per hour shall be fitted with a speedometer\nclearly visible to the driver and indicating to him the rate of travel of the vehicle\nin miles or kilometres per hour, up to its maximum designed speed, with an\naccuracy of not less than ninety per cent.\n20. (1) Subject to paragraph (3), a person shall not use or drive a vehicle on a\nroad specified by the Traffic Management Panel by notification in the Gazette\notherwise than in the direction so notified.\n(2) A person who contravenes this regulation commits an offence and is\nliable on summary conviction to a fine of five hundred dollars or to imprisonment\nfor a term of twelve months, or to both.\n(3) Nothing in paragraph (1) applies to anything done with the permission\nof a constable in uniform or any other authorized person who may be engaged in\nthe regulation of traffic or so as to prevent a vehicle complying with any\ndirection of such a constable or person.\n21. (1) The Traffic Management Panel may, by notification in the Gazette,\nestablish speed limits for any area but may establish lower limits and impose\nother conditions upon a class of vehicle.\n(2)  A person who contravenes a speed limit or other condition determined\nunder paragraph (1) commits an offence and is liable to the penalty set out in\nsection 138 of the Law.\nOverhanging loads\nSpeedometers\nOne way roads\nSpeed limits and other\nconditions\n\nThe Traffic Regulations, 2012\n\n13\n22. The Commissioner shall, by notification in the Gazette, approve a speed\nmeasuring device.\n23. (1) The Commissioner, after consultation with the Director, may, by\nnotification in the Gazette, disapprove of any crash helmet, driving mirror,\nwindscreen wiper, horn, light, speedometer or other piece of equipment for use\non a vehicle if it appears that such piece of equipment is -\n(a) unsafe;\n(b) likely to be a nuisance to the public; or\n(c) inadequate for the purpose for which it appears to be intended,\nand such disapproved piece of equipment shall not be used or carried in, or\nannexed to, any vehicle, neither shall it be installed, imported into or sold in the\nIslands for use with a vehicle.\n(2) A vehicle imported into or used in the Islands which would otherwise\nbe likely to cause interference with radio reception by the public shall be\nequipped with effective radio interference suppressors.\n(3) Anything affixed to, or built into, the windscreen or any window of a\nvehicle whereby the degree of light transmission in either direction is diminished\nbelow that which is specified in sub-paragraphs (b) and (c) is declared to be\nunsafe and for the purpose of paragraph (1)(a), is expressly disapproved but -\n(a) the front windscreen of a vehicle, which shall be of glass,\nwhereby the degree of light transmission in either direction is not\nless than 70 per cent, may have, at the top, a strip of tinted glass\nof any degree of light transmission, not exceeding 6 inches in\nwidth, measured from the top of the windscreen;\n(b) front side windows (that is, windows forward of the vertical\nplane immediately behind the driver\u2019s seat) shall, if tinted, allow\na minimum of 35 per cent of light transmission whether the glass\nis tinted by the manufacturer or by any other person; and\n(c) rear windscreen and rear side windows (that is, windows rear of\nthe vertical plane immediately behind the driver\u2019s seat) may\nallow less than the 35 per cent of light transmission only if fitted\nby the manufacturer, as standard equipment, and all other tint\napplied to the rear windscreen and rear side windows shall allow\na minimum of 15 per cent light transmission;\n(d) the Director, after consultation with the Commissioner, may, in\nthe public interest or for other operational or medical reasons,\nexempt vehicles from sub-paragraphs (b) and (c).\nRadar speed meters\nDisapproval of\naccessories\n\nThe Traffic Regulations, 2012\n\n14\n(4) The degree of light transmission through the glass windows of\nvehicles shall be determined by means of a device approved by the Director and\nevery such approval shall not enter into force until it has been notified in the\nGazette.\n(5) A person shall not carry in a vehicle a device or thing, not being part\nof the normal equipment of that vehicle, which is capable of impeding, balking or\nfrustrating the purpose of any radar speed meter as defined in section 92(3) and\n(4) of the Law or the mechanical or running, efficiency of any police equipment\nor vehicle.\n(6) A person who contravenes this section or anything prohibited pursuant\nto the exercise of a power under this section commits an offence and is liable to\nthe general penalty specified in section 138 of the Law.\n24\n(1) A person who is driving or riding a motorcycle, scooter or moped on a\nroad or carriageway shall wear a crash helmet of a type approved by the Director\nand whose specifications are published in the Gazette.\n(2) A person who contravenes paragraph (1) commits an offence and is\nliable to the penalty set out in section 138 of the Law commits an offence.\n25\n(1) The Director may enter into the register a lien that has been put on any\nvehicle and where a lien is entered, the registered owner shall not be changed\nwithout the prior written consent of the person who holds the lien.\n(2) Where a change in the registered owner is made despite a lien being\nregistered, the new purported registration shall not be capable of effecting the\ntransfer to any party including a third party purchaser without actual notice.\n(3) A person who, without the prior written consent of the owner, sells or\nattempts to sell a vehicle licensed under this Law knowing or having reason to\nbelieve that the vehicle is subject to a lien in favour of a third party commits an\noffence and is liable on summary conviction to a fine of one thousand dollars or\nto imprisonment for a term of twelve months, or to both.\n26. (1) Where a driver of a vehicle uses a towing device for the purpose of\ntowing another vehicle, such device -\n(a) shall not exceed 15 feet in length; and\n(b) shall be marked with pieces of red cloth or by some other means\nso as to render it clearly visible to other road users.\nCrash helmets\nLiens\nTow ropes\n\nThe Traffic Regulations, 2012\n\n15\n(2) A person who contravenes paragraph (1) commits an offence and is\nliable to the penalty specified in section 138 of the Law.\n27. (1) The fees set out in paragraphs (3) to (5) are prescribed for Grand\nCayman in connection with inspection, registration, licensing and items under the\nLaw.\n(2) Subject to paragraph (6), the fees
