These regulations may be cited as the Electricity Regulations (2011 Revision). 2. Definitions 2. In these regulations \u2014 \u201caccessory\u201d means a device such as an adapter cut-out, plug or socket which is associated with wiring, fitting, switchboards or appliances; but does not include a switchboard, fitting or appliance as herein specifically defined; \u201capproved\u201d means approved by the Electrical Inspectorate; \u201carmoured cable\u201d means a cable provided with a metallic covering of wires or tapes as a protection against mechanical injury; \u201cauthorised Inspector\u201d means an Electrical Inspector authorised in writing under the Law; \u201cBoard\u201d means the Electrical Board of Examiners appointed under section 6 of the Law; \u201cBritish Standard Specification\u201d means a specification issued under that name by the British Standards Institution, and includes all supplements, Regulation 2 amendments and additional British Standards which may, from time to time, be issued in connection therewith; \u201cbuilding permit\u201d means a permit issued under the Building Code Regulations (2006 Revision); \u201ccable\u201d means one or more conductors whether with or without insulating covering and with or without protective coverings; \u201cCentral Planning Authority\u201d means the body established under section 3 of the Development and Planning Law (2011 Revision); \u201cconsumer\u201d means any person supplied or entitled to be supplied with electricity by licensees; \u201celectrical contractor\u201d means a person who undertakes or contracts or engages in business in electrical work of any nature; \u201celectrical hazard\u201d means danger to life and\/or property from electrical energy; \u201cfixed wiring\u201d means all conductors forming part of the electrical installation between the place of entry at which supply is obtained and any point of outlet; \u201cfuse-link\u201d means the actual wire or strip of metal in a cut-out or other device which is intended to be fused by an excessive current; \u201cgrounded\u201d means connected to the general mass of earth in such a manner as will ensure at all times the immediate discharge of electrical energy without electrical hazard; \u201cinflammable\u201d means capable of being readily ignited; \u201clive\u201d or \u201calive\u201d in relation to a conductor, means its condition when a potential difference exists between it and ground; \u201cN.E.C.\u201d means the National Electrical Code published by the National Fire Protection Association in the United States of America and current at any time; \u201cnon-reversible\u201d in respect of any accessory device in the nature of an adapter, or a plug and socket, for connecting apparatus, means so constructed and installed that the respective conductors between such adapter, or plug, and the device are always connected to the same pole, phase, neutral or earthed conductor, as the case may be; \u201cpoint\u201d means a point on the wiring system at which current is taken to supply lamps, heaters, motors and current-using devices generally; \u201cpremises\u201d includes any land owned or occupied by a licensee or consumer, as the case may be, on which electrical energy is generated, transmitted or used; \u201cP.V.C.\u201d means polyvinyl-chloride compound; Regulation 3 \u201csource of supply\u201d means either the generating station, substation or transformer, as the case may be, which is the source of the electrical energy at the voltage at which it is delivered to the consumer; and \u201cswitchgear\u201d means any apparatus for controlling the distribution of electrical energy, for controlling or protecting electrical circuits machines or other apparatus. PART II - Application, Modification and Exemption\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_3\", \"num\": \"3.\", \"text\": \"Application 3. (1) Subject to section 3, these regulations apply to all electrical installations connected with any source from which electrical energy is available: Provided that nothing herein contained applies to any electric line or work which is an installation \u2014 (a) on any vessel or vehicle used for transport purposes with the exception of mobile homes or recreational vehicles; (b) of communication equipment under the exclusive control of communication utilities, located outdoors or in building spaces used exclusively for such installations; or (c) under the exclusive control of electric utilities for the purpose of communication or metering; or for the generation, control, transmission and distribution of electric energy located in buildings used exclusively by utilities for such purposes or located outdoors on property owned or leased by the utility or on public highways, streets, roads, etc., or outdoors by established rights over private property. (2) Additions and alterations to existing installations are deemed to be new installations, and these regulations apply to all work done in connection with such additions and alterations.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_4\", \"num\": \"4.\", \"text\": \"Connection, inspection and testing, etc. 4. (1) Subject to subregulation (2), where a licensee is empowered to supply electrical energy to any consumer, such licensee shall not connect with such supply any new installation on a consumer\u2019s premises unless such installation or any completed part thereof has been inspected, tested and certified under regulations 55 and 56. (2) An authorised inspector may authorise a temporary connection pending an inspection, provided that the tests prescribed by regulations 51 and 55 have (where applicable) been satisfied, and that such temporary connection is made for a period not exceeding three months. Regulation 5\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_5\", \"num\": \"5.\", \"text\": \"Hazardous installations 5. No licensee shall connect, supply or continue to supply electrical energy to any existing installation connected with such licensee\u2019s lines unless every part of such installation is free from electrical hazard.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_6\", \"num\": \"6.\", \"text\": \"Compliance with regulations 6. Where any installation and all appliances connected therewith comply with the requirements of these regulations, the licensee shall not, without the written permission of the Inspectorate, refuse or fail to supply such installation on the ground only that the installation or any appliance therewith constitutes an electrical hazard.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_7\", \"num\": \"7.\", \"text\": \"Supply authority as consumer 7. In any case where the licensee is also the consumer of the electrical energy supplied by it, the conditions imposed by regulations 3 and 4 shall apply to it in its capacity as licensee as if it were supplying energy to a consumer other than itself.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_8\", \"num\": \"8.\", \"text\": \"Persons to be licensed 8. (1) No person other than an electrical contractor licensed under the Law shall make, cause to be made or extend any installation of wires or fittings for electrical purposes. (2) Persons engaged in electrical work shall be classified in accordance with regulation 61.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_9\", \"num\": \"9.\", \"text\": \"Licences 9. For the purpose of obtaining a licence, persons shall be subject to the requirements of regulations 57 to 61.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_10\", \"num\": \"10.\", \"text\": \"Existing permits, approval, etc. 10. Permits, approvals, requirements and authorisations, and generally all acts of authority which subsist at the 10th October, 1977 take effect for the purposes of these regulations as fully and effectually as if they had originated under these regulations and are deemed so to have originated.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_11\", \"num\": \"11.\", \"text\": \"Material in stock, etc. 11. (1) Nothing in these regulations prohibits the sale, installation or use of anything thereby affected which was in the Islands, in transit in the Islands or the subject of an irrevocable order by a person in the Islands at the 10th October, 1977 provided that it is free from electrical hazard and either conforms with or is approved under the Law. Regulation 12 (2) The Inspectorate may, by giving not less than six months\u2019 notice in the Gazette, require that material which does not comply with the requirements or these regulations, be used only in certain specified places and have affixed, before sale or installation, an official transfer issued by the Inspectorate. (3) In the event of any dispute as to whether the material was in the Islands, in transit to the Islands or the subject of an irrevocable order by a person in the Islands on the 10th October 1977, the onus of proof is on the person making the claim.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_12\", \"num\": \"12.\", \"text\": \"Modification of requirements 12. (1) If the Inspectorate, upon application being made in writing by any person proposing to make any new installation, alteration or addition to an existing installation, is satisfied that strict compliance with these regulations would involve expenditure out of proportion to the freedom from electrical hazard to be secured thereby it may modify them if satisfied that freedom from electrical hazard can be secured in a more convenient manner. (2) Every such application shall be accompanied by a statement of the reasons why such modification is desired and the nature thereof, and by a statement or opinion by the licensee as to whether the application is a reasonable one and whether the modification would be safe. (3) In granting any such modification the Inspectorate shall specify what special work, if any, is required to be done to render the installation free from electrical hazard. (4) The Inspectorate may, at any time, rescind any modification if satisfied that the electrical hazard has thereby been unduly increased. 13. Changeovers 13. Where a licensee licensed under the Electricity Regulatory Authority Law (2010 Revision) proposes to change from one voltage or system to another, the permission of the Authority must first be obtained and, if granted, the Authority shall recommend to the Governor any modifications to these regulations in their application to the reconditioning of installations for the purpose of such change, and any modifications accepted by the Governor shall be published by notice in the Gazette. PART III - General\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_14\", \"num\": \"14.\", \"text\": \"Approval of other methods 14. The Authority may, from time to time, by notice in the Gazette, approve methods or types of construction or materials not especially provided for in these regulations and impose such conditions as appear necessary in that behalf. Regulation 15\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_15\", \"num\": \"15.\", \"text\": \"Prohibited work 15. (1) The Inspectorate may prohibit the installation and use of any appliance, apparatus, accessory, cable, fitting, machine, switchgear, switchboard, method or type of construction, or material or method of installation which in his opinion constitutes or may constitute an electrical hazard. (2) The premises of any business or institution which caters for the public or invites public attendance and complexes comprising multiple units must, if wired after 31st. December, 1978, and if capable of accommodating one hundred persons or more at any time, have an all conduit wiring system installed. (3) Where E.M.T. (Electrical Metallic Tubing) is used there must be a continuous ground wire run in the conduit along with the other conductors. (4) Where there is more than one metered supply to the same building, the metered circuits belonging to one consumer may not run through any switch or panel board of another consumer unless there is a separate compartment sealed off. In the absence of such separate compartment the circuit must run directly in conduit from the meter to the appropriate consumer\u2019s panel board.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_16\", \"num\": \"16.\", \"text\": \"Device and apparatus which do not comply 16. No person shall manufacture for sale, sell or offer for sale, and no person shall install or cause or permit to be installed or assist in installation on any premises any device or apparatus which does not comply with the requirements or which is not, the character specified by these regulations in respect of such device or apparatus. 17. Wiring which does not comply 17. No person shall install, cause or permit to be installed or assist in stalling on any premises any wiring which does not comply with the requirements or which is not of the character specified by these regulations in respect of such wiring.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_18\", \"num\": \"18.\", \"text\": \"Methods which do not comply 18. No person shall install, cause or permit to be installed or assist in installing on any premises any device or apparatus or wiring in a manner contrary to these regulations.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_19\", \"num\": \"19.\", \"text\": \"Uses prohibited 19. (1) No person shall use, maintain or cause or permit to be used or maintained on any premises any apparatus, device or wiring \u2014 (a) which does not comply with the requirements or which is not of the character specified by these regulations in respect of such apparatus, device or wiring; or (b) in a manner contrary to these regulations. Regulation 20 (2) No person shall knowingly continue to use, maintain or cause or permit to continue to be used or maintained for or in connection with the supply, distribution or consumption of electrical energy any device or apparatus or wiring or any part of an installation which has ceased to comply with the requirements or to be of the character specified by these regulations in respect thereof. The Inspectorate, if satisfied that any installation does not comply with these regulations, shall have the right to call on the licensee to disconnect such installation. (3) This regulation does not apply to any apparatus, device or wiring installed on any premises prior to the 10th October, 1977 provided it is in use at the premises where so installed and is free from electrical hazard.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_20\", \"num\": \"20.\", \"text\": \"Disputes 20. (1) A dispute between an electrical contractor or the Inspectorate and a licensee, or between an electrical contractor and the Inspectorate, regarding any technical interpretation or application of these regulations may be referred to the Inspectorate for adjudication whose decision is final. (2) A consumer to whose premises a licensee, in compliance with these regulations, refuses or discontinues a supply of energy who is aggrieved thereby may apply for his installation to be inspected and tested by the Inspectorate whose decisions are final.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_21\", \"num\": \"21.\", \"text\": \"Assembly and repair 21. No person shall assemble, wire-up or repair any electrical device or apparatus in a manner which contravenes these regulations.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_22\", \"num\": \"22.\", \"text\": \"Reporting of accidents 22. If an accident of an electrical nature causes or is likely to cause loss of life the licensee shall give immediate notice thereof to the Authority and to the Inspectorate. 23. Service of notices 23. Notices or requisitions required to be served upon the Inspectorate under these regulations may be so served by being addressed to the Inspectorate and left at, or transmitted through the post to, the Inspectorate at the office of the Department of Planning, and notices required to be served upon a licensee or other person may be served by being addressed to such licensee or person and left at, or transmitted through the post to, his last known address. Regulation 24 PART IV - Penalties\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_24\", \"num\": \"24.\", \"text\": \"Dangerous operations 24. If it appears to the Board that a licensee has conducted works in a manner or of a nature which could constitute a danger to human life or safety or otherwise fails to comply with the Law or these regulations, the Board may suspend or revoke the licensee\u2019s licence.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_25\", \"num\": \"25.\", \"text\": \"Breach of licence conditions 25. If it appears to the Board that a licensee has failed to comply with any condition imposed in respect of any licence issued under these regulations, the Board may suspend or revoke any such licence.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_26\", \"num\": \"26.\", \"text\": \"Employment of unlicensed electricians 26. A person who employs an unlicensed person for carrying out electrical installations commits an offence and is liable on summary conviction to a fine of five hundred dollars.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_27\", \"num\": \"27.\", \"text\": \"Penal 27. A person who carries out electrical installations when not licensed under these regulations commits an offence and is liable on summary conviction to a fine of five hundred dollars and a penalty of one hundred dollars per day in the event of a continuing offence. 28. Offences re dangerous work 28. A person who carries out any electrical works or installations which constitutes a danger to human life or safety commits an offence and is liable on summary conviction to a fine of ten thousand dollars or to imprisonment for three months. PART V - Permits for Wiring Work\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_29\", \"num\": \"29.\", \"text\": \"Approvals 29. (1) Save as provided in regulations 42 to 44, no licensee shall, until he has obtained a building permit \u2014 (a) do any electrical wiring work; or (b) connect to any source from which electrical energy is available \u2014 (i) any electrical wiring; (ii) any electrical apparatus for use in any situation where a person touching it may under normal conditions simultaneously make contact with earth or earthed metal; or Regulation 30 (iii) electrical apparatus exceeding ten amperes in capacity. (2) Applications shall be accompanied by sketch plans and specifications and the plans shall include riser diagrams, floor plans, panel schedules, load calculations, circuits identification as well as a site plan showing the location of the utility company service. (3) The Inspectorate shall \u2014 (a) on receipt of an application to do any electrical wiring work, satisfy itself that any necessary permission to do the work under the Development and Planning Law (2011 Revision) has been obtained; or (b) on receipt of an application to make a connection to any source from which electricity is available, satisfy itself that any necessary permission under the Development and Planning Law (2011 Revision) has been obtained and any condition subject to which that permission was granted has been complied with, and shall refuse its approval if that permission has not been obtained or any such condition has not been complied with, as the case may be, but shall otherwise signify its approval or disapproval as soon as possible.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_30\", \"num\": \"30.\", \"text\": \"Work to begin within two months of approval 30. (1) Every approval under regulation 29 authorises the execution of the work only on condition that the work is commenced within two calendar months of the approval being granted and, if the work has not commenced within such period, the approval expires. (2) The applicant shall inform the Inspectorate of the date on which he intends to commence work.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_31\", \"num\": \"31.\", \"text\": \"Validity of approval 31. Every such approval shall be valid for a period not exceeding one year from the date of commencement of the work and the Inspectorate may extend such approval or, if satisfied that the licensee is in breach, may withdraw it.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_32\", \"num\": \"32.\", \"text\": \"Only one approval to be in force at a time 32. No approval shall be issued for any work in relation to which a previous approval is in force. Regulation 33\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_33\", \"num\": \"33.\", \"text\": \"Inspection after completion 33. (1) Persons who have carried out electrical wiring or installation shall, on completion of such work, notify the Inspectorate in writing that the work is completed and that the tests prescribed by regulations 49 to 54 (where applicable) have been satisfied, and request an inspection of the work. Such notice shall include the signature and registration number of the electrical workman in charge of the work along with a receipt from the Treasury for the appropriate sum paid in accordance with regulation 48. (2) Inspections are to be made at each floor level and no panels, conduit boxes or other electrical appurtenances may be covered or concealed until they have been approved. (3) Final inspection is to be made after the work is completed and the premises are ready for use or occupancy.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_34\", \"num\": \"34.\", \"text\": \"Temporary supply 34. A temporary supply consists of a service head, service mast and meter socket and is to be provided with a rain-tight safety switch, or enclosed circuit breakers with one or more receptacles mounted in a weather proof box situated on a pole or wall. The temporary supply is to be disconnected as soon as a permanent supply has been connected.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_35\", \"num\": \"35.\", \"text\": \"Temporary wiring 35. The Inspectorate may grant permission for temporary electrical wiring work, and such permission authorises the undertaking of the work referred to therein so that regulations 30 and 32 apply and also authorises the use and maintenance of such work for the period stated in such permit. No permits under this regulation shall be for a period exceeding three months from the date when the work is first connected with the source from which electrical energy is available.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_36\", \"num\": \"36.\", \"text\": \"Period for temporary wiring 36. The period for which any temporary electrical wiring may be used and maintained may, from time to time, be extended by successive permits each for a period not exceeding one month provided that the total period for which such work may be used and maintained does not (except in the case of temporary electrical wiring work used or maintained in connection with a building or works in course of construction) exceed six months from the date when the work was first connected with the source from which electrical energy is available.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_37\", \"num\": \"37.\", \"text\": \"Conditions for temporary wiring 37. Permits issued under regulation 35 may be subject to such written conditions, not in conflict with these regulations, as the Inspectorate thinks fit to impose. No person shall connect any temporary electrical wiring work with a source from which electrical energy is available until such work has been inspected and approved by an authorised Inspector as having been installed in accordance with these regulations and with the conditions, if any, set out in the permit.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_39\", \"num\": \"39.\", \"text\": \"Expiry of period 39. No person shall continue to use or maintain any temporary electrical wiring work after the expiration of the period authorised by a permit granted under these regulations.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_40\", \"num\": \"40.\", \"text\": \"Temporary wiring to be removed 40. On the expiration of the period during which any temporary electrical wiring work may lawfully be used and maintained pursuant to a permit granted under these regulations, the occupier of the premises on which such work is constructed shall forthwith have such work demolished and dismantled.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_41\", \"num\": \"41.\", \"text\": \"Dead and disused wire, etc. 41. All dead or disused conductors, accessories, appliances and apparatus \u2014 (a) which do not conform to these regulations, shall either be removed from the building or be rendered useless for electrical purposes to the satisfaction of an authorised Inspector; or (b) which conform to these regulations shall be maintained free from electrical hazard.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_42\", \"num\": \"42.\", \"text\": \"Emergency repair work 42. In any case of emergency due to a breakdown or other accident, a person licensed to do electrical wiring work may, without first obtaining a permit as required by these regulations, begin any work necessary to repair or make safe the installation: Provided that a person who begins any such work shall notify the Inspectorate within forty eight hours after such work begins.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_43\", \"num\": \"43.\", \"text\": \"Licensee as consumer or contractor 43. Notwithstanding the terms of any licence issued under the Electricity Regulatory Authority Law (2010 Revision) or any regulation to the contrary, in any case where a licensee under that Law is also a consumer of electrical energy supplied by such licensee or is the electrical contractor for any electrical wiring work, unless the Authority directs otherwise, these regulations shall apply. Regulation 44 44. Private plants 44. Where electrical energy is generated upon a consumer\u2019s premises or is obtained from a privately owned plant no person shall, until he has obtained written permission from the Inspectorate \u2014 (a) commence or undertake any electrical wiring work; or (b) connect to any source from which electrical energy is available \u2014 (i) any electrical wiring work; (ii) any electrical apparatus intended to be used in any situation where the person touching it, may under normal conditions, simultaneously make contact with earth or earthed metal; or (iii) electrical apparatus exceeding ten amperes in capacity. PART VI - lnspection and Fees\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_45\", \"num\": \"45.\", \"text\": \"Manholes 45. Manholes shall be provided in ceilings to facilitate access to the roof of all buildings for the purpose of inspection.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_46\", \"num\": \"46.\", \"text\": \"Traps 46. Traps shall, where practicable, be provided at all inspection fittings and drawn-in boxes, and such traps shall be securely fastened by means of screws.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_47\", \"num\": \"47.\", \"text\": \"Admission to premises 47. (1) An authorised Inspector may, at any time between 9:00 a.m. and 5:00 p.m. on any day other than a Sunday, upon production of his authority, demand admission to the premises of any consumer for the purpose of ascertaining whether these regulations have been complied with. (2) The consumer shall render such person every reasonable facility for inspecting and testing the installation. (3) If a consumer refuses to admit such person during such hours, the licensee shall, on demand in writing by the Inspectorate, discontinue to supply electrical energy to such consumer. 48. Inspection and fees 48. (1) Application for inspection shall be made on the prescribed form and submitted to the Inspectorate. (2) The application form shall contain details of the installation, the full address of the building or premises where the work has been done, the name of the occupier and the signature of the licensed electrician who has done the work. Regulation 49 (3) In the event of an installation failing the test, a new application shall be made. (4) The fees to be charged in connection with the licensing of persons and the inspection of work under the Law or these regulations are \u2014 (a) For the examination of \u2014 Electrical engineer $25 Master electrician $25 Electrician $25 Wireman $25 (b) For registration of licence \u2014 Electrical engineer $300 Master electrician $250 Electrician $175 Wireman $100 Lineman $175 Apprentice $35 (c) For renewal of registration of licence \u2014 Electrical engineer $300 Master electrician $250 Electrician $175 Wireman $100 Lineman $175 Apprentice $35 (5) A re-inspection fee of one hundred dollars shall be charged for the reinspection of any work if, in the opinion of the Chief Building Control Officer, a person making a request for inspection of the work has not, at the time of inspection, completed the work. PART VII - Testing\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_49\", \"num\": \"49.\", \"text\": \"Testing of installations, etc. 49. On completion of every wiring work or installation there shall be carried out the following insulation resistance tests with a direct current voltage in each case of not less than twice the voltage to which the circuits will normally be subject, provided that in the case of medium voltage (250v to 650v) circuits, the test voltage need not exceed 500 volts \u2014 Regulation 50 (a) where a test is desired of the permanent wiring before any fitting, accessories, appliances or lamps are installed, the conductors shall be connected together so as to ensure that all parts of every circuit are simultaneously tested; the test shall be made between conductors as a whole and ground: Provided that such test shall be deemed to be satisfied if the insulation resistance is not less in megohms than the result of dividing the number 100 by the outlets (points and switch positions) from the fixed wiring; (b) (i) a test of the completed installation or an addition to or alteration of an existing installation with all fuse-links in place, all switches in the \u2018on\u2019 position (including the main switch, if practicable) and all lamps in position; the test shall be made between conductors as a whole and ground: Provided that such test shall be deemed to be satisfied if the insulation resistance is not less in megohms than the result of dividing the number 50 by the number of outlets (points and switch positions) from the fixed wiring; (ii) control rheostats, heating, cooking and power appliances and outdoor electric signs may be disconnected from the circuits during the test, in which case the insulation resistance between the case or frame-work and all live parts of each such rheostat, appliance and sign shall be tested: Provided that such test shall be deemed to be satisfied if the insulation resistance is not less than half megohm; (c) where a whole installation is being tested a lower value than that given by the formula above subject to a minimum of two megohms is acceptable; and (d) where practicable there shall be a test between conductors: Provided that such test shall be deemed to be satisfactory if the insulation resistance is not less than two megohms.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_50\", \"num\": \"50.\", \"text\": \"Continuity 50. There shall be the following continuity tests of every wiring installation \u2014 (a) a test between the connection to ground and any other part of the completed installation in all cases where metal conduits, metallic sheathed cables or armoured cables which have no other metallic sheath are used; and (b) a test between the connection to ground and any part of any grounding lead: Regulation 51 Provided that each such test shall be deemed to be satisfied if the electrical resistance of such conduit sheathing or grounding-lead does not exceed two ohms.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_51\", \"num\": \"51.\", \"text\": \"Position of s.p. switches 51. A test shall be made on every wiring installation to verify that no single pole switch or circuit-breaker has been fitted in any neutral conductor or ground conductor and, in the case of a non-grounded two-wire system, that every such switch or circuitbreaker is fitted in the same conductor throughout. This test shall not apply to a switch mounted on a portable appliance or to ground fault circuit interrupters.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_52\", \"num\": \"52.\", \"text\": \"Non-reversible plug sockets 52. A test shall be made of every two-pin non-reversible type plug socket and every three-pin plug socket to verify that the conductors have been connected in accordance with the appropriate provisions of the N.E.C.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_53\", \"num\": \"53.\", \"text\": \"Ground resistance tests 53. Ground resistance tests will be made in accordance with the appropriate provisions of the N.E.C. 54. Moulded insulation 54. All moulded insulating material shall be capable of withstanding the tests prescribed by the appropriate current edition of the British Standard Specification or equivalent standard. PART VIII - Certification\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_55\", \"num\": \"55.\", \"text\": \"Issue of certificate 55. (1) After having inspected any electrical wiring work or installation, the authorised Inspector, if satisfied that the work has been carried out in accordance with these regulations, shall certify in writing to the licensee, or, where there is no such licensee, then to the party responsible for the supply of electrical energy, that he has duly inspected such work and that the tests are satisfactory, and that to the best of his knowledge and belief the installation may be safely connected with the source from which electrical energy is available. Any authorised Inspector shall, at all times, have the right to inspect and test any electrical installation at his discretion. (2) Nothing in any such certificate shall relieve the owner or occupier of any premises from the obligation to bring any installation into conformity with these regulations if, on any subsequent inspection, any defects are discovered which render such installation electrically hazardous. Regulation 56 (3) Any certificate issued under subregulation (1) shall be delivered only to the licensee for the area concerned or to the party responsible for the supply of electrical energy, as the case may be, and shall, in no event, be handed or delivered to any other person or body. 56. Special connections 56. (1) Notwithstanding anything to the contrary in this Part, the Inspectorate may, in case of urgency, issue a permit authorising an installation to be temporarily connected with the source from which electrical energy is available notwithstanding that any one or more of the hereinbefore prescribed insulation resistance tests have not been satisfied: Provided that no such permit shall be granted unless the installation otherwise generally complies with these regulations and is in the opinion of an authorised Inspector to be reasonably free from electrical hazard; such permit shall be subject to the conditions set out in regulations 36 to 38. (2) On the expiration of the period or extended period for which temporary connection has been so authorised the installation shall be disconnected from the source from which electrical energy is available unless, before such expiration, an authorised Inspector has issued his certificate pursuant to regulation 55(1). PART IX - Licensing of Electrical Employees\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_57\", \"num\": \"57.\", \"text\": \"Qualification of licensees 57. (1) Every person requiring a licence authorising him to carry out electrical work of any nature shall make application for such a licence stating the category or type of licence he is applying for. Such application shall be made in writing to the Board and shall specify in full the name, age and address of the applicant, where he acquired his experience and the length of his experience together with satisfactory references as to his character and experience, together with a receipt from the Treasury for the fee required under regulation 48(4)(a). The Board, on being satisfied of the applicant\u2019s qualifications and fitness for a licence, shall issue a licence to such applicant subject to such terms and conditions as it deems fit. (2) For the purpose of subregulation (1), conditions which the Board may impose on a licence issued under subregulation (1) include but are not limited to \u2014 (a) a condition restricting the licence to a specified period of time; (b) a condition restricting the licensee to perform works for a specified electrical contractor; Regulation 58 (c) a condition restricting the licensee to perform certain specified works; and (d) any other condition which the Board may deem fit.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_58\", \"num\": \"58.\", \"text\": \"Duration of licences 58. Except where a period of time is specified under regulation 57(2)(a), every licence shall expire on the 31st of December after the date of issue.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_59\", \"num\": \"59.\", \"text\": \"Work undertaken to be in accordance with licence 59. No person shall carry out electrical work of any kind except under and in accordance with the terms and conditions of a licence issued under regulation 61.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_60\", \"num\": \"60.\", \"text\": \"Trading and supervision by non-licensees prohibited 60. (1) No person shall trade, contract or carry on business as an electrical contractor of any nature or employ staff for any such work unless he is licensed in that behalf by the Board and also holds a licence as an electrician or contractor under the Trade and Business Licensing Law (2007 Revision). (2) Qualification for an electrical contractor\u2019s licence shall be that the applicant is the holder of, or whose business is managed and supervised by the holder of, a valid licence under regulation 61(1)(a), (b) or (c) for a period exceeding two years immediately preceding the date of the application and who satisfies the Board that he is a suitable candidate for such licence. (3) Any licence issued under this regulation shall be subject to any condition imposed in respect of the applicant\u2019s licence issued under regulation 61.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_61\", \"num\": \"61.\", \"text\": \"Categories of licences 61. (1) Except as provided in regulation 62, every person carrying out electrical work shall be licensed in one of the following categories \u2014 (a) electrical engineer; (b) master electrician; (c) electrician; (d) wireman; (e) lineman; or (f) apprentice. (2) The qualification requirements for an electrical engineer\u2019s licence are \u2014 (a) corporate membership of the Institution of Electrical Engineers, or any other similar institution approved by the Board; (b) possession of an electrical engineering degree or similar qualification from a college or university approved by the Board; and Regulation 61 (c) at least five years\u2019 experience in the field of electrical engineering plus at least three years\u2019 subsequent experience in a position of responsibility. (3) The qualification requirements for a master electrician\u2019s licence are \u2014 (a) at least ten years\u2019 experience working as an electrician; (b) possession of an electrical engineering degree or similar qualification from a college or university approved by the Board; (c) evidence that the applicant has held an electrician\u2019s licence, issued in the Islands, for a period of at least four years; and (d) (i) evidence, to the satisfaction of the Board, of supervisory experience, experience in estimating quantities and costs of electrical installation materials, and experience in designing wiring installations in buildings to the specifications of engineers or architects; and (ii) a pass in the Master Electricians Trade Test which will be carried out by the Board. (4) Persons not qualified as required for an electrical engineer\u2019s or master electrician\u2019s licence may place a submission before the Board of Examiners seeking a licence as an electrical engineer or master electrician on grounds of experience and superior responsibility within the profession, and the Board may, at its discretion, grant such licence. (5) The qualification requirements for an electrician\u2019s licence are a pass of seventy per cent in the Electricians Trade Test which will be carried out by the Board, together with \u2014 (a) at least five years\u2019 experience working as a wireman; (b) possession of an electrical engineering degree or similar qualification from a college or university approved by the Board; or (c) evidence, to the satisfaction of the Board, of experience in commercial and residential electrical installation and design, but persons who satisfy the Board that during the two years immediately prior to the 10th October, 1977 they have worked as electricians in the Islands shall be exempted from such Trade Test but will be required to satisfy the Board that they are familiar with the Law and these regulations. (6) The qualification requirements for a wireman\u2019s licence are a pass of sixty per cent in the Electricians Trade Test which will be carried out by the Board, together with \u2014 (a) at least two years\u2019 experience working as an apprentice (and the applicant shall furnish a report from his employer indicating the length of the employment and the type of work performed); or Regulation 61 (b) evidence, to the satisfaction of the Board, of experience in commercial and residential electrical installation and design. (7) Except as provided in subregulations (9) and 9A, a person shall not be issued with any licence specified in subregulation (1) (nor, in the case of an electrician\u2019s or lineman\u2019s licence, even to sit the Electricians Trade Test) unless \u2014 (a) he possesses Caymanian status or is a permanent resident of the Islands with a right to work in the Islands; or (b) he is a spouse of a person possessing Caymanian status, who satisfied the Board that he has, in addition to the requirements specified in subregulations (5) and (6), two years\u2019 practical experience. (8) Exemption from the Trade Test may be granted at the discretion of the Board of Examiners provided that the applicant furnishes documentary evidence that he already possesses a licence which, in the opinion of the Board, has been issued by a statutory body requiring equivalent standards and qualifies under subregulation (7). (9) The Board may, in its discretion and subject to such terms and conditions as it thinks fit, grant a temporary licence (that is, a licence that allows the applicant to hold it during the currency of the occupation he is engaged in at the time he makes the application and the application is granted) if he furnishes to the Board documentary evidence to the effect that he already possesses a licence which, in the opinion of the Board, was issued outside the Islands by a statutory body requiring standards equivalent to standards required in the Islands, but such licence shall not be recognised for the purposes of regulation 60. (9A) The Board shall, upon the application of any person, permit that person to sit the Electricians Trade Test if \u2014 (a) immediately before the date of commencement of the Electricity (Amendment) Regulations, 2009 that person was not licensed under this regulation; and (b) at the time of the application, that person is in the employment of a licensed electrical contractor, and, where that person meets the qualification requirements to be licensed, the Board shall grant a temporary licence (that is, a licence that allows that person to hold it during the currency of the occupation he is engaged in at the time he makes the application and that application is granted). (10) A lineman may carry out work on power, telephone, wireless or television pole lines or masts and associated fittings with conductors attached thereto, providing that at all times he is in the employment of a licensed electrical Regulation 62 contractor or licensee and working under the said contractor\u2019s or licensee\u2019s direct instructions. (11) Qualifications for such licenses shall be by approval of the Board of Examiners who, at their discretion, may grant a licence to the applicant providing they are satisfied with \u2014 (a) his past experience as a lineman or trainee lineman for a continuous period of employment of at least three years; (b) his knowledge of line erection, line maintenance and elementary electrical principles; and (c) his knowledge of safety precautions. (12) The Board of Examiners may, at their discretion, grant a total exemption from examination provided that the applicant has had at least seven years\u2019 experience of continuous employment, has held a senior grade position in overhead linework and furnishes a letter of support from a qualified electrical engineer. (13) An apprentice may only carry out electrical work under the direct supervision of a licensed electrical workman, and such work shall be subject to any condition or limitation imposed in respect of that workman\u2019s licence.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_62\", \"num\": \"62.\", \"text\": \"Work teams licensees 62. Electrical work may be carried out only by licensed electricians, each of whom may be assisted by one apprentice and three wireman.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_63\", \"num\": \"63.\", \"text\": \"Supervision by licensees essential 63. An apprentice shall, at all times, work under the supervision of and in the presence of a licensed electrician or licensed electrical engineer. 64. Unauthorised work to be stopped 64. Regulation 62 requires that any work undertaken by persons other than those described shall be stopped until the required number of licensed workmen are engaged. PART X - Miscellaneous\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_65\", \"num\": \"65.\", \"text\": \"Application of the U S N.E.C. 65. The N.E.C. shall, subject to any modifications contained in regulations 66 to 69 and to any regulations made by the Governor in Cabinet, from time to time, apply to the Islands. Introductory\n1.\nCitation\n1.\nThese regulations may be cited as the Electricity Regulations (2011 Revision).\n2.\nDefinitions\n2.\nIn these regulations \u2014\n\u201caccessory\u201d means a device such as an adapter cut-out, plug or socket which\nis associated with wiring, fitting, switchboards or appliances; but does not\ninclude a switchboard, fitting or appliance as herein specifically defined;\n\u201capproved\u201d means approved by the Electrical Inspectorate;\n\u201carmoured cable\u201d means a cable provided with a metallic covering of wires\nor tapes as a protection against mechanical injury;\n\u201cauthorised Inspector\u201d means an Electrical Inspector authorised in writing\nunder the Law;\n\u201cBoard\u201d means the Electrical Board of Examiners appointed under section 6\nof the Law;\n\u201cBritish Standard Specification\u201d means a specification issued under that\nname by the British Standards Institution, and includes all supplements,\n\nRegulation 2\nElectricity Regulations\n\nPage 8\nRevised as at 31st day of July, 2011\nc\n\namendments and additional British Standards which may, from time to time,\nbe issued in connection therewith;\n\u201cbuilding permit\u201d means a permit issued under the Building Code\nRegulations (2006 Revision);\n\u201ccable\u201d means one or more conductors whether with or without insulating\ncovering and with or without protective coverings;\n\u201cCentral Planning Authority\u201d means the body established under section 3 of\nthe Development and Planning Law (2011 Revision);\n\u201cconsumer\u201d means any person supplied or entitled to be supplied with\nelectricity by licensees;\n\u201celectrical contractor\u201d means a person who undertakes or contracts or\nengages in business in electrical work of any nature;\n\u201celectrical hazard\u201d means danger to life and\/or property from electrical\nenergy;\n\u201cfixed wiring\u201d means all conductors forming part of the electrical installation\nbetween the place of entry at which supply is obtained and any point of outlet;\n\u201cfuse-link\u201d means the actual wire or strip of metal in a cut-out or other device\nwhich is intended to be fused by an excessive current;\n\u201cgrounded\u201d means connected to the general mass of earth in such a manner as\nwill ensure at all times the immediate discharge of electrical energy without\nelectrical hazard;\n\u201cinflammable\u201d means capable of being readily ignited;\n\u201clive\u201d or \u201calive\u201d in relation to a conductor, means its condition when a\npotential difference exists between it and ground;\n\u201cN.E.C.\u201d means the National Electrical Code published by the National Fire\nProtection Association in the United States of America and current at\nany time;\n\u201cnon-reversible\u201d in respect of any accessory device in the nature of an\nadapter, or a plug and socket, for connecting apparatus, means so constructed\nand installed that the respective conductors between such adapter, or plug, and\nthe device are always connected to the same pole, phase, neutral or earthed\nconductor, as the case may be;\n\u201cpoint\u201d means a point on the wiring system at which current is taken to supply\nlamps, heaters, motors and current-using devices generally;\n\u201cpremises\u201d includes any land owned or occupied by a licensee or consumer,\nas the case may be, on which electrical energy is generated, transmitted\nor used;\n\u201cP.V.C.\u201d means polyvinyl-chloride compound;\n\nElectricity Regulations\nRegulation 3\n\nc\nRevised as at 31st day of July, 2011\nPage 9\n\n\u201csource of supply\u201d means either the generating station, substation or\ntransformer, as the case may be, which is the source of the electrical energy at\nthe voltage at which it is delivered to the consumer; and\n\u201cswitchgear\u201d means any apparatus for controlling the distribution of electrical\nenergy, for controlling or protecting electrical circuits machines or other\napparatus.\nPART II - Application, Modification and Exemption\n3.\nApplication\n3.\n(1) Subject to section 3, these regulations apply to all electrical installations\nconnected with any source from which electrical energy is available:\nProvided that nothing herein contained applies to any electric line or work\nwhich is an installation \u2014\n(a)\non any vessel or vehicle used for transport purposes with the exception of\nmobile homes or recreational vehicles;\n(b) of communication equipment under the exclusive control of\ncommunication utilities, located outdoors or in building spaces used\nexclusively for such installations; or\n(c)\nunder the exclusive control of electric utilities for the purpose of\ncommunication or metering; or for the generation, control, transmission\nand distribution of electric energy located in buildings used exclusively\nby utilities for such purposes or located outdoors on property owned or\nleased by the utility or on public highways, streets, roads, etc., or\noutdoors by established rights over private property.\n(2) Additions and alterations to existing installations are deemed to be new\ninstallations, and these regulations apply to all work done in connection with\nsuch additions and alterations.\n4.\nConnection, inspection and testing, etc.\n4.\n(1) Subject to subregulation (2), where a licensee is empowered to supply\nelectrical energy to any consumer, such licensee shall not connect with such\nsupply any new installation on a consumer\u2019s premises unless such installation\nor any completed part thereof has been inspected, tested and certified under\nregulations 55 and 56.\n(2) An authorised inspector may authorise a temporary connection pending an\ninspection, provided that the tests prescribed by regulations 51 and 55 have\n(where applicable) been satisfied, and that such temporary connection is made\nfor a period not exceeding three months.\n\nRegulation 5\nElectricity Regulations\n\nPage 10\nRevised as at 31st day of July, 2011\nc\n\n5.\nHazardous installations\n5.\nNo licensee shall connect, supply or continue to supply electrical energy to any\nexisting installation connected with such licensee\u2019s lines unless every part of such\ninstallation is free from electrical hazard.\n6.\nCompliance with regulations\n6.\nWhere any installation and all appliances connected therewith comply with the\nrequirements of these regulations, the licensee shall not, without the written\npermission of the Inspectorate, refuse or fail to supply such installation on the\nground only that the installation or any appliance therewith constitutes an electrical\nhazard.\n7.\nSupply authority as consumer\n7.\nIn any case where the licensee is also the consumer of the electrical energy supplied\nby it, the conditions imposed by regulations 3 and 4 shall apply to it in its capacity\nas licensee as if it were supplying energy to a consumer other than itself.\n8.\nPersons to be licensed\n8.\n(1) No person other than an electrical contractor licensed under the Law shall\nmake, cause to be made or extend any installation of wires or fittings for\nelectrical purposes.\n(2) Persons engaged in electrical work shall be classified in accordance with\nregulation 61.\n9.\nLicences\n9.\nFor the purpose of obtaining a licence, persons shall be subject to the requirements\nof regulations 57 to 61.\n10.\nExisting permits, approval, etc.\n10. Permits, approvals, requirements and authorisations, and generally all acts of\nauthority which subsist at the 10th October, 1977 take effect for the purposes of\nthese regulations as fully and effectually as if they had originated under these\nregulations and are deemed so to have originated.\n11.\nMaterial in stock, etc.\n11. (1) Nothing in these regulations prohibits the sale, installation or use of anything\nthereby affected which was in the Islands, in transit in the Islands or the\nsubject of an irrevocable order by a person in the Islands at the 10th October,\n1977 provided that it is free from electrical hazard and either conforms with or\nis approved under the Law.\n\nElectricity Regulations\nRegulation 12\n\nc\nRevised as at 31st day of July, 2011\nPage 11\n\n(2) The Inspectorate may, by giving not less than six months\u2019 notice in the\nGazette, require that material which does not comply with the requirements or\nthese regulations, be used only in certain specified places and have affixed,\nbefore sale or installation, an official transfer issued by the Inspectorate.\n(3) In the event of any dispute as to whether the material was in the Islands, in\ntransit to the Islands or the subject of an irrevocable order by a person in the\nIslands on the 10th October 1977, the onus of proof is on the person making\nthe claim.\n12.\nModification of requirements\n12. (1) If the Inspectorate, upon application being made in writing by any person\nproposing to make any new installation, alteration or addition to an existing\ninstallation, is satisfied that strict compliance with these regulations would\ninvolve expenditure out of proportion to the freedom from electrical hazard to\nbe secured thereby it may modify them if satisfied that freedom from electrical\nhazard can be secured in a more convenient manner.\n(2) Every such application shall be accompanied by a statement of the reasons\nwhy such modification is desired and the nature thereof, and by a statement or\nopinion by the licensee as to whether the application is a reasonable one and\nwhether the modification would be safe.\n(3) In granting any such modification the Inspectorate shall specify what special\nwork, if any, is required to be done to render the installation free from\nelectrical hazard.\n(4) The Inspectorate may, at any time, rescind any modification if satisfied that\nthe electrical hazard has thereby been unduly increased.\n13.\nChangeovers\n13. Where a licensee licensed under the Electricity Regulatory Authority Law (2010\nRevision) proposes to change from one voltage or system to another, the permission\nof the Authority must first be obtained and, if granted, the Authority shall\nrecommend to the Governor any modifications to these regulations in their\napplication to the reconditioning of installations for the purpose of such change, and\nany modifications accepted by the Governor shall be published by notice in the\nGazette.\nPART III - General\n14.\nApproval of other methods\n14. The Authority may, from time to time, by notice in the Gazette, approve methods or\ntypes of construction or materials not especially provided for in these regulations\nand impose such conditions as appear necessary in that behalf.\n\nRegulation 15\nElectricity Regulations\n\nPage 12\nRevised as at 31st day of July, 2011\nc\n\n15.\nProhibited work\n15. (1) The Inspectorate may prohibit the installation and use of any appliance,\napparatus, accessory, cable, fitting, machine, switchgear, switchboard, method\nor type of construction, or material or method of installation which in his\nopinion constitutes or may constitute an electrical hazard.\n(2) The premises of any business or institution which caters for the public or\ninvites public attendance and complexes comprising multiple units must, if\nwired after 31st. December, 1978, and if capable of accommodating one\nhundred persons or more at any time, have an all conduit wiring system\ninstalled.\n(3) Where E.M.T. (Electrical Metallic Tubing) is used there must be a continuous\nground wire run in the conduit along with the other conductors.\n(4) Where there is more than one metered supply to the same building, the\nmetered circuits belonging to one consumer may not run through any switch or\npanel board of another consumer unless there is a separate compartment sealed\noff. In the absence of such separate compartment the circuit must run directly\nin conduit from the meter to the appropriate consumer\u2019s panel board.\n16.\nDevice and apparatus which do not comply\n16. No person shall manufacture for sale, sell or offer for sale, and no person shall\ninstall or cause or permit to be installed or assist in installation on any premises any\ndevice or apparatus which does not comply with the requirements or which is not,\nthe character specified by these regulations in respect of such device or apparatus.\n17.\nWiring which does not comply\n17. No person shall install, cause or permit to be installed or assist in stalling on any\npremises any wiring which does not comply with the requirements or which is not\nof the character specified by these regulations in respect of such wiring.\n18.\nMethods which do not comply\n18. No person shall install, cause or permit to be installed or assist in installing on any\npremises any device or apparatus or wiring in a manner contrary to these\nregulations.\n19.\nUses prohibited\n19. (1) No person shall use, maintain or cause or permit to be used or maintained on\nany premises any apparatus, device or wiring \u2014\n(a)\nwhich does not comply with the requirements or which is not of the\ncharacter specified by these regulations in respect of such apparatus,\ndevice or wiring; or\n(b) in a manner contrary to these regulations.\n\nElectricity Regulations\nRegulation 20\n\nc\nRevised as at 31st day of July, 2011\nPage 13\n\n(2) No person shall knowingly continue to use, maintain or cause or permit to\ncontinue to be used or maintained for or in connection with the supply,\ndistribution or consumption of electrical energy any device or apparatus or\nwiring or any part of an installation which has ceased to comply with the\nrequirements or to be of the character specified by these regulations in respect\nthereof. The Inspectorate, if satisfied that any installation does not comply\nwith these regulations, shall have the right to call on the licensee to disconnect\nsuch installation.\n(3) This regulation does not apply to any apparatus, device or wiring installed on\nany premises prior to the 10th October, 1977 provided it is in use at the\npremises where so installed and is free from electrical hazard.\n20.\nDisputes\n20. (1) A dispute between an electrical contractor or the Inspectorate and a licensee,\nor between an electrical contractor and the Inspectorate, regarding any\ntechnical interpretation or application of these regulations may be referred to\nthe Inspectorate for adjudication whose decision is final.\n(2) A consumer to whose premises a licensee, in compliance with these\nregulations, refuses or discontinues a supply of energy who is aggrieved\nthereby may apply for his installation to be inspected and tested by the\nInspectorate whose decisions are final.\n21.\nAssembly and repair\n21. No person shall assemble, wire-up or repair any electrical device or apparatus in a\nmanner which contravenes these regulations.\n22.\nReporting of accidents\n22. If an accident of an electrical nature causes or is likely to cause loss of life the\nlicensee shall give immediate notice thereof to the Authority and to the Inspectorate.\n23.\nService of notices\n23. Notices or requisitions required to be served upon the Inspectorate under these\nregulations may be so served by being addressed to the Inspectorate and left at, or\ntransmitted through the post to, the Inspectorate at the office of the Department of\nPlanning, and notices required to be served upon a licensee or other person may be\nserved by being addressed to such licensee or person and left at, or transmitted\nthrough the post to, his last known address.\n\nRegulation 24\nElectricity Regulations\n\nPage 14\nRevised as at 31st day of July, 2011\nc\n\nPART IV - Penalties\n24.\nDangerous operations\n24. If it appears to the Board that a licensee has conducted works in a manner or of a\nnature which could constitute a danger to human life or safety or otherwise fails to\ncomply with the Law or these regulations, the Board may suspend or revoke the\nlicensee\u2019s licence.\n25.\nBreach of licence conditions\n25. If it appears to the Board that a licensee has failed to comply with any condition\nimposed in respect of any licence issued under these regulations, the Board may\nsuspend or revoke any such licence.\n26.\nEmployment of unlicensed electricians\n26. A person who employs an unlicensed person for carrying out electrical installations\ncommits an offence and is liable on summary conviction to a fine of five hundred\ndollars.\n27.\nPenal\n27. A person who carries out electrical installations when not licensed under these\nregulations commits an offence and is liable on summary conviction to a fine of five\nhundred dollars and a penalty of one hundred dollars per day in the event of a\ncontinuing offence.\n28.\nOffences re dangerous work\n28. A person who carries out any electrical works or installations which constitutes a\ndanger to human life or safety commits an offence and is liable on summary\nconviction to a fine of ten thousand dollars or to imprisonment for three months.\nPART V - Permits for Wiring Work\n29.\nApprovals\n29. (1) Save as provided in regulations 42 to 44, no licensee shall, until he has\nobtained a building permit \u2014\n(a)\ndo any electrical wiring work; or\n(b) connect to any source from which electrical energy is available \u2014\n(i)\nany electrical wiring;\n(ii) any electrical apparatus for use in any situation where a person\ntouching it may under normal conditions simultaneously make\ncontact with earth or earthed metal; or\n\nElectricity Regulations\nRegulation 30\n\nc\nRevised as at 31st day of July, 2011\nPage 15\n\n(iii) electrical apparatus exceeding ten amperes in capacity.\n(2) Applications shall be accompanied by sketch plans and specifications and the\nplans shall include riser diagrams, floor plans, panel schedules, load\ncalculations, circuits identification as well as a site plan showing the location\nof the utility company service.\n(3) The Inspectorate shall \u2014\n(a)\non receipt of an application to do any electrical wiring work, satisfy itself\nthat any necessary permission to do the work under the Development and\nPlanning Law (2011 Revision) has been obtained; or\n(b) on receipt of an application to make a connection to any source from\nwhich electricity is available, satisfy itself that any necessary permission\nunder the Development and Planning Law (2011 Revision) has been\nobtained and any condition subject to which that permission was granted\nhas been complied with,\nand shall refuse its approval if that permission has not been obtained or any\nsuch condition has not been complied with, as the case may be, but shall\notherwise signify its approval or disapproval as soon as possible.\n30.\nWork to begin within two months of approval\n30. (1) Every approval under regulation 29 authorises the execution of the work only\non condition that the work is commenced within two calendar months of the\napproval being granted and, if the work has not commenced within such\nperiod, the approval expires.\n(2) The applicant shall inform the Inspectorate of the date on which he intends to\ncommence work.\n31.\nValidity of approval\n31. Every such approval shall be valid for a period not exceeding one year from the date\nof commencement of the work and the Inspectorate may extend such approval or, if\nsatisfied that the licensee is in breach, may withdraw it.\n32.\nOnly one approval to be in force at a time\n32. No approval shall be issued for any work in relation to which a previous approval is\nin force.\n\nRegulation 33\nElectricity Regulations\n\nPage 16\nRevised as at 31st day of July, 2011\nc\n\n33.\nInspection after completion\n33. (1) Persons who have carried out electrical wiring or installation shall, on\ncompletion of such work, notify the Inspectorate in writing that the work is\ncompleted and that the tests prescribed by regulations 49 to 54 (where\napplicable) have been satisfied, and request an inspection of the work. Such\nnotice shall include the signature and registration number of the electrical\nworkman in charge of the work along with a receipt from the Treasury for the\nappropriate sum paid in accordance with regulation 48.\n(2) Inspections are to be made at each floor level and no panels, conduit boxes or\nother electrical appurtenances may be covered or concealed until they have\nbeen approved.\n(3) Final inspection is to be made after the work is completed and the premises are\nready for use or occupancy.\n34.\nTemporary supply\n34. A temporary supply consists of a service head, service mast and meter socket and is\nto be provided with a rain-tight safety switch, or enclosed circuit breakers with one\nor more receptacles mounted in a weather proof box situated on a pole or wall. The\ntemporary supply is to be disconnected as soon as a permanent supply has been\nconnected.\n35.\nTemporary wiring\n35. The Inspectorate may grant permission for temporary electrical wiring work, and\nsuch permission authorises the undertaking of the work referred to therein so that\nregulations 30 and 32 apply and also authorises the use and maintenance of such\nwork for the period stated in such permit. No permits under this regulation shall be\nfor a period exceeding three months from the date when the work is first connected\nwith the source from which electrical energy is available.\n36.\nPeriod for temporary wiring\n36. The period for which any temporary electrical wiring may be used and maintained\nmay, from time to time, be extended by successive permits each for a period not\nexceeding one month provided that the total period for which such work may be\nused and maintained does not (except in the case of temporary electrical wiring\nwork used or maintained in connection with a building or works in course of\nconstruction) exceed six months from the date when the work was first connected\nwith the source from which electrical energy is available.\n37.\nConditions for temporary wiring\n37. Permits issued under regulation 35 may be subject to such written conditions, not in\nconflict with these regulations, as the Inspectorate thinks fit to impose.\n\nElectricity Regulations\nRegulation 38\n\nc\nRevised as at 31st day of July, 2011\nPage 17\n\n38.\nConnection and inspection of temporary wiring\n38. No person shall connect any temporary electrical wiring work with a source from\nwhich electrical energy is available until such work has been inspected and\napproved by an authorised Inspector as having been installed in accordance with\nthese regulations and with the conditions, if any, set out in the permit.\n39.\nExpiry of period\n39. No person shall continue to use or maintain any temporary electrical wiring work\nafter the expiration of the period authorised by a permit granted under these\nregulations.\n40.\nTemporary wiring to be removed\n40. On the expiration of the period during which any temporary electrical wiring work\nmay lawfully be used and maintained pursuant to a permit granted under these\nregulations, the occupier of the premises on which such work is constructed shall\nforthwith have such work demolished and dismantled.\n41.\nDead and disused wire, etc.\n41. All dead or disused conductors, accessories, appliances and apparatus \u2014\n(a)\nwhich do not conform to these regulations, shall either be removed from\nthe building or be rendered useless for electrical purposes to the\nsatisfaction of an authorised Inspector; or\n(b) which conform to these regulations shall be maintained free from\nelectrical hazard.\n42.\nEmergency repair work\n42. In any case of emergency due to a breakdown or other accident, a person licensed to\ndo electrical wiring work may, without first obtaining a permit as required by these\nregulations, begin any work necessary to repair or make safe the installation:\nProvided that a person who begins any such work shall notify the Inspectorate\nwithin forty eight hours after such work begins.\n43.\nLicensee as consumer or contractor\n43. Notwithstanding the terms of any licence issued under the Electricity Regulatory\nAuthority Law (2010 Revision) or any regulation to the contrary, in any case where\na licensee under that Law is also a consumer of electrical energy supplied by such\nlicensee or is the electrical contractor for any electrical wiring work, unless the\nAuthority directs otherwise, these regulations shall apply.\n\nRegulation 44\nElectricity Regulations\n\nPage 18\nRevised as at 31st day of July, 2011\nc\n\n44.\nPrivate plants\n44. Where electrical energy is generated upon a consumer\u2019s premises or is obtained\nfrom a privately owned plant no person shall, until he has obtained written\npermission from the Inspectorate \u2014\n(a)\ncommence or undertake any electrical wiring work; or\n(b) connect to any source from which electrical energy is available \u2014\n(i)\nany electrical wiring work;\n(ii) any electrical apparatus intended to be used in any situation where\nthe\nperson\ntouching\nit,\nmay\nunder\nnormal\nconditions,\nsimultaneously make contact with earth or earthed metal; or\n(iii) electrical apparatus exceeding ten amperes in capacity.\nPART VI - lnspection and Fees\n45.\nManholes\n45. Manholes shall be provided in ceilings to facilitate access to the roof of all buildings\nfor the purpose of inspection.\n46.\nTraps\n46. Traps shall, where practicable, be provided at all inspection fittings and drawn-in\nboxes, and such traps shall be securely fastened by means of screws.\n47.\nAdmission to premises\n47. (1) An authorised Inspector may, at any time between 9:00 a.m. and 5:00 p.m. on\nany day other than a Sunday, upon production of his authority, demand\nadmission to the premises of any consumer for the purpose of ascertaining\nwhether these regulations have been complied with.\n(2) The consumer shall render such person every reasonable facility for inspecting\nand testing the installation.\n(3) If a consumer refuses to admit such person during such hours, the licensee\nshall, on demand in writing by the Inspectorate, discontinue to supply\nelectrical energy to such consumer.\n48.\nInspection and fees\n48. (1) Application for inspection shall be made on the prescribed form and submitted\nto the Inspectorate.\n(2) The application form shall contain details of the installation, the full address of\nthe building or premises where the work has been done, the name of the\noccupier and the signature of the licensed electrician who has done the work.\n\nElectricity Regulations\nRegulation 49\n\nc\nRevised as at 31st day of July, 2011\nPage 19\n\n(3) In the event of an installation failing the test, a new application shall be made.\n(4) The fees to be charged in connection with the licensing of persons and the\ninspection of work under the Law or these regulations are \u2014\n(a)\nFor the examination of \u2014\nElectrical engineer\n$25\nMaster electrician\n\n$25\nElectrician\n\n$25\nWireman\n\n$25\n(b) For registration of licence \u2014\nElectrical engineer\n$300\nMaster electrician\n\n$250\nElectrician\n\n$175\nWireman\n\n$100\nLineman\n\n$175\nApprentice\n\n$35\n(c)\nFor renewal of registration of licence \u2014\nElectrical engineer\n$300\nMaster electrician\n\n$250\nElectrician\n\n$175\nWireman\n\n$100\nLineman\n\n$175\nApprentice\n\n$35\n(5) A re-inspection fee of one hundred dollars shall be charged for the reinspection of any work if, in the opinion of the Chief Building Control Officer,\na person making a request for inspection of the work has not, at the time of\ninspection, completed the work.\nPART VII - Testing\n49.\nTesting of installations, etc.\n49. On completion of every wiring work or installation there shall be carried out the\nfollowing insulation resistance tests with a direct current voltage in each case of not\nless than twice the voltage to which the circuits will normally be subject, provided\nthat in the case of medium voltage (250v to 650v) circuits, the test voltage need not\nexceed 500 volts \u2014\n\nRegulation 50\nElectricity Regulations\n\nPage 20\nRevised as at 31st day of July, 2011\nc\n\n(a)\nwhere a test is desired of the permanent wiring before any fitting,\naccessories, appliances or lamps are installed, the conductors shall be\nconnected together so as to ensure that all parts of every circuit are\nsimultaneously tested; the test shall be made between conductors as a\nwhole and ground:\nProvided that such test shall be deemed to be satisfied if the insulation\nresistance is not less in megohms than the result of dividing the number 100 by\nthe outlets (points and switch positions) from the fixed wiring;\n(b)\n(i)\na test of the completed installation or an addition to or alteration of\nan existing installation with all fuse-links in place, all switches in\nthe \u2018on\u2019 position (including the main switch, if practicable) and all\nlamps in position; the test shall be made between conductors as a\nwhole and ground:\nProvided that such test shall be deemed to be satisfied if the insulation\nresistance is not less in megohms than the result of dividing the number\n50 by the number of outlets (points and switch positions) from the fixed\nwiring;\n(ii) control rheostats, heating, cooking and power appliances and\noutdoor electric signs may be disconnected from the circuits during\nthe test, in which case the insulation resistance between the case or\nframe-work and all live parts of each such rheostat, appliance and\nsign shall be tested:\nProvided that such test shall be deemed to be satisfied if the insulation\nresistance is not less than half megohm;\n(c)\nwhere a whole installation is being tested a lower value than that given\nby the formula above subject to a minimum of two megohms is\nacceptable; and\n(d) where practicable there shall be a test between conductors:\nProvided that such test shall be deemed to be satisfactory if the insulation\nresistance is not less than two megohms.\n50.\nContinuity\n50. There shall be the following continuity tests of every wiring installation \u2014\n(a)\na test between the connection to ground and any other part of the\ncompleted installation in all cases where metal conduits, metallic\nsheathed cables or armoured cables which have no other metallic sheath\nare used; and\n(b) a test between the connection to ground and any part of any\ngrounding lead:\n\nElectricity Regulations\nRegulation 51\n\nc\nRevised as at 31st day of July, 2011\nPage 21\n\nProvided that each such test shall be deemed to be satisfied if the electrical\nresistance of such conduit sheathing or grounding-lead does not exceed\ntwo ohms.\n51.\nPosition of s.p. switches\n51. A test shall be made on every wiring installation to verify that no single pole switch\nor circuit-breaker has been fitted in any neutral conductor or ground conductor and,\nin the case of a non-grounded two-wire system, that every such switch or circuitbreaker is fitted in the same conductor throughout. This test shall not apply to a\nswitch mounted on a portable appliance or to ground fault circuit interrupters.\n52.\nNon-reversible plug sockets\n52. A test shall be made of every two-pin non-reversible type plug socket and every\nthree-pin plug socket to verify that the conductors have been connected in\naccordance with the appropriate provisions of the N.E.C.\n53.\nGround resistance tests\n53. Ground resistance tests will be made in accordance with the appropriate provisions\nof the N.E.C.\n54.\nMoulded insulation\n54. All moulded insulating material shall be capable of withstanding the tests prescribed\nby the appropriate current edition of the British Standard Specification or equivalent\nstandard.\nPART VIII - Certification\n55.\nIssue of certificate\n55. (1) After having inspected any electrical wiring work or installation, the\nauthorised Inspector, if satisfied that the work has been carried out in\naccordance with these regulations, shall certify in writing to the licensee, or,\nwhere there is no such licensee, then to the party responsible for the supply of\nelectrical energy, that he has duly inspected such work and that the tests are\nsatisfactory, and that to the best of his knowledge and belief the installation\nmay be safely connected with the source from which electrical energy is\navailable. Any authorised Inspector shall, at all times, have the right to inspect\nand test any electrical installation at his discretion.\n(2) Nothing in any such certificate shall relieve the owner or occupier of any\npremises from the obligation to bring any installation into conformity with\nthese regulations if, on any subsequent inspection, any defects are discovered\nwhich render such installation electrically hazardous.\n\nRegulation 56\nElectricity Regulations\n\nPage 22\nRevised as at 31st day of July, 2011\nc\n\n(3) Any certificate issued under subregulation (1) shall be delivered only to the\nlicensee for the area concerned or to the party responsible for the supply of\nelectrical energy, as the case may be, and shall, in no event, be handed or\ndelivered to any other person or body.\n56.\nSpecial connections\n56. (1) Notwithstanding anything to the contrary in this Part, the Inspectorate may, in\ncase of urgency, issue a permit authorising an installation to be temporarily\nconnected with the source from which electrical energy is available\nnotwithstanding that any one or more of the hereinbefore prescribed insulation\nresistance tests have not been satisfied:\nProvided that no such permit shall be granted unless the installation otherwise\ngenerally complies with these regulations and is in the opinion of an\nauthorised Inspector to be reasonably free from electrical hazard; such permit\nshall be subject to the conditions set out in regulations 36 to 38.\n(2) On the expiration of the period or extended period for which temporary\nconnection has been so authorised the installation shall be disconnected from\nthe source from which electrical energy is available unless, before such\nexpiration, an authorised Inspector has issued his certificate pursuant to\nregulation 55(1).\nPART IX - Licensing of Electrical Employees\n57.\nQualification of licensees\n57. (1) Every person requiring a licence authorising him to carry out electrical work\nof any nature shall make application for such a licence stating the category or\ntype of licence he is applying for. Such application shall be made in writing to\nthe Board and shall specify in full the name, age and address of the applicant,\nwhere he acquired his experience and the length of his experience together\nwith satisfactory references as to his character and experience, together with a\nreceipt from the Treasury for the fee required under regulation 48(4)(a). The\nBoard, on being satisfied of the applicant\u2019s qualifications and fitness for a\nlicence, shall issue a licence to such applicant subject to such terms and\nconditions as it deems fit.\n(2) For the purpose of subregulation (1), conditions which the Board may impose\non a licence issued under subregulation (1) include but are not limited to \u2014\n(a)\na condition restricting the licence to a specified period of time;\n(b) a condition restricting the licensee to perform works for a specified\nelectrical contractor;\n\nElectricity Regulations\nRegulation 58\n\nc\nRevised as at 31st day of July, 2011\nPage 23\n\n(c)\na condition restricting the licensee to perform certain specified\nworks; and\n(d) any other condition which the Board may deem fit.\n58.\nDuration of licences\n58. Except where a period of time is specified under regulation 57(2)(a), every licence\nshall expire on the 31st of December after the date of issue.\n59.\nWork undertaken to be in accordance with licence\n59. No person shall carry out electrical work of any kind except under and in\naccordance with the terms and conditions of a licence issued under regulation 61.\n60.\nTrading and supervision by non-licensees prohibited\n60. (1) No person shall trade, contract or carry on business as an electrical contractor\nof any nature or employ staff for any such work unless he is licensed in that\nbehalf by the Board and also holds a licence as an electrician or contractor\nunder the Trade and Business Licensing Law (2007 Revision).\n(2) Qualification for an electrical contractor\u2019s licence shall be that the applicant is\nthe holder of, or whose business is managed and supervised by the holder of, a\nvalid licence under regulation 61(1)(a), (b) or (c) for a period exceeding two\nyears immediately preceding the date of the application and who satisfies the\nBoard that he is a suitable candidate for such licence.\n(3) Any licence issued under this regulation shall be subject to any condition\nimposed in respect of the applicant\u2019s licence issued under regulation 61.\n61.\nCategories of licences\n61. (1) Except as provided in regulation 62, every person carrying out electrical work\nshall be licensed in one of the following categories \u2014\n(a)\nelectrical engineer;\n(b) master electrician;\n(c)\nelectrician;\n(d) wireman;\n(e)\nlineman; or\n(f)\napprentice.\n(2) The qualification requirements for an electrical engineer\u2019s licence are \u2014\n(a)\ncorporate membership of the Institution of Electrical Engineers, or any\nother similar institution approved by the Board;\n(b) possession of an electrical engineering degree or similar qualification\nfrom a college or university approved by the Board; and\n\nRegulation 61\nElectricity Regulations\n\nPage 24\nRevised as at 31st day of July, 2011\nc\n\n(c)\nat least five years\u2019 experience in the field of electrical engineering plus at\nleast three years\u2019 subsequent experience in a position of responsibility.\n(3) The qualification requirements for a master electrician\u2019s licence are \u2014\n(a)\nat least ten years\u2019 experience working as an electrician;\n(b) possession of an electrical engineering degree or similar qualification\nfrom a college or university approved by the Board;\n(c)\nevidence that the applicant has held an electrician\u2019s licence, issued in the\nIslands, for a period of at least four years; and\n(d)\n(i)\nevidence, to the satisfaction of the Board, of supervisory\nexperience, experience in estimating quantities and costs of\nelectrical installation materials, and experience in designing wiring\ninstallations in buildings to the specifications of engineers or\narchitects; and\n(ii) a pass in the Master Electricians Trade Test which will be carried\nout by the Board.\n(4) Persons not qualified as required for an electrical engineer\u2019s or master\nelectrician\u2019s licence may place a submission before the Board of Examiners\nseeking a licence as an electrical engineer or master electrician on grounds of\nexperience and superior responsibility within the profession, and the Board\nmay, at its discretion, grant such licence.\n(5) The qualification requirements for an electrician\u2019s licence are a pass of seventy\nper cent in the Electricians Trade Test which will be carried out by the Board,\ntogether with \u2014\n(a)\nat least five years\u2019 experience working as a wireman;\n(b) possession of an electrical engineering degree or similar qualification\nfrom a college or university approved by the Board; or\n(c)\nevidence, to the satisfaction of the Board, of experience in commercial\nand residential electrical installation and design,\nbut persons who satisfy the Board that during the two years immediately prior\nto the 10th October, 1977 they have worked as electricians in the Islands shall\nbe exempted from such Trade Test but will be required to satisfy the Board\nthat they are familiar with the Law and these regulations.\n(6) The qualification requirements for a wireman\u2019s licence are a pass of sixty per\ncent in the Electricians Trade Test which will be carried out by the Board,\ntogether with \u2014\n(a)\nat least two years\u2019 experience working as an apprentice (and the applicant\nshall furnish a report from his employer indicating the length of the\nemployment and the type of work performed); or\n\nElectricity Regulations\nRegulation 61\n\nc\nRevised as at 31st day of July, 2011\nPage 25\n\n(b) evidence, to the satisfaction of the Board, of experience in commercial\nand residential electrical installation and design.\n(7) Except as provided in subregulations (9) and 9A, a person shall not be issued\nwith any licence specified in subregulation (1) (nor, in the case of an\nelectrician\u2019s or lineman\u2019s licence, even to sit the Electricians Trade Test)\nunless \u2014\n(a)\nhe possesses Caymanian status or is a permanent resident of the Islands\nwith a right to work in the Islands; or\n(b) he is a spouse of a person possessing Caymanian status, who satisfied the\nBoard that he has, in addition to the requirements specified in\nsubregulations (5) and (6), two years\u2019 practical experience.\n(8) Exemption from the Trade Test may be granted at the discretion of the Board\nof Examiners provided that the applicant furnishes documentary evidence that\nhe already possesses a licence which, in the opinion of the Board, has been\nissued by a statutory body requiring equivalent standards and qualifies under\nsubregulation (7).\n(9) The Board may, in its discretion and subject to such terms and conditions as it\nthinks fit, grant a temporary licence (that is, a licence that allows the applicant\nto hold it during the currency of the occupation he is engaged in at the time he\nmakes the application and the application is granted) if he furnishes to the\nBoard documentary evidence to the effect that he already possesses a licence\nwhich, in the opinion of the Board, was issued outside the Islands by a\nstatutory body requiring standards equivalent to standards required in the\nIslands, but such licence shall not be recognised for the purposes of\nregulation 60.\n(9A) The Board shall, upon the application of any person, permit that person to sit\nthe Electricians Trade Test if \u2014\n(a)\nimmediately before the date of commencement of the Electricity\n(Amendment) Regulations, 2009 that person was not licensed under this\nregulation; and\n(b) at the time of the application, that person is in the employment of a\nlicensed electrical contractor,\nand, where that person meets the qualification requirements to be licensed, the\nBoard shall grant a temporary licence (that is, a licence that allows that person\nto hold it during the currency of the occupation he is engaged in at the time he\nmakes the application and that application is granted).\n(10) A lineman may carry out work on power, telephone, wireless or television pole\nlines or masts and associated fittings with conductors attached thereto,\nproviding that at all times he is in the employment of a licensed electrical\n\nRegulation 62\nElectricity Regulations\n\nPage 26\nRevised as at 31st day of July, 2011\nc\n\ncontractor or licensee and working under the said contractor\u2019s or licensee\u2019s\ndirect instructions.\n(11) Qualifications for such licenses shall be by approval of the Board of\nExaminers who, at their discretion, may grant a licence to the applicant\nproviding they are satisfied with \u2014\n(a)\nhis past experience as a lineman or trainee lineman for a continuous\nperiod of employment of at least three years;\n(b) his knowledge of line erection, line maintenance and elementary\nelectrical principles; and\n(c)\nhis knowledge of safety precautions.\n(12) The Board of Examiners may, at their discretion, grant a total exemption from\nexamination provided that the applicant has had at least seven years\u2019\nexperience of continuous employment, has held a senior grade position in\noverhead linework and furnishes a letter of support from a qualified electrical\nengineer.\n(13) An apprentice may only carry out electrical work under the direct supervision\nof a licensed electrical workman, and such work shall be subject to any\ncondition or limitation imposed in respect of that workman\u2019s licence.\n62.\nWork teams licensees\n62. Electrical work may be carried out only by licensed electricians, each of whom may\nbe assisted by one apprentice and three wireman.\n63.\nSupervision by licensees essential\n63. An apprentice shall, at all times, work under the supervision of and in the presence\nof a licensed electrician or licensed electrical engineer.\n64.\nUnauthorised work to be stopped\n64. Regulation 62 requires that any work undertaken by persons other than those\ndescribed shall be stopped until the required number of licensed workmen are\nengaged.\nPART X - Miscellaneous\n65.\nApplication of the U S N.E.C.\n65. The N.E.C. shall, subject to any modifications contained in regulations 66 to 69 and\nto any regulations made by the Governor in Cabinet, from time to time, apply to the\nIslands.\n\nElectricity Regulations\nRegulation 66\n\nc\nRevised as at 31st day of July, 2011\nPage 27\n\n66.\nBuried cable\n66. Notwithstanding anything to the contrary contained in the N.E.C. no cable other\nthan armoured cable or P.V.C\/S.W.I.A.\/P.V.C. cable may be buried directly in the\nground.\n67.\nAluminium cable\n67. The use of aluminium conductor cable will not be permitted without special\npermission from the Inspectorate, and under no circumstances will be permitted for\ninternal fixed wiring.\n68.\nBritish Standards\n68.
