Clause 1 provides the short title and commencement of the legislation. Clause 2 amends section 7 of the Mental Health Commission Act, 2013 to clarify that, as a consequence of the enactment of the Mental Health (Amendment) Act, 2022, the Mental Health Commission shall also hear and determine appeals against restrictions imposed in respect of access to postal packets and electronic networks by patients.
