(3) In addition to and not in derogation from any other power conferred by this or any other Law, an officer may without a warrant arrest any person - Law 5 of 1976 (a) not being an officer: or (b) being an officer ofequivalent or of a rank lower than that of the arresting officer, contravening or suspected on reasonable grounds of having contravened a n y  provision of this Law or of any regulations, rules or stand- ing orders made hereunder: Provided that the officer shall as soon ;IS pract,icable deliver over the person so arrested to a constable or, in the absence of a constable, take him to a police station.\u201d.
