(1) The Governor, in determining whether to appoint a person as a Civil Registrar or to approve the appointment of a person as a deputy Civil Registrar, shall be satisfied that \u2014 (a) the person is of good character; (b) the person is able to, and will, conscientiously perform the duties of a Civil Registrar under the Law; and (c) the appointment is in the public interest, and for the purposes of making the determination, shall require such documentation as the Governor considers necessary to confirm that the person satisfies the criteria set out in paragraph (1)(a), (b) or (c), including character references. (2) The Deputy Governor shall, for the purposes of making an appointment of a person as a civil partnership officer under section 26(2) of the Law, require such documentation as the Deputy Governor considers necessary to confirm that the person satisfies the criteria set out in section 26(2) of the Law, including character references. Regulations \u2014\n1.\nCitation and commencement\n1.\n(1) These Regulations may be cited as the Civil Partnership Regulations, 2020.\n(2) These Regulations come into force on 28th September, 2020.\n2.\nForms\n2.\nThe forms in Schedule 1 are prescribed for the purposes of the Law.\n3.\nFees\n3.\n(1) The fees in Schedule 2 are prescribed for the purposes of the Law, and are due\nand payable before the performance of the duty or the carrying out of the act to\nwhich they relate.\n(2) Fees received by or on behalf of the Registrar under the Law shall be accounted\nfor and paid into the Civil Registrar, shall be\nsatisfied that \u2014\n(a)\nthe person is of good character;\n(b) the person is able to, and will, conscientiously perform the duties of a Civil\nRegistrar under the Law; and\n(c)\nthe appointment is in the public interest,\nand for the purposes of making the determination, shall require such\ndocumentation as the Governor considers necessary to confirm that the person\nsatisfies the criteria set out in paragraph (1)(a), (b) or (c), including character\nreferences.\n(2) The Deputy Governor shall, for the purposes of making an appointment of a\nperson as a civil partnership officer under section 26(2) of the Law, require such\ndocumentation as the Deputy Governor considers necessary to confirm that the\nperson satisfies the criteria set out in section
