The principal Act is amended in section 3 by repealing subsection (13) and substituting the following subsection \u2014 \u201c(13) The Council may not delegate to any person any of the powers conferred on it by this Act, except to the extent that it considers that such delegation is necessary for it to carry out its functions under this Act, and to give effect to its decisions and \u2014 (a) has received specific written consent of the Cabinet for such delegation; (b) the delegation shall be in writing; (c) the Council may, by written notice, at any time, revoke any of the powers so delegated, and; (d) Cabinet may revoke its consent and direct the Council to revoke any delegated powers as it sees fit\u201d.
