Citation 1. This Order may be cited as the Customs and Border Control (Prohibited Goods) Order (2025 Revision). 1A. Definitions 1A. In this Order \u2014 \u201cDirector of Licensing\u201d means the person appointed to that position under section 3 of the Traffic Act (2023 Revision); \u201cdoor\u201d includes a door giving access to a luggage compartment; \u201ceducational institution\u201d means \u2014 (a)  a school; or (b)  an institution that provides part-time or full-time \u2014 (i)  early childhood care and education; (ii)  compulsory education; (iii)  post-compulsory education and training; (iv)  technical and vocational education and training; Paragraph 2 Customs and Border Control (Prohibited Goods) Order (2025 Revision) (v)  education to prepare for the award of any degree, qualification or certification; or (vi)  education for persons with special education needs and disabilities; \u201cexhibition vehicle\u201d means \u2014 (a)  a classic, vintage, antique, replica or kit car; or (b)  any other vehicle, which is at least thirty years old and used for exhibitions, club activities, parades and other functions of public interest but not for general transportation; \u201cmotorcycle\u201d means a vehicle, other than a mechanically or electrically propelled vehicle designed exclusively for personal use on a road by a person under physical disability, with three wheels or less, which is used for the transportation of people, and includes a motor scooter and moped, but does not include an all-terrain cycle; \u201comnibus\u201d means a vehicle constructed or capable of being used for the carriage of ten or more persons, excluding the driver, which is licensed to carry passengers on a fare-paying basis or by private arrangement on a designated route approved by the Public Transport Board established by section 45 of the Traffic Act (2023 Revision); \u201croad\u201d means a public place where a vehicle may be driven or parked and such areas adjacent to that place as may be prescribed by the Traffic Act (2023 Revision) or regulations made under that Act; \u201ctrailer\u201d means a vehicle, other than a caravan designed or adapted for human habitation, having no motive power, which is designed to be drawn by a vehicle; and \u201cvehicle\u201d means a wheeled or tracked vehicle capable of being driven or towed on a road, and includes an electrically powered vehicle, agricultural and earthmoving vehicle, motorcycle, scooter and wheeled trailer, but does not include a hand cart, barrow, baby carriage. 2. Import of rice, etc. 2. The import of rice and sugar is prohibited, except with the permission of the Cabinet, from countries of origin other than \u2014 Costa Rica Puerto Rico Dominican Republic Republic of Honduras Haiti United Kingdom and Commonwealth Countries Israel United States of America Mexico Venezuela Customs and Border Control (Prohibited Goods) Order (2025 Revision) Paragraph 2A 2A. Import of cement 2A. The import of cement is prohibited, except with the permission of the Cabinet, from countries of origin other than \u2014 Colombia Panama Costa Rica Puerto Rico Cuba Republic of Honduras Dominican Republic United Kingdom and  Commonwealth Countries Haiti Israel Mexico United States of America Venezuela\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_3\", \"num\": \"3.\", \"text\": \"Import of marine radio transmitting equipment 3. The import of marine radio transmitting equipment for operation in the A.M. Mode only within the bands 1605 and 4000 kHz is prohibited. 4. Import of omnibuses 4. The import of an omnibus is prohibited unless the following conditions are satisfied in respect of the omnibus \u2014 (a)  doors for passenger use are located on the near-side of the omnibus; (b)  no door for passenger use, other than one door for the exclusive use of the driver, is located on the off-side of the omnibus; (c)  an adequate number of emergency exits is provided; (d)  doors and emergency exits are clearly marked on the inside and outside and are capable of being readily opened from the outside of the omnibus; (e)  doors for passenger use are so contrived as to be incapable of opening accidentally while the omnibus is in motion; and (f)  doors for passenger use are equipped with handrails, steps and lighting of a strength and design sufficient to ensure the safety of passengers making use of them. 4A. Import of vehicles whose model year is eight years or older 4A. (1) Subject to subparagraph (2), the import of a vehicle whose model year is eight years or older is prohibited. (2)  Subparagraph (1) does not apply \u2014 (a)  to an ambulance; (b)  to a fire engine; Paragraph 4A Customs and Border Control (Prohibited Goods) Order (2025 Revision) (c)  to a vehicle imported by the Royal Cayman Islands Police Service for use in the performance of the functions of the Royal Cayman Islands Police Service; (d)  to a vehicle that is \u2014 (i)  designed for personal use on a road by a person with a physical disability, where, in accordance with the provisions of the Traffic Act (2023 Revision), that disability does not render the person unable to drive the vehicle safely; or (ii)  constructed or adapted to transport a person with a physical disability; (e)  subject to the conditions in paragraph 4, to an omnibus; (f)  to an exhibition vehicle; (g)  subject to the conditions in subparagraph (3), to a vehicle that is manufactured and assembled in North America or Europe and that is \u2014 (i)  a classic, vintage, antique, replica or kit car or any other vehicle that is at least twenty years old; and (ii)  used for exhibitions, club activities, parades and other functions of public interest but not for general transportation; (h)  to a vehicle that is not constructed or adapted for use on roads; (i)  to a vehicle used for construction, road maintenance, engineering, agricultural or earthmoving work or the transportation of heavy goods or equipment including \u2014 (i)  a backhoe; (ii)  a bulldozer; (iii)  a crane truck or boom truck; (iv)  an excavator; (v)  a forklift; (vi)  a front end loader; (vii)  a lorry; (viii) a mechanical shovel; (ix)  a tractor; (x)  a track-laying or wheeled vehicle; and (xi)  a truck head or trailer head; (j)  to a trailer; (k)  to a vehicle that is constructed or adapted for the delivery of goods or mail to consumers or addresses; (l)  to a motorcycle; Customs and Border Control (Prohibited Goods) Order (2025 Revision) Paragraph 4A (m)  to a scooter; and (n)  subject to the conditions in subparagraph (4), to a vehicle that \u2014 (i)  for at least one year before the date of the intended importation, is owned and used by a Caymanian residing abroad for at least one year, including a Caymanian residing abroad for at least one year for the purposes of education; and (ii)  is to be imported by the Caymanian for personal use because the Caymanian is returning to the Islands to take up residence. (3)  The import of a vehicle referred to in subparagraph (2)(g) is subject to the following conditions \u2014 (a)  that the vehicle is treated as an exhibition vehicle; (b)  that the owner of the vehicle appliesto the Director of Licensing for exhibition registration plates in accordance with section 19 of the Traffic Act (2023 Revision) and any other applicable law; and (c)  that the owner of the vehicle complies with any Act or other law relating to exhibition vehicles in respect of that vehicle. (4)  A Caymanian who intends to import a vehicle pursuant to subparagraph (2)(n) shall provide to the Customs and Border Control \u2014 (a)  proof of residence outside of the Islands for the period specified in that subparagraph, to the satisfaction of the Customs and Border Control, including proof in the form of \u2014 (i)  a work permit; (ii)  a letter of employment indicating the period of employment; (iii)  receipts showing payment of taxes; (iv)  receipts showing payment of social security contributions or any other similar contributions; (v)  a student visa; and (vi)  a certificate, a degree or other qualification from an educational institution or a letter from an educational institution indicating the period of study; (b)  a bill of sale or any other relevant written documentation that proves to the satisfaction of the Customs and Border Control the date of the purchase of the vehicle; (c)  proof of registration of the vehicle in the jurisdiction outside of the Islands; and (d)  any other proof that demonstrates to the satisfaction of the Customs and Border Control that the vehicle was being used by the Caymanian for the Paragraph 5 Customs and Border Control (Prohibited Goods) Order (2025 Revision) period of at least one year prior to the date of the intended importation, including proof in the form of \u2014 (i)  vehicle insurance in the name of the Caymanian; and (ii)  vehicle maintenance receipts. (5)  The exemption under subparagraph (2)(n) is limited to one vehicle in respect of each Caymanian who meets the specified criteria and who satisfies the conditions referred to in subparagraph (4).\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_5\", \"num\": \"5.\", \"text\": \"Import of goods depicting ganja 5. The import of all goods depicting or bearing, whether expressly or by implication, any reference to ganja or the ganja plant is prohibited, except where the goods depict or bear reference to any cannabis extract or tincture of cannabis.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_6\", \"num\": \"6.\", \"text\": \"Import of manually operated weapons 6. The import of bows, catapults or other manually operated weapons which are capable of projecting arrows or other missiles is prohibited, except that such objects may be imported, when accompanied by a permit signed by the Commissioner of Police, by a natural person in connection with that person\u2019s competitive sporting activities or the carrying on by that person of activities relating to the cultural or historical aspects of weapons.\", \"element\": \"section\", \"heading\": null}, {\"eId\": \"sec_7\", \"num\": \"7.\", \"text\": \"Import of paraquat dichloride and its derivatives 7. The import of the following is prohibited \u2014 (a) paraquat dichloride; and (b) any derivative of paraquat dichloride. 8. Transitional provision 8. (1) Where \u2014 (a)  before the date of commencement of the Customs and Border Control (Prohibited Goods) (Amendment) Order, 2023 [SL 12 of 2023], a person entered into an agreement to purchase, or purchased, a vehicle whose model year is eight years or older, with the intention of importing the vehicle into the Islands; and (b)  upon the date of commencement of the Customs and Border Control (Prohibited Goods) (Amendment) Order, 2023 [SL 12 of 2023] the vehicle has not been imported into the Islands, the vehicle shall be dealt with as if the Customs and Border Control (Prohibited Goods) (Amendment) Order, 2023 [SL 12 of 2023]  had not come into force. (2)  Subject to subparagraph (3), a person referred to in subparagraph (1) who intends to import into the Islands the vehicle referred to in that subparagraph Customs and Border Control (Prohibited Goods) Order (2025 Revision) Paragraph 8 shall provide to the Customs and Border Control a bill of sale or other relevant written documentation as proof of \u2014 (a)  the date of the agreement to purchase the vehicle; or (b)  the date of the purchase of the vehicle. (3)  The requirement under subparagraph (2) shall not apply to the following vehicles \u2014 (a)  exhibition vehicles; (b)  vehicles which are not constructed or adapted for use on roads; and (c)  vehicles used for construction, road maintenance, engineering, agricultural or earthmoving work or the transportation of heavy goods or equipment including \u2014 (i) backhoes; (ii)  bulldozers; (iii)  crane trucks or boom trucks; (iv)  excavators; (v)  forklifts; (vi)  front end loaders; (vii)  lorries; (viii) mechanical shovels; (ix)  tractors; (x)  track-laying or wheeled vehicles; and (xi)  truck heads or trailer heads. (4)  Where, on 4th September, 2024, the date of commencement of the Customs and Border Control (Prohibited Goods) (Amendment) Order, 2024 [SL 31 of 2024], a vehicle under paragraph 4A(2)(a), (b), (c), (d), (e), (g), (j), (k), (l), (m) or (n) is landed in the Islands, the vehicle shall be dealt with under this Customs and Border Control (Prohibited Goods) Order (2025 Revision)]. 1\n\nc\nRevised as at 31st December, 2024\nPage 5\n\nCAYMAN ISLANDS\n\nCustoms and Border Control Act\n(2025 Revision)\nCUSTOMS AND BORDER CONTROL\n(PROHIBITED GOODS) ORDER\n(2025 Revision)\n\n1.\nCitation\n1.\nThis Order may be cited as the Customs and Border Control (Prohibited Goods)\nOrder (2025 Revision).\n1A.\nDefinitions\n1A. In this Order \u2014\n\u201cDirector of Licensing\u201d means the person appointed to that position under\nsection 3 of the Traffic Act (2023 Revision);\n\u201cdoor\u201d includes a door giving access to a luggage compartment;\n\u201ceducational institution\u201d means \u2014\n(a)  a school; or\n(b)  an institution that provides part-time or full-time \u2014\n(i)  early childhood care and education;\n(ii)  compulsory education;\n(iii)  post-compulsory education and training;\n(iv)  technical and vocational education and training;\n\nParagraph 2\nCustoms and Border Control (Prohibited Goods) Order (2025 Revision)\n\nPage 6\nRevised as at 31st December, 2024\nc\n\n(v)  education to prepare for the award of any degree, qualification or\ncertification; or\n(vi)  education for persons with special education needs and disabilities;\n\u201cexhibition vehicle\u201d means \u2014\n(a)  a classic, vintage, antique, replica or kit car; or\n(b)  any other vehicle,\nwhich is at least thirty years old and used for exhibitions, club activities, parades\nand other functions of public interest but not for general transportation;\n\u201cmotorcycle\u201d means a vehicle, other than a mechanically or electrically\npropelled vehicle designed exclusively for personal use on a road by a person\nunder physical disability, with three wheels or less, which is used for the\ntransportation of people, and includes a motor scooter and moped, but does not\ninclude an all-terrain cycle;\n\u201comnibus\u201d means a vehicle constructed or capable of being used for the carriage\nof ten or more persons, excluding the driver, which is licensed to carry\npassengers on a fare-paying basis or by private arrangement on a designated\nroute approved by the Public Transport Board established by section 45 of the\nTraffic Act (2023 Revision);\n\u201croad\u201d means a public place where a vehicle may be driven or parked and such\nareas adjacent to that place as may be prescribed by the Traffic Act (2023\nRevision) or regulations made under that Act;\n\u201ctrailer\u201d means a vehicle, other than a caravan designed or adapted for human\nhabitation, having no motive power, which is designed to be drawn by a vehicle;\nand\n\u201cvehicle\u201d means a wheeled or tracked vehicle capable of being driven or towed\non a road, and includes an electrically powered vehicle, agricultural and\nearthmoving vehicle, motorcycle, scooter and wheeled trailer, but does not\ninclude a hand cart, barrow, baby carriage.\n2.\nImport of rice, etc.\n2.\nThe import of rice and sugar is prohibited, except with the permission of the Cabinet,\nfrom countries of origin other than \u2014\nCosta Rica\nPuerto Rico\nDominican Republic\nRepublic of Honduras\nHaiti\nUnited Kingdom and Commonwealth Countries\nIsrael\nUnited States of America\nMexico\nVenezuela\n\nCustoms and Border Control (Prohibited Goods) Order (2025 Revision)\nParagraph 2A\n\nc\nRevised as at 31st December, 2024\nPage 7\n\n2A.\nImport of cement\n2A. The import of cement is prohibited, except with the permission of the Cabinet, from\ncountries of origin other than \u2014\nColombia\nPanama\nCosta Rica\nPuerto Rico\nCuba\nRepublic of Honduras\nDominican Republic\nUnited Kingdom and  Commonwealth Countries\nHaiti\nIsrael\nMexico\nUnited States of America\nVenezuela\n\n3.\nImport of marine radio transmitting equipment\n3.\nThe import of marine radio transmitting equipment for operation in the A.M. Mode\nonly within the bands 1605 and 4000 kHz is prohibited.\n4.\nImport of omnibuses\n4.\nThe import of an omnibus is prohibited unless the following conditions are satisfied\nin respect of the omnibus \u2014\n(a)  doors for passenger use are located on the near-side of the omnibus;\n(b)  no door for passenger use, other than one door for the exclusive use of the\ndriver, is located on the off-side of the omnibus;\n(c)  an adequate number of emergency exits is provided;\n(d)  doors and emergency exits are clearly marked on the inside and outside\nand are capable of being readily opened from the outside of the omnibus;\n(e)  doors for passenger use are so contrived as to be incapable of opening\naccidentally while the omnibus is in motion; and\n(f)  doors for passenger use are equipped with handrails, steps and lighting of\na strength and design sufficient to ensure the safety of passengers making\nuse of them.\n4A.\nImport of vehicles whose model year is eight years or older\n4A. (1) Subject to subparagraph (2), the import of a vehicle whose model year is eight\nyears or older is prohibited.\n\n(2)  Subparagraph (1) does not apply \u2014\n(a)  to an ambulance;\n(b)  to a fire engine;\n\nParagraph 4A\nCustoms and Border Control (Prohibited Goods) Order (2025 Revision)\n\nPage 8\nRevised as at 31st December, 2024\nc\n\n(c)  to a vehicle imported by the Royal Cayman Islands Police Service for use\nin the performance of the functions of the Royal Cayman Islands Police\nService;\n(d)  to a vehicle that is \u2014\n(i)  designed for personal use on a road by a person with a physical\ndisability, where, in accordance with the provisions of the Traffic Act\n(2023 Revision), that disability does not render the person unable to\ndrive the vehicle safely; or\n(ii)  constructed or adapted to transport a person with a physical\ndisability;\n(e)  subject to the conditions in paragraph 4, to an omnibus;\n(f)  to an exhibition vehicle;\n(g)  subject to the conditions in subparagraph (3), to a vehicle that is\nmanufactured and assembled in North America or Europe and that is \u2014\n(i)  a classic, vintage, antique, replica or kit car or any other vehicle that\nis at least twenty years old; and\n(ii)  used for exhibitions, club activities, parades and other functions of\npublic interest but not for general transportation;\n(h)  to a vehicle that is not constructed or adapted for use on roads;\n(i)  to a vehicle used for construction, road maintenance, engineering,\nagricultural or earthmoving work or the transportation of heavy goods or\nequipment including \u2014\n(i)  a backhoe;\n(ii)  a bulldozer;\n(iii)  a crane truck or boom truck;\n(iv)  an excavator;\n(v)  a forklift;\n(vi)  a front end loader;\n(vii)  a lorry;\n(viii) a mechanical shovel;\n(ix)  a tractor;\n(x)  a track-laying or wheeled vehicle; and\n(xi)  a truck head or trailer head;\n(j)  to a trailer;\n(k)  to a vehicle that is constructed or adapted for the delivery of goods or mail\nto consumers or addresses;\n(l)  to a motorcycle;\n\nCustoms and Border Control (Prohibited Goods) Order (2025 Revision)\nParagraph 4A\n\nc\nRevised as at 31st December, 2024\nPage 9\n\n(m)  to a scooter; and\n(n)  subject to the conditions in subparagraph (4), to a vehicle that \u2014\n(i)  for at least one year before the date of the intended importation, is\nowned and used by a Caymanian residing abroad for at least one year,\nincluding a Caymanian residing abroad for at least one year for the\npurposes of education; and\n(ii)  is to be imported by the Caymanian for personal use because the\nCaymanian is returning to the Islands to take up residence.\n(3)  The import of a vehicle referred to in subparagraph (2)(g) is subject to the\nfollowing conditions \u2014\n(a)  that the vehicle is treated as an exhibition vehicle;\n(b)  that the owner of the vehicle appliesto the Director of Licensing for\nexhibition registration plates in accordance with section 19 of the Traffic\nAct (2023 Revision) and any other applicable law; and\n(c)  that the owner of the vehicle complies with any Act or other law relating\nto exhibition vehicles in respect of that vehicle.\n(4)  A Caymanian who intends to import a vehicle pursuant to subparagraph (2)(n)\nshall provide to the Customs and Border Control \u2014\n(a)  proof of residence outside of the Islands for the period specified in that\nsubparagraph, to the satisfaction of the Customs and Border Control,\nincluding proof in the form of \u2014\n(i)  a work permit;\n(ii)  a letter of employment indicating the period of employment;\n(iii)  receipts showing payment of taxes;\n(iv)  receipts showing payment of social security contributions or any\nother similar contributions;\n(v)  a student visa; and\n(vi)  a certificate, a degree or other qualification from an educational\ninstitution or a letter from an educational institution indicating the\nperiod of study;\n(b)  a bill of sale or any other relevant written documentation that proves to the\nsatisfaction of the Customs and Border Control the date of the purchase of\nthe vehicle;\n(c)  proof of registration of the vehicle in the jurisdiction outside of the Islands;\nand\n(d)  any other proof that demonstrates to the satisfaction of the Customs and\nBorder Control that the vehicle was being used by the Caymanian for the\n\nParagraph 5\nCustoms and Border Control (Prohibited Goods) Order (2025 Revision)\n\nPage 10\nRevised as at 31st December, 2024\nc\n\nperiod of at least one year prior to the date of the intended importation,\nincluding proof in the form of \u2014\n(i)  vehicle insurance in the name of the Caymanian; and\n(ii)  vehicle maintenance receipts.\n(5)  The exemption under subparagraph (2)(n) is limited to one vehicle in respect of\neach Caymanian who meets the specified criteria and who satisfies the\nconditions referred to in subparagraph (4).\n5.\nImport of goods depicting ganja\n5.\nThe import of all goods depicting or bearing, whether expressly or by implication,\nany reference to ganja or the ganja plant is prohibited, except where the goods depict\nor bear reference to any cannabis extract or tincture of cannabis.\n6.\nImport of manually operated weapons\n6.\nThe import of bows, catapults or other manually operated weapons which are capable\nof projecting arrows or other missiles is prohibited, except that such objects may be\nimported, when accompanied by a permit signed by the Commissioner of Police, by\na natural person in connection with that person\u2019s competitive sporting activities or\nthe carrying on by that person of activities relating to the cultural or historical aspects\nof weapons.\n7.\nImport of paraquat dichloride and its derivatives\n7.\nThe import of the following is prohibited \u2014\n(a)\nparaquat dichloride; and\n(b) any derivative of paraquat dichloride.\n8.\nTransitional provision\n8.\n(1) Where \u2014\n(a)  before the date of commencement of the Customs and Border Control\n(Prohibited Goods) (Amendment) Order, 2023 [SL 12 of 2023], a person\nentered into an agreement to purchase, or purchased, a vehicle whose\nmodel year is eight years or older, with the intention of importing the\nvehicle into the Islands; and\n (b)  upon the date of commencement of the Customs and Border Control\n(Prohibited Goods) (Amendment) Order, 2023 [SL 12 of 2023] the vehicle\nhas not been imported into the Islands, the vehicle shall be dealt with as if\nthe Customs and Border Control (Prohibited Goods) (Amendment) Order,\n2023 [SL 12 of 2023]  had not come into force.\n(2)  Subject to subparagraph (3), a person referred to in subparagraph (1) who\nintends to import into the Islands the vehicle referred to in that subparagraph\n\nCustoms and Border Control (Prohibited Goods) Order (2025 Revision)\nParagraph 8\n\nc\nRevised as at 31st December, 2024\nPage 11\n\nshall provide to the Customs and Border Control a bill of sale or other relevant\nwritten documentation as proof of \u2014\n(a)  the date of the agreement to purchase the vehicle; or\n(b)  the date of the purchase of the vehicle.\n(3)  The requirement under subparagraph (2) shall not apply to the following\nvehicles \u2014\n(a)  exhibition vehicles;\n(b)  vehicles which are not constructed or adapted for use on roads; and\n(c)  vehicles used for construction, road maintenance, engineering, agricultural\nor earthmoving work or the transportation of heavy goods or equipment\nincluding \u2014\n(i)\nbackhoes;\n(ii)  bulldozers;\n(iii)  crane trucks or boom trucks;\n(iv)  excavators;\n(v)  forklifts;\n(vi)  front end loaders;\n(vii)  lorries;\n(viii) mechanical shovels;\n(ix)  tractors;\n(x)  track-laying or wheeled vehicles; and\n(xi)  truck heads or trailer heads.\n (4)  Where, on 4th September, 2024, the date of commencement of the Customs and\nBorder Control (Prohibited Goods) (Amendment) Order, 2024 [SL 31 of 2024],\na vehicle under paragraph 4A(2)(a), (b), (c), (d), (e), (g), (j), (k), (l), (m) or (n)\nis landed in the Islands, the vehicle shall be dealt with under this Customs and\nBorder Control
