Postal Law (1997 Revision) POSTAL (AMENDMENT) (NO.2) REGULATIONS, 2020 (SL 130 of 2020) In exercise of the powers conferred by section 24 of the Postal Law (1997 Revision) the Cabinet makes the following Regulations —
#1. Citation
#1. These Regulations may be cited as the Postal (Amendment) (No.2) Regulations,
2020.
#2. Amendment of regulation 42 of the Postal Regulations (2019 Revision) - rents
#2. The Postal Regulations (2019 Revision), in these Regulations referred to as the
“principal Regulations”, are amended in regulation 42 by repealing paragraph (e) and substituting the following paragraphs — “(e) a bag or box shall not be used for an illegal or improper purpose;
(ea) the renter shall not request or accept payment from another person for the use of that renter’s private bag or private box;”.
#3. Insertion of regulation 43A - refusal of application to rent
#3. The principal Regulations are amended by inserting after regulation 43, the following
regulation —

“Refusal of application to rent
#43A. The Postmaster General shall refuse an application under regulation 43 —
(a) where the applicant fails to provide proof of identity; or (b) where the Postmaster General suspects that the applicant intends to — (i) rent the private bag or private box to another person for commercial gain; or (ii) use the private bag or private box for an illegal or improper purpose.”.
#4. Repeal and substitution of regulation 44 - method of address
#4. The principal Regulations are amended by repealing regulation 44 and substituting
the following regulation — “Method of address
#44. An officer shall not place a postal package in a private bag or private box
unless the postal package — (a) is addressed to — (i) the renter;
(ii) an employee or relative of the renter; or (iii) any other person authorised in writing by the renter to receive mail at the renter’s private bag or private box; and (b) bears the number of the private bag or private box and the associated postcode.”.
