POSTAL (AMENDMENT) REGULATIONS, PUBLISHING DETAILS Arrangement of Regulations Regulation General amendments to the Postal Regulations (2021 Revision) - references to Regulation 1 In exercise of the powers conferred by section 24 of the Postal Act (2025 Revision), the Cabinet makes the following Regulations — Citation and commencement (1) These Regulations may be cited as the Postal (Amendment) Regulations, 2025. (2) These Regulations come into force on February 2, 2026. General amendments to the Postal Regulations (2021 Revision) - references to schedules The Postal Regulations (2021 Revision), in these Regulations referred to as the “principal Regulations”, are amended as follows — (a) by deleting the words “First Schedule” wherever they appear and substituting the words “Schedule 1”; (b) by deleting the words “Second Schedule” wherever they appear and substituting the words “Schedule 2”; by deleting the words “Third Schedule” wherever they appear and substituting the words “Schedule 3”; (d) by deleting the words “Fourth Schedule” wherever they appear and substituting the words “Schedule 4”; Regulation 3 (e) by deleting the words “Fifth Schedule” wherever they appear and substituting the words “Schedule 5”; (f) by deleting the words “Sixth Schedule” wherever they appear and substituting the words “Schedule 6”; and (g) by deleting the words “Seventh Schedule” wherever they appear and substituting the words “Schedule 7”. Amendment of regulation 13 - rates of postage The principal Regulations are amended in regulation 13 by inserting after paragraph (5) the following paragraphs — “(5A)The rates of postage for Flat-rate International Express Mail Service or Parcel Products are listed in Schedule 6A. (5B) The rates of postage for Flat-rate Express Mail Service for Inland Post are listed in Schedule 6B.”. Insertion of new regulations - discounts; assignment of foreign countries rate groups The principal Regulations are amended by inserting after regulation 13 the following new regulations — “Discounts 13A.The discounts set out in Schedule 8 shall apply, as applicable, to the rates of postage payable on — (a) parcels that are inland post; (b) express mail service to foreign countries; and (c) parcels to foreign countries. Assignment of foreign countries rate groups 13B.For the purposes of regulation 13(4) and (5), the assignment of foreign countries rate groups is as set out in Part 2 of Schedule 5 or Part 2 of Schedule 6, as applicable.”. Regulation 5 Repeal and substitution of regulation 26 - limits of weight and size The principal Regulations are amended by repealing regulation 26 and substituting the following regulation — “Limits of weight and size

(1) Subject to paragraphs (2) to (4), no postal package may be conveyed or delivered by post unless its weight and size are within the respective maximum limits which are as follows — Item Nos. Type of Postal Package Maximum Weight Maximum Size Letters 2 kgs (a) Either — (i) 61cm in length (ii) 61cm in breadth (iii) 61cm in depth; or (b) 91cm - length, Postcards 15cm in length 11cm in breadth Printed paper package 2 kgs Tracked delivery postal item 2 kgs Literature for the blind 7 kgs Air letter form, when folded and sealed 21cm in length 11cm in breadth Parcels 30 kgs (a) Either 200cm in length; or Regulation 6 (b) 300cm - length, (2) Subject to paragraph (4), in the case of — (a) a letter, printed paper packet, small packet or literature for the blind made up in the form of a roll, its length and twice its diameter taken together may not exceed one hundred centimetres and neither its length nor its diameter may exceed ninety centimetres; or (b) a package which contains only books, the maximum weight is five kilograms. (3) Notwithstanding paragraph (1) and subject to paragraph (4), no parcel may be accepted for postage unless its size is within the following limits — (a) where the parcel is made up in the form of a roll, its length and twice its diameter taken together are seventeen centimetres and either its length or its diameter is not less than ten centimetres; or (b) where the parcel is not so made up, it has at least one surface measuring not less than fourteen centimetres in length and not less than nine centimetres in breadth. (4) The minimum limits of size specified in paragraphs (2) and (3) do not apply to parcels having securely tied or affixed to them rectangular address labels of cardboard or strong paper of which the two adjacent sides together measure not less than seventeen centimetres and of which the shorter side measures seven centimetres.”. Amendment of regulation 42 - rents The principal Regulations are amended in regulation 42 as follows — (a) in the chapeau, by deleting the words “may deem advisable” and substituting the words “considers appropriate”; (b) in paragraph (g), by deleting the words “a new lock; and” and substituting the words “a new lock;”; in paragraph (h) as follows — (i) by deleting the full stop at the end of the paragraph and by substituting a semi -colon; and (ii) by inserting after the semi-colon the word “and”; and (d) by inserting after paragraph (h) the following paragraph — Regulation 7 “(i) the Postmaster General shall not rent a bag or a box that is vacated under paragraph (h) to a renter who re-applies for that bag or box unless that renter pays to the Postmaster General a reactivation fee of thirty dollars.”. Amendment of regulation 62 - compensation-parcels The principal Regulations are amended in regulation 62(1) by deleting the table which appears after the words “but not exceeding the following scale-” and substituting the following table — Insertion of new regulation 62A - additional compensation - parcels The principal Regulations are amended by inserting after regulation 62 the following new regulation — “Additional compensation - parcels 62A. (1) Notwithstanding regulation 62 and subject to paragraphs (2) to (4), a person may obtain additional compensation from the Post Office for a parcel that is lost or damaged during the course of conveyance by post if, at the time of postage of the parcel the person pays to the Post Office a liability fee equal to one dollar for every one-hundred-dollar value of the parcel, up to a maximum value of two thousand five hundred dollars. (2) A person who wishes to claim additional compensation, in respect of a lost or damaged parcel under paragraph (3), shall apply to the Post Office from which the parcel was transmitted within one year of the date of posting of the parcel. (3) No compensation is payable for the loss of or damage to a parcel where — (a) the Postmaster General advises that the cause of such loss or damage was beyond the control of the Post Office; or (b) the parcel cannot be traced or otherwise accounted for by reason of the destruction of official documents of the Post Office. (4) The decision of the Post Office on all questions arising between the Post Office and the person claiming compensation under paragraph (1) is final and conclusive.”. “Weight of parcel Maximum Compensation Not exceeding 5 kgs Exceeding 5 kgs but not exceeding 30 kgs” Regulation 9 Repeal and substitution of Schedule 2 - Inland Post The principal Regulations are amended by repealing Schedule 2 and substituting the “SCHEDULE 2 (regulation 13(1)) Rates for Inland Post Item Nos.
