Objects and Reasons

Memorandum of OBJECTS AND REASONS This Bill seeks to amend the Public Management and Finance Act (2020 Revision) (“the principal Act”) in order to change the period within which a strategic policy statement should be presented to the Parliament after a General Election. The Bill also updates the principal Act to refer to Parliament and not to the Legislative Assembly. Clause 1 provides the short title of the legislation. Clause 2 makes a general amendment to the principal Act to provide that the words “Legislative Assembly” should be deleted and replaced by the word “Parliament”. Clause 3 amends section 23 of the principal Act to provide that a strategic policy statement required under that section should be presented to Parliament within six months after the date of the General Election and not three months as currently provided.

PUBLIC MANAGEMENT AND FINANCE (AMENDMENT) BILL, 2025

A BILL FOR AN ACT TO AMEND THE PUBLIC MANAGEMENT AND FINANCE ACT (2020 REVISION); AND FOR INCIDENTAL AND CONNECTED PURPOSES ENACTED by the Legislature of the Cayman Islands. Short title This Act may be cited as the Public Management and Finance (Amendment) Act, Amendment of the Public Management and Finance Act (2020 Revision) - general amendment The Public Management and Finance Act (2020 Revision) is amended by deleting the words “Legislative Assembly” wherever they appear and substituting the word “Parliament”.

Clause 3

Amendment of section 23 of the Public Management and Finance Act (2020 Revision) - strategic policy statement The Public Management and Finance Act (2020 Revision) is amended in section 23(1A) by deleting the word “three” and substituting the word “six”.
