ASSISTANTS) (AMENDMENT) REGULATIONS, In exercise of the powers conferred by section 23 of the Parliament (Management) Act (2023 Revision), the Cabinet, after consultation with the Commission, makes the following Regulations — Citation These Regulations may be cited as the Parliament (Management) (Remuneration of Constituency Assistants) (Amendment) Regulations, 2026. Amendment of regulation 1 of the Parliament (Management) (Remuneration of Constituency Assistants) Regulations, 2022 - citation The Parliament (Management) (Remuneration of Constituency Assistants) Regulations, 2022, in these Regulations referred to as the “principal Regulations”, are amended in regulation 1 by deleting the citation and substituting the following citation “Parliament (Management) (Constituency Staff and Staff of the Leader of the Opposition) Regulations, 2026”.
Regulation 3
Insertion of regulation 1A - definitions The principal Regulations are amended by inserting after regulation 1 the following regulation — “Definitions 1A. In these Regulations — “constituency staff member” means a constituency office manager or a constituency assistant; “Fund” has the meaning assigned by section 2 of the Public Service Pensions Act (2023 Revision); and “staff of the Leader of the Opposition” means an Operations and Communications Manager or a Senior Policy Adviser, or both.”. Repeal and substitution of regulation 2 - rates of remuneration and pension The principal Regulations are amended by repealing regulation 2 and substituting the following regulations — “Rates of remuneration for constituency staff members A constituency staff member — (a) who is a constituency office manager is entitled to (i) in accordance with remuneration band K provided under (ii) at a point within remuneration band K as agreed between the Chief Officer, acting on the advice of the relevant Member of Parliament, and the constituency office manager; (b) who is a full time constituency assistant is entitled to (i) in accordance with remuneration band M provided under (ii) at a point within remuneration band M as agreed between the Chief Officer, acting on the advice of the relevant Member of Parliament, and the full time constituency assistant; and who is a part time constituency assistant is entitled to (i) agreed between the Chief Officer, acting on the advice of the relevant Member of Parliament, and the part time constituency assistant; and

(ii) that is based on the full time constituency salary entitlement as determined under paragraph (b), pro-rated for the proportion of the full time constituency assistant position worked. Rates of remuneration for staff of the Leader of the Opposition 2A. A member of staff of the Leader of the Opposition — (a) who is an Operations and Communications Manager is entitled to remuneration — (i) in accordance with remuneration band I provided under (ii) at a point within remuneration band I as agreed between the Chief Officer, acting on the advice of the Leader of the Opposition and the Operations and Communications Manager; and (b) who is a Senior Policy Adviser is entitled to remuneration — (i) in accordance with remuneration band H provided under (ii) at a point within remuneration band H as agreed between the Chief Officer, acting on the advice of the Leader of the Opposition and the Senior Policy Adviser. Pension 2B. Constituency staff members and staff of the Leader of the Opposition are required to contribute to the Fund in accordance with the Public Service Pensions Act (2023 Revision).”. Repeal and substitution of regulation 3 - termination allowance The principal Regulations are amended by repealing regulation 3 and substituting the following regulation — “Termination allowance The following staff members are entitled to a termination allowance equivalent to one month’s salary — (a) a constituency staff member who is terminated by the Chief Officer under paragraph 6(a) in Part 1 of Schedule 2 to the Act; and (b) a member of staff of the Leader of the Opposition who is terminated by the Chief Officer under paragraph 6(a) in Part 3 of Schedule 2 to the Act.”.
Regulation 6
Repeal and substitution of regulation 4 - cessation of employment and payments The principal Regulations are amended by repealing regulation 4 and substituting the following regulation — “Cessation of employment and paymemts The following staff members are entitled to one month’s notice of cessation of employment, or in lieu of such notice, to a payment equivalent to one month’s salary — (a) a constituency staff member to whom paragraph 6(c), (d) or (e) in Part 1 of Schedule 2 to the Act applies; and (b) a member of staff of the Leader of the Opposition to whom paragraph 6(c), Part 3 of Schedule 2 to the Act applies.”.
