Regulation 1
In exercise of the powers conferred by section 41 of the Airports Authority Act (2005 Revision), the Cayman Islands Airports Authority, with the approval of the Cabinet, makes the following Regulations — Citation These Regulations may be cited as the Airports Authority (Charges) Regulations, Definitions In these Regulations — “carrier” means a person having a proprietorial interest in an aircraft; “outward-bound aircraft” means an aircraft about to journey from the Islands to a jurisdiction outside of the Islands; and “traveller” means a person who — (a) is two years of age or older; and (b) proposes to travel on an aircraft,

but does not include a member of the crew of the aircraft who is carried on the aircraft for the exclusive purpose of taking part in the management of service aboard the aircraft. Charges (1) A carrier shall pay the charges referred to in paragraph (2) to the Authority for each traveller in an outward-bound aircraft no later than ten days after the last day of each month in which the applicable charge falls due. (2) The charges referred to in paragraph (1) are — (a) a passenger facilities charge of thirteen dollars; (b) a terminal charge of five dollars; and an airport development fee of fifteen dollars commencing on 1st January, 2024 and ending on 31st December, 2029. (3) For the purposes of calculating the charges payable by a carrier under this regulation, the journey of a traveller whose agreement for carriage is evidenced by a ticket ends at the traveller’s final place of destination. Offence (1) A carrier who contravenes regulation 3 commits an offence and is liable on summary conviction to a fine of five thousand dollars or to imprisonment for a term of six months, or to both. (2) Where a carrier is convicted of an offence under paragraph (1), the court before which the carrier is convicted, in addition to imposing the penalty under paragraph (1), may order the carrier to pay the amount owed under regulation 3 to the Authority. Recovery of debt A charge due under regulation 3 is recoverable by the Authority as a civil debt.
Regulation 6
