THE STATISTICS LAW (1996 Revision) In exercise of the powers conferred on the Governor in Council by section 6 of the Statistics Law (1996 Revision) the following Regulations are hereby made -

In these Regulations, unless the context otherwise requires- “census day” means 10 October, 1999; “census forms” means forms issued by the Statistician; “census information” means particulars required under the Census (Cayman Islands) Order, 1999 to be stated in the census returns; “census supervisor” means the person appointed under regulation 5 to be Supervisor of the Census; “enumerator” means a person appointed under regulation 6; “field supervisor” means the persons appointed as such under regulation 5 to supervise the enumerators in each of the enumeration districts; “resident” means a person who has lived in the Cayman Islands for at least six consecutive months; and includes those persons on the Islands on census day who intend to remain in the Cayman Islands for at least six months; and “visitor” means any person who is not a resident.

Residents who will not be in the Islands on census day but who intend to return not later than six months after leaving the Islands may complete returns 1 week before census day and either submit the return to the enumerator of the area or send it by registered mail to the office of the Statistician. The Statistician shall divide the Cayman Islands districts into enumeration enumeration areas areas and shall prepare a map delineating every such enumeration area. Appointment of census 5. The Statistician shall appoint a person to be Supervisor of the Census and supervisor and field : i eiperviaut such other persons as he deems fit to be field supervisors who shall be assigned to one or more enumeration areas. Appointment of 6. The Statistician shall appoint such number of persons as may be necessary enumerators s 7 to be enumerators and shall assign each enumerator to one “r more enumeration areas. Duties of supervisor 7. It shall be the duty of the supervisors to- (a) give all necessary instructions to enumerators; (b) issue to enumerators all census forms and other articles necessary for the taking of the census; (c) examine entries made in census forms and, where it appears upon examination that any census information in any form is defective or omitted, to require the appropriate enumerator to take steps to correct the defective information or supply the omitted information; (d) make arrangements to replace any enumerator who may be unable to carry out his duties; (e) receive, examine and transmit to the Statistician all census forms delivered to them by enumerators; and (f) carry out any instructions issued to them by the Statistician for the purpose of taking the census. Duties of enumerators 8. It shall be the duty of an enumerator- (a) to meet his supervisor at such times and places as the supervisor may direct; (b) to preserve carefully all written instructions, forms, census forms and other articles issued to him by the supervisor and to return them to the supervisor when called upon to do so; (c) to visit personally every inhabited or habitable dwelling or other premises in the enumeration area or areas to which he may be assigned to deliver and collect census forms and to ensure that they are correctly and fully completed by a person specified in regulation 9 or 10 giving any such assistance as may be needed; (d) to make further visits to such dwelling or other premises if on a first visit thereto the required information cannot be obtained and on the direction of the supervisor to re-visit any such dwelling or —_ other premises for the purpose of remedying omissions or correcting or verifying entries in any census form; and (e) to carry out such instructions of the supervisor as may be issued . for the purpose of taking census.

Every person with respect to whom census information is required to be furnished by these Regulations shall upon demand by an enumerator give to the enumerator such information with respect to himself.

(a) A responsible adult member of the household in every private dwelling, or if there is no adult, a person who is sixteen years of age or older, shall furnish census information with respect to all persons who passed census night in that dwelling or who are usually resident in that dwelling. (b) The person in charge of every hotel, boarding-house, hospital, resthome, prison or other communal establishment or the captain or other person in charge of a ship or boat within the territorial waters of the Islands shall furnish census information in respect of all persons who spent census night in that establishment, ship or boat or who are usually resident in that establishment, ship or boat.

Every person with respect to whom it is the duty of a person specified under regulation 10 to furnish census information shall, upon demand, give such census information to such person.
